MINUTES VILLAGE OF LOS LUNAS THURSDAY, SEPTEMBER 5, 2019 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, September 5, 2019 in regular session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Charles Griego, Christopher Ortiz, Cruz Munoz, Phillip Jaramillo, and Gino Romero was excused. Mayor: Charles Griego Mayor Pro Tem: Christopher Ortiz Council: Gino Romero, excused Phillip Jaramillo Cruz Munoz Also present were: Gregory D. Martin, Debra Sanchez, Sandy Schauer, Nicole Lucero, Bob Anderson, Misty Shiplet, Becca Mandell, Diana Trujeque, Martin Family, and Jim Rickey. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: • CALL MEETING TO ORDER. • PLEDGE OF ALLEGIANCE. • APPROVAL OF AGENDA. • PUBLIC INPUT FORUM. 1. EXECUTIVE SESSION – pursuant to NMSA 1978 Section 10-15-1(H), the following matters will be discussed in closed session: a) Hire FT Library Technician – Museum Division / Los Lunas Library. b) Hire FT Public Works Technician – WWTP / Public Works Department. c) Hire 5-PT Recreation Aides – Parks and Recreation Department. d) Hire FT Street Maintenance Worker II – Public Works Department. 2. APPROVAL OF MINUTES: a) Minutes from August 8, 2019 Council Meeting. 3. ADJOURNMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Charles Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked George Trujeque to lead the Council and audience in the Pledge of Allegiance. Mayor Griego announced that Councilman Romero was excused. • APPROVAL OF AGENDA. Mayor Griego then asked if there were any changes or corrections to the council agenda – there were none. Mayor Griego asked for a motion. APPROVAL: Motion to approve council agenda. MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. Mayor Griego asked the audience if there was anyone who wanted to speak to the Council regarding an item that was not on the council agenda. Mayor Griego announced that there was a proclamation, “Childhood Cancer Awareness Month” that would be read to the audience. The family of Valentina approached the podium with Ms. Diana Trujeque, Executive Director of Children’s Cancer Fund of New Mexico. Valentina talked about childhood cancer and her fight with cancer. Councilman Munoz read the proclamation and gave to the family of Valentina. Mayor Griego said that he would work with the staff to get the word out about Childhood Cancer Awareness month to the community. Jason Duran and Marcos Castillo presented a short PowerPoint on a recent wood bat tournament held at the league fields. Team participants presented the Mayor and Council with wood bats and thanked them for their support. 7. EXECUTIVE SESSION. The Council went into executive session pursuant to NMSA 1the following matters would be discussed in closed session: hiring of a FT Library Technician, hiring of a FT Public Works Technician, hiring of 4-PT Recreation Aides, and the hiring of a FT Street Maintenance Worker III. APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2). MOVED: Councilman Jaramillo SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 6:19PM At 7:03PM, Mayor Griego asked for a motion from Council indicating that they discussed the hiring of a FT Library Technician, hiring of a FT Public Works Technician, hiring of 4-PT Recreation Aides, and the hiring of a FT Street Maintenance Worker III. APPROVAL: Motion to approve MOVED: Councilman Ortiz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the position of Library Technician – Mayor Griego put up the name of Ernest Wells APPROVAL: Motion to approve Ernest Wells MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the position of Street Maintenance Worker III – Mayor Griego put up the name of Steven Walker APPROVAL: Motion to approve Steven Walker MOVED: Councilman Jaramillo SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the position of WWTP Technician – Mayor Griego put up the name of Kyle Sparks APPROVAL: Motion to approve Kyle Sparks MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. For the five PT-positions Parks & Recreation – Mayor Griego put up the names of Demitree Moore, William Moore, Angelina Martinez, Bryce Gallegos, and Matthew Piro. APPROVAL: Motion to approve five hires MOVED: Councilman Jaramillo SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 2. MINUTES. Mayor Griego asked if there were corrections to the council minutes of August 22, 2019 – there was none.
