The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is encouraged. Individuals wishing to be heard during Public Hearing proceedings are encouraged to be prepared and will be limited to three (3) minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER ASSASSINATION. Questions raised on non-agenda items may be answered at a later date by letter in order to facilitate proper research. Written comments are welcome and should be given to the Village Administrator prior to the start of the meeting. ORDINANCE 276-2019-1 – AN ORDINANCE PROVIDING FOR THE CHANGE IN ZONING OF A DESIGNATED AREA WITHIN THE MUNICIPALITY OF LOS LUNAS, COUNTY OF VALENCIA, STATE OF NEW MEXICO. TAB 3. ACTION REQUESTED OF COUNCIL: PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: Sheldon Greer of RESPEC, acting agent for Huning LLLP, has applied for a zone designation of M-1 with a certificate of non-conformance for an existing ranch and residences for Tract 1, Lands of Huning Limited Partnership, Situated within the San Clemente Grant in Projected Sections 13 thru 16 and 21 thru 23, Township 7 North, Range 1 East, New Mexico Principal Meridian, Valencia County, New Mexico; Tract 2, Lands of Huning Limited Partnership, Situated within the San Clemente Grant in Projected Sections 13 thru 16 and 21 thru 23, Township 7 North, Range 1 East, New Mexico Principal Meridian, Valencia County, New Mexico; and Subd Land of Peggy Huber Tract: B 1.40 Acres 2005 Rev for the purpose of allowing industrial use. BACKGROUND AND RATIONALE: Brew and Bite LLC dba The Valencia whose mailing address is 2027 Yale Blvd SE, Albuquerque, New Mexico 87106 is seeking a Small Brewer 1st Off-Site Location Liquor License for a tap room. The proposed location is 785 Main St SW. ERIN CALLAHAN 5. ORDINANCE 448 – PUBLIC IMPROVEMENT DISTRICT (PID) ORDINANCE. TAB 5. ACTION REQUESTED OF COUNCIL: PUBLIC HEARING. Approve or disapprove. BACKGROUND AND RATIONALE: An Ordinance Amending the Village of Los Lunas Code of Ordinances by Adding a New Title 19, Establishing a Title for Special Improvement Districts, and Establishing Application Procedures and Review Criteria for Public Improvement Districts ERIN CALLAHAN 6. ORDINANCE 449 – SIGN CODE / ELECTION CAMPAIGN SIGNS. TAB 6. ACTION REQUESTED OF COUNCIL: Discuss and recommend to table indefinitely. BACKGROUND AND RATIONALE: An Ordinance Repealing Section 17.56.040, Subsection J of the Los Lunas Zoning Code, a Subsection of Chapter 17.56 - Sign Code that Regulates Election Campaign Signs MICHAEL JARAMILLO 7. PAVEMENT CONDITION INDEX – OVERLAY ROAD PROJECTS 2019/2020. TAB 7. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Village of Los Lunas Public Works Department has established a Pavement Condition Index (PCI), which reassess the roadway condition of all Village-owned roads. The PCI assist in developing an inventory prioritization schedule. The Public Works Department is requesting comments and/or suggestion on the list of roadway improvements projects schedule to be funded by 2019-2020 Infrastructure Funds. MICHAEL JARAMILLO 8. RESOLUTION 19-24 – AMEND SUBMITTED APPLICATIONS FOR COOP FUNDING 2016/2017. TAB 8. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: The Village of Los Lunas is requesting to correct the termini of the 2016/2017 Cooperative Agreement (COOP) Funds from Panada Drive, Panoan Drive and Panza Drive to Camelot Road Phase I. A resolution in support by the Village Governing Body is required to amend 2016/2017 COOP Funds by the New Mexico Highway and Transportation Department, District Three, Albuquerque, New Mexico. The Village of Los Lunas will be required to match a percentage of 25% of the total cost of the project and the scope of the work. REBEKAH KLEIN 9. RESOLUTION 19-23 – FOURTH QUARTER FINANCIAL REPORTS FOR PERIOD ENDING JUNE 30, 2019. TAB 9. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: DFA requires approval of the 4th Quarter Financial Report for FY 2018-19, from the governing body of the Village. The FY 2018-19 4th quarter financial summarizes all revenue and expenditures, budget adjustment requests, investments and roll forward cash balances for FY 2019-20. 10. EXECUTIVE SESSION – pursuant to NMSA 1978 Section 10-15-1(H), the following matters will be discussed in closed session: TAB 10. a) Hire FT Commercial Driver – Solid Waste Department / Public Works. b) Hire FT Library Technician – Library Department. c) Hire FT Public Works Technician – Waste Water Treatment Plant / Public Works. d) Hire (2) FT Truck Driver/Equipment Operator – Street Department / Public Works. 11.
