VILLAGE OF LOS LUNAS
THURSDAY, JULY 9, 2020
The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, July 9, 2020 in regular session
at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilmen Christopher
Ortiz, Cruz Munoz, and Gino Romero. Meeting was conducted and recorded through Webex.com.

Also present were: Gregory D. Martin, Debra Sanchez, and Martin Callahan.
In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:
1. TWELFTH AMENDMENT MEMORANDUM OF AGREEMENT (MOA) – REQUEST FOR FLEET MAINTENANCE SERVICES 2020/2021.
2. MEMORANDUM OF AGREEMENT (MOA) – RIO METRO REGIONAL TRANSIT DISTRICT 2020/2021.
3. MEMORANDUM OF AGREEMENT (MOA) – REFUSE REMOVAL LOS LUNAS SCHOOL DISTRICT.
4. EXECUTIVE SESSION: a) Hire FT Street Maintenance Worker – Street Department / Public Works Department.
b) Hire FT Administrative Assistant – Community Development Department.
5. APPROVAL OF MINUTES.

At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience.
• PLEDGE OF ALLEGIANCE.
Mayor Griego asked Debra Sanchez to lead the Council and WebEx participants in the Pledge of Allegiance.
• APPROVAL OF AGENDA.
Mayor Griego asked if there were any changes to the agenda – there were none. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve council agenda.

CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes;

1. TWELFTH AMENDMENT MEMORANDUM OF AGREEMENT (MOA) – REQUEST FOR FLEET MAINTENANCE SERVICES 2020/2021.
Mr. Michael Jaramillo presented item one. This is an agreement between the Village of Los Lunas and Rio Metro to perform fleet
maintenance services and storage for their public transportation vehicles. Rio Metro continues to pay for fuel, supplies and storage of units.
Mayor Griego asked Council if they had any questions – Councilman Romero asked how much time is spent on their vehicles. Michael replied
about 60%. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve MOA.

CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes;

2. MEMORANDUM OF AGREEMENT (MOA) – RIO METRO REGIONAL TRANSIT DISTRICT 2020/2021.
Mr. Michael Jaramillo presented item two. Rio Metro has asked for a MOA to fund the annual salary for a Heavy Duty Mechanic position.
This will continue with the same cost for this year. Michael asked if there were any questions. Councilman Romero asked Michael if he could
start a dialogue with Rio Metro about busing children to Albuquerque/South Valley to access the pools. Michael said that he would definitely
look in to it. Mayor Griego asked for a motion from Council.

3. MEMORANDUM OF AGREEMENT (MOA) – REFUSE REMOVAL LOS LUNAS SCHOOL DISTRICT.
Mr. Michael Jaramillo presented item three. The Los Lunas Schools would like to continue trash service – MOA to continue for the
2020/2021 year. Mayor Griego asked if there were any questions – there were none. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve MOA.

CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo –yes;

4. EXECUTIVE SESSION.
Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1(H), the following
matters may be discussed in closed session: hire Ft Street Maintenance Worker and hire FT Administrative Assistant.
APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2).

Mayor Griego asked for a motion from Council to reconvene indicating that they discussed a request to hire Ft Street Maintenance Worker
and hire FT Administrative Assistant.

BACKGROUND AND RATIONALE:
Rio Metro Transit Agency is requesting to enter into a Twelfth Amendment Memorandum of Agreement (MOA)
with the Village of Los Lunas to continue performing fleet maintenance services and storage for their public
transportation vehicles. They will continue to pay costs for fuel, supplies and storage of units. The Village of Los
Lunas has performed these services for Rio‐Metro under previous agreements for the past ten (11) years.

ACTION REQUESTED OF COUNCIL:

BACKGROUND AND RATIONALE:
Rio Metro Regional Transit District (RMRTD) has requested a Memorandum of Agreement (MOA) to full-fund
the annual salary and benefits, of one (1) Heavy Duty Mechanic position within the Public Works Department
Fleet Maintenance Division for 2020/21; this would add one (1) new full-time position. RMRTD has no
involvement, authority or responsibility for how the Village manages its maintenance division, operates or
maintains its operations. RMRTD understand this MOA request will support the increased growth in fleet
maintenance services provided to RMRTD and the Village of Los Lunas Fleet.

ACTION REQUESTED OF COUNCIL:

BACKGROUND AND RATIONALE:
The Los Lunas School District would like to continue with the 2020-2021 MOA for “Refuse Removal at the Los
Lunas School Sites”. The purpose of this agreement is to provide refuse removal to the school sites listed within
the MOA for a period of one (1) year. Due to no changes within the refuse services being requested the Public
Works Department has submitted a no increase to the new MOA between the Village of Los Lunas and Los
School District.
4. EXECUTIVE SESSION – pursuant to NMSA 1978 Section 10-15-1(H), the following matters may be
discussed in closed session:
