VILLAGE OF LOS LUNAS
THURSDAY, JULY 23, 2020
The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, July 23, 2020 in regular session
at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilmen Christopher
Ortiz, and Gino Romero. Meeting was conducted and recorded through Webex.com.

Also present were: Gregory D. Martin, Debra Sanchez, and Martin Callahan.
In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:
1. RESOLUTION 20-14 – FY 2020 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG).
2. RESOLUTION 20-19 – FY 2020 FINAL BUDGET ADJUSTMENTS.
3. RESOLUTION 20-20 – FY 2020 4TH QUARTER FINANCIAL REPORT FOR PERIOD ENDING JUNE 30, 2020.
4. RESOLUTION 20-21 – A RESOLUTION ADOPTING THE FY 2021 REVENUE AND EXPENDITURE BUDGET FOR THE VILLAGE OF
LOS LUNAS.
5. EXECUTIVE SESSION: a) Hire FT Solid Waste Transfer Station Operator – Solid Waste Division / Public Works Department.
6. APPROVAL OF MINUTES.

At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience.
• PLEDGE OF ALLEGIANCE.
Mayor Griego asked Councilman Phillip Jaramillo to lead the Council and WebEx participants in the Pledge of Allegiance.
• APPROVAL OF AGENDA.
Mayor Griego asked if there were any changes to the agenda – there were none. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve council agenda.

SECONDED: Councilman Jaramillo
CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR
AND 0 AGAINST.
1. RESOLUTION 20-14 – FY 2020 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG).
Police Chief Naithan Gurule presented item one. The United States Department of Justice, Office of Justice Programs and Bureau of
Justice Assistance have made funds available in the amount of $11,803 to the Los Lunas Police Department. If awarded, these funds
will be used to purchase equipment, supplies, training, information systems, and/ or technology. Mayor Griego asked Council if they had
any questions – there were none. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve resolution 20-14.

SECONDED: Councilman Ortiz
CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR
AND 0 AGAINST.
2. RESOLUTION 20-19 – FY 2020 FINAL BUDGET ADJUSTMENTS.
Ms. Rebekah Klein presented item two. A final budget review of expenditure and revenue accounts for FY 2020 requires budget increases
due to additional revenues, expenses and changes. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve resolution 20-19.

SECONDED: Councilman Romero
CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes) FOR
AND 0 AGAINST.
3. RESOLUTION 20-20 – FY 2020 4TH QUARTER FINANCIAL REPORT FOR PERIOD ENDING JUNE 30, 2020.
Ms. Rebekah Klein presented item three. DFA requires approval of the 4th Quarter Financial Report for FY 2020, from the governing body of
the Village. The FY 2020 4th quarter financial summarizes all revenue and expenditures, budget adjustment requests, investments and roll
forward cash balances for FY 2020. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve resolution 20-20.

CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo –yes) FOR
AND 0 AGAINST.
4. RESOLUTION 20-21 – A RESOLUTION ADOPTING THE FY 2021 REVENUE AND EXPENDITURE BUDGET FOR THE VILLAGE OF
LOS LUNAS.
The presentation of the final budget accompanies this resolution. The final budget was developed through the cooperation of all user
departments, elected officials, and the budget staff. The final budget has been developed in accordance with all state statues and guidelines
developed and administered by the State of New Mexico Department of Finance and Administration. State law requires that budgets
approved by DFA be made part of the minutes of the governing body. The final budget is presented before Council for their approval and
submission to DFA by the deadline of July 31, 2020. Mayor Griego asked for a motion from council.

Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1(H), the following
matters may be discussed in closed session: hire FT Solid Waste Transfer Station Operator.
APPROVAL: Motion to go into executive session pursuant to NMSA 1978 Section 10-15-1 (H) (2).

Operator.

BACKGROUND AND RATIONALE:
The United States Department of Justice, Office of Justice Programs and Bureau of Justice Assistance
have made funds available in the amount of $11,803 to the Los Lunas Police Department. If awarded,
these funds will be used to purchase equipment, supplies, training, information systems, and/ or technology.
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) is the primary
provider of federal criminal justice funding to state and local jurisdictions. The JAG Program provides states
and units of local governments with critical funding necessary to support a range of program areas including
law enforcement, prosecution and court programs, prevention and education programs, corrections and
community corrections, drug treatment and enforcement, crime victim and witness initiatives, and planning,
evaluation, and technology improvement programs.
