VILLAGE OF LOS LUNAS
THURSDAY, NOVEMBER 5, 2020
The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met Thursday, November 5, 2020 in regular
session at 6:00 PM at the Council Chambers. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Phillip
Jaramillo, Councilman Cruz Munoz, and Councilmen Christopher Ortiz. Meeting was conducted and recorded through Webex.com.

Also present were: Gregory D. Martin, Debra Sanchez and Martin Callahan.
In accordance with Ordinance 114A, the following agenda was prepared and circulated as required:
1. DESIGNATED USE – 3509 MAIN STREETS SE (STORAGE FACILITY).
2. RESOLUTION 20-29 – EMERGENCY COVID-19 SAFE PRACTICES RESOLUTION.
3. RESOLUTION 21-01 – VILLAGE OF LOS LUNAS OPEN MEETINGS ACT.
4. 2021 COUNCIL MEETING DATES AND 2021 HOLIDAY SCHEDULE.
5. REQUEST PERMISSION TO ACCEPT THREE BAIT CARS FROM THE CITY OF RIO RANCHO.
6. EXECUTIVE SESSION: a) Pursuant to §10-15-1(H) (7) NMSA 1978, discussion in Executive Session of making an offer to
resolve the lawsuit of City of Albuquerque et. al. v. New Mexico Department of Taxation and
Revenue.
7. APPROVAL OF MINUTES:
a) October 22, 2020 Council Meeting.

At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience.
• PLEDGE OF ALLEGIANCE.
Mayor Griego asked Councilman Jaramillo to lead the Council and WebEx participants in the Pledge of Allegiance.
• APPROVAL OF AGENDA.
Mayor Griego asked if there were any changes to the agenda – there were none. Mayor Griego asked for a motion from Council.
APPROVAL: Motion to approve council agenda.
MOVED: Councilman Ortiz
SECONDED: Councilman Jaramillo
CARRIED: Motion passed on a vote of 3 (Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR

Mayor Griego mentioned that Council Romero was excused from tonight’s council meeting.

Mayor Griego asked council for a motion to recess and go in to a public hearing.

2. RESOLUTION 20-29 – EMERGENCY COVID – 20-29 SAFE PRACTICES RESOLUTION.
Fire Chief John Gabaldon presented item two. The Mayor and Council reiterate their support of the New Mexico public health orders and
strongly urge all Los Lunas residents to adhere to the COVID-19 Safe Practices. Chief Gabaldon read the resolution. Mayor Griego asked for
a motion from Council.
APPROVAL: Motion to approve resolution 20-29.

3. RESOLUTION 21-01 – VILLAGE OF LOS LUNAS OPEN MEETINGS ACT.
Mr. Gregory D. Martin presented item three. Each year the Village is required to adopt the Open Meetings Act, which sets the guidelines, and
schedule. Greg highlighted changes to the meetings act regarding to virtual meetings. Mayor Griego asked Council if there were any
questions – there were none.
APPROVAL: Motion to approve resolution 21-01.

4. 2021 COUNCIL MEETING DATES AND 2021 HOLIDAY SCHEDULE.
Mr. Gregory D. Martin presented item four. The 2021 Council Meeting schedule and 2120 Holiday Schedule is complete and ready for
Council approval. Mayor Griego asked Council if there were any questions – there were none.
APPROVAL: Motion to approve.

5. REQUEST PERMISSION TO ACCEPT THREE BAIT CARS FROM THE CITY OF RIO RANCHO.
Police Chief Naithan Gurule presented item five. Chief Gurule is requesting permission to accept three bait cars from Rio Rancho at no cost
to the Village. Vehicles are equipped with cameras. Mayor Griego asked Council if there were any questions – there were none.

6. EXECUTIVE SESSION.
a) Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1(H),
the following matter may be discussed in closed session: Pursuant to §10-15-1(H) (7) NMSA 1978, discussion in Executive

1. DESIGNATED USE – 3509 MAIN STREETS SE (STORAGE FACILITY).
Ms. Erin Callahan presented item one. This is a request for designated use – located at 3509 Main Street. Jetty LLC, represented by Mark
Sannes and William Harris, owns the property. Purpose is for allowing a storage facility after combining the two parcels. No phone calls or
letters were received in opposition of the request. Planning and Zoning Commission did recommend approval. Community
Development has reviewed this application and recommends approval based on the current zoning land uses. Mayor Griego asked Council if
they had any questions – there were none. Mayor Griego asked Mr. Sannes and Mr. Harris if they had any comments. Mr. Sannes commented
that he did not have any comments. Mayor Griego asked if there was any one from the audience who wanted to comment – there were none.
Mayor Griego asked for a motion from Council to close the public hearing and reconvene as a council to make a decision.

property located in Subd: Land of Johnny Apodaca Tract: 93A 1.30 Acres Map 70 2001 REV, with a street
address of 3509 Main St NE, and Subd: Land of Johnny Apodaca Tract: 94A1A 1.43 Acres Map 70 2014 REV Pond
.07AC, with a street address of 3507 Main St SE STE #B, for the purpose of allowing a storage facility after
combining the two parcels.

BACKGROUND AND RATIONALE:
Staff is requesting approval or disapproval of The 2021 Council Meeting dates and Holiday Schedule. If
approved, the dates will be published in the Annual Village Calendar and posted to the Village website.

BACKGROUND AND RATIONALE:
New Mexico ranks high in auto thefts. To combat this, the LLPD auto theft unit was started in a part time
capacity in 2018 and went full time in 2019. As part of our proactive auto theft prevention, I am respectfully
requesting to accept three bait cars from the City of Rio Rancho.
