MINUTES VILLAGE OF LOS LUNAS THURSDAY, MAY 20, 2021 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met virtually Thursday, May 20, 2021 in regular session at 6:00 PM. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Christopher Ortiz, Councilman Phillip Jaramillo, Councilman Cruz Munoz, and Councilman Gino Romero. Meeting was conducted in person and recorded through Webex.com. Mayor: Charles Griego Mayor Pro Tem: Christopher Ortiz Council: Gino Romero Phillip Jaramillo Cruz Munoz Also present were Gregory D. Martin, Debra Sanchez and Martin Callahan. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: 1. RESOLUTION 21-10 – VILLAGE OF LOS LUNAS EMERGENCY DECLARATION. 2. INTERIM BUDGETR – FY 2022. 3. VALENCIA COUNTY TRANSIT FACILITY PRORESS UPDATE. 4. EXCUTIVE SESSION: a) Hire FT Streets Laborer – Streets Division / Public Works Department. b) Hire (5) Seasonal Summer Recreation College Aides – Recreation Division / Parks & Recreation Department. c) Hire (14) High School Recreation Aides – Recreation Division / Parks & Recreation Department. 5. APPROVAL OF MINUTES: a) Minutes from May 8, 2021 Council Meeting. 6. ADJOURMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Sandy Schauer to lead the Council and WebEx participants in the Pledge of Allegiance. Mayor Griego announced that this was the first council meeting in the Council Chambers for over a year due to the COVID.` • APPROVAL OF AGENDA. Mayor Griego asked if there were any changes to the agenda – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve council agenda. MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. Mayor Griego asked if there was anyone who wanted to speak to the Council regarding an item that was not on the agenda. There was no response – no one spoke. 1. ESOLUTION 21-10 – VILLAGE OF LOS LUNAS EMERGENCY DECLARATION. Fire Chief John Gabaldon presented item one. Fire Chief Gabaldon is hoping that is the last declaration – standard declaration as the previous ones. Mayor Griego asked if there were any questions from Council - there were none. Mayor Griego asked for a motion from Council regarding resolution 21-10. APPROVAL: Motion to approve resolution 21-10 as presented. MOVED: Councilman Romero SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. Minutes on last page. 2. INTERIM BUDGET – FY 2022. Ms. Rebekah Klein presented item two. One page five of the budget – goes over budget changes that were made at the budget workshop. Rebekah went through the budget along with changes/comments that were made at workshop. Interim Budget Recap – there is a total of $65 million in budget revenue and a total of $83 million in expenditures - $56 million accounts of capital outlay in current year budget. Mayor Griego asked if there were any comments from the Council – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve interim budget – FY 2022. MOVED: Councilman Jaramillo SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Jaramillo – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. 3. VALENCIA COUNTY TRANSIT FACILITY PROGRESS UPDATE. Ms. Erin Callahan presented item three. This is for informational purposes only. The Valencia Transit Facility will be located on Lambros Loop and NM47. Mr. Tony Sylvester and Grant Brodehl will be joining us from Rio Metro and making their power point presentation on updates and designs. They carried about 60,000 passengers last year. Valencia County Transit Facility – completed activities: site evaluation, programming, cost estimate. Facility site – 8,000 sf administrative office, customer service area and parking, fleet yard (44) fleet and cutaways, storage space, vehicle prep area. There are two phases for this project/design process. Design is almost completed. Success of the transit is contributed to the local community. Construction is about nine months. Will continue to work with Erin Callahan and Michael Jaramillo. 4. EXECUTIVE SESSION. Mayor Griego announced that the Council would be going into executive session pursuant to NMSA 1978 Section 10-15-1(H), the following matters may be discussed in closed session: hire FT Streets Laborer, hire (5) Seasonal Summer Recreation College Aides, and hire (14) High School Recreation Aides. APPROVAL: Motion to approve MOVED: Councilman Ortiz SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 6:40PM At 7:14PM, Mayor Griego asked for a motion from Council indicating that they discussed a request to hire FT Streets Laborer, hire (5) Seasonal Summer Recreation College Aides, and hire (14) High School Recreation Aides. APPROVAL: Motion to approve MOVED: Councilman Munoz SECONDED: Councilman Jaramillo CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. Regarding the FT Streets Laborer, Mayor Griego recommended Mr. Pat Romero. APPROVAL: Motion to approve MOVED: Councilman Romero SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. Regarding the hiring of five seasonal summer recreation college aides. – list of names was given to Jason Duran and Charlene Ashburn. APPROVAL: Motion to approve MOVED: Councilman Munoz SECONDED: Councilman Ortiz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. Regarding the fourteen high school recreation aides – list of names was given to Jason Duran and Charlene Ashburn. APPROVAL: Motion to approve MOVED: Councilman Jaramillo SECONDED: Councilman Munoz CARRIED: Motion passed on a vote of 4 (Councilman Romero – yes; Councilman Ortiz – yes; Councilman Munoz – yes; Councilman Jaramillo – yes) FOR AND 0 AGAINST. 5. MINUTES. Mayor Griego asked if there were corrections to the council minutes of May 8, 2021 Council Meeting – there were none. MOTION: Motion to approve. BACKGROUND AND RATIONALE: A declaration of a local disaster and public health emergency includes the ability to take measures to reduce the possibility of exposure to disease, control the risk, prevent the spread of the disease and promote the health and safety of individuals in the Village of Los Lunas. The enactment by this declaration, the Village Council, declares all rules and regulations that may inhibit or prevent prompt response to this threat suspended for the duration of this incident. REBEKAH KLEIN 2. INTERIM BUDGET – FY 2022. TAB 2. ACTION REQUESTED OF COUNCIL: Approve or disapprove. BACKGROUND AND RATIONALE: State Law requires that budgets approved by the Department of Finance and Administration (DFA) be made part of the minutes of the governing body. The FY 2022 Interim Budget is presented before the Council for their approval and submission to DFA by the deadline of June 1, 2021. ERIN CALLAHAN 3. VALENCIA COUNTY TRANSIT FACILITY PROGRESS UPDATE. TAB 3. ACTION REQUESTED OF COUNCIL: INFORMATIONAL PURPOSES ONLY. BACKGROUND AND RATIONALE: Rio Metro Transit Authority has an update on the design and progress of the Valencia County Transit Facility, which will be located on Lambros Loop and Hwy 47. 4.
