MINUTES VILLAGE OF LOS LUNAS THURSDAY, JUNE 10, 2021 The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met virtually Thursday, June 10, 2021 in regular session at 6:00 PM. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Phillip Jaramillo, Councilman Cruz Munoz, and Councilman Gino Romero. Meeting was conducted in person and recorded through Webex.com. Mayor: Charles Griego Mayor Pro Tem: Christopher Ortiz, excused Council: Gino Romero Phillip Jaramillo Cruz Munoz Also present were Gregory D. Martin, Debra Sanchez and Martin Callahan. In accordance with Ordinance 114A, the following agenda was prepared and circulated as required: 1. ORDINANCE 457 – PROHIBITED USE OF ELECTRONIC DEVICES WHILE DRIVING. 2. RESOLUTION 21-11 – UNITED STATES DEPARTMENT OF JUSTICE PATRICK LEAHY BULLETPROOF VEST PARTNERSHIP (BVP) GRANT. 3. SIERRA VISTA DEVELOPMENT AGREEMENT – OFFSITE INFRASTRUCTURE IMPROVEMENTS. 4. FY2022 BUDGET REQUEST FOR INFRASTRUCTURE DEVELOPMENT IN THE METROPOLITAN REDEVELOPMENT AREA (MRA). 5. EXCUTIVE SESSION: a) Hire Facility Maintenance Technician II – Parks and Recreation Department. b) Hire Museum Specialist – Museum of Heritage & Arts / Library Department. c) Hire (25) Summer Youth Participants – Community Development Department. 6. APPROVAL OF MINUTES: a) Minutes from May 20, 2021 Council Meeting. b) Minutes from April 28 & 29, 2021 Budget Workshop. 7. ADJOURMENT. • CALL MEETING TO ORDER. At 6:00 PM, Mayor Griego brought the meeting to order and welcomed the audience. • PLEDGE OF ALLEGIANCE. Mayor Griego asked Charlene Ashburn to lead the Council and WebEx participants in the Pledge of Allegiance. Mayor Griego announced that Councilman Ortiz is excused. • APPROVAL OF AGENDA. Mayor Griego asked if there were any changes to the agenda – there were none. Mayor Griego asked for a motion from Council. APPROVAL: Motion to approve council agenda. MOVED: Councilman Romero SECONDED: Councilman Cruz CARRIED: Motion passed on a vote of 3 (Councilman Romero – yes; Councilman Jaramillo – yes; Councilman Munoz – yes) FOR AND 0 AGAINST. • PUBLIC INPUT FORUM. Mayor Griego asked if there was anyone who wanted to speak to the Council regarding an item that was not on the agenda. There was no response – no one spoke. 1. Minutes on last page. 2. RESOLUTION 21-11 – UNITED STATES DEPARTMENT OF JUSTICE PATRICK LEAHY BULLETPROOF VEST PARTNERSHIP (BVP) GRANT. Police Chief Naithan Gurule presented item two. Permission is being requested to apply for bulletproof vests – will be replacing eight vests this coming year (replaced every five years). Federal Government will match 50% - grant award is for $4,200. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a motion from Council. SIERRA VISTA DEVELOPMENT AGREEMENT – OFFSITE INFRASTRUCTURE IMPROVEMENTS. Ms. Erin Callahan presented item three. The Sierra Vista Development Agreement for offsite improvements is related to the overall development of the Sierra Vista site. A large master plan area will ultimately have three main driveways with access to the multiple subdivision sites. Early on, NMDOT said that there are multiple offsite improvements that are required as part of this agreement. Erin has been working on this project with Michael Jaramillo. She asked that Michael come up and comment on the project. Many of these developments have not come up in the past. Developments like Edeal Road had a development understanding with the Department of Transportation – some of these developments will require improvements. This is the first time we come before you for suggestions. Mayor Griego asked Council if they had any questions. Councilman Munoz suggested having a workshop to better understand. DOT has control over access to properties from NM6, Hwy 314, Hwy 47 and Hwy 263 (roads are owned by DOT). TIA tells DOT what is happening to properties. Mayor Griego is concerned about the agreement – they are doing this for their benefit. State has to be part of the review process; we do not have any authority to enforce. Mayor Griego said that he did not see anywhere in the agreement that the State is obligated to follow the process – there is nothing in writing. Need some direction from the State. Mayor Griego suggested that this item be tabled. APPROVAL: Motion to table indefinitely or new agreement to review. FY2022 BUDGET REQUEST FOR INFRSTRUCTURE DEVELOPMENT IN THE METROPOLITAN REDEVELOPMENT AREA (MRA). Ms. Erin Callahan presented item four. This item was brought up at the Interim Budget Workshop – regarding supporting some of the development on Village owned properties and around the Transportation Center and weather developing some of the infrastructure in those areas. Items will support housing and economic development in the Metropolitan Redevelopment Area. Request to add two items to the infrastructure fund FY2022 budget are $125,000 for road, water and sewer improvements to the 10.5-acre Village-owned parcel, south of the School of Dreams; and $350,000 for road water and sewer improvements of the 5-acre Village-owned property east of the Transportation Center. Councilman Jaramillo feels that the investment is minimal – in favor of proposal. Councilman Munoz concurred with Councilman Jaramillo. Mayor Griego asked for a motion from Council. Martin, Village Administrator Charles Griego, Mayor  MINUTES VILLAGE OF LOS LUNAS THURSDAY, JUNE 10, 2021 1. ORDINANCE 457 – PROHIBITED USE OF ELECTRONIC DEVICES WHILE DRIVING. Sgt. John Valdez presented item one. There has been an increase in traffic crashes related to people using electronic devices while driving and also stopped at stop signs/stop lights. This ordinance was drafted (follows state statue), but also helps officers with their electronic CAD systems which are in their vehicles. This include texting, photographing and any type of social media. They are encouraging people to use hands free (blue tooth). Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked if anyone in the audience had any comments – there were none. Mayor Griego asked for a motion to close the public hearing and return to regular session. MOTION: Motion to approve.
