VILLAGE OF LOS LUNAS
THURSDAY, OCTOBER 21, 2021
The Board of Trustees of the Village of Los Lunas, County of Valencia, and State of New Mexico met virtually Thursday, October 21, 2021 in
regular session at 6:00 PM. Roll call was taken and the following were present: Mayor Charles Griego, Councilman Cruz Munoz,
Councilman Christopher Ortiz, Councilman Phillip Jaramillo and Councilman Gino Romero. Meeting was conducted in person and recorded
through Webex.com.

Ms. Erin Callahan asked that Council table this item – have not received all the confirmation letters (New Mexico Gas Company). Mayor
Griego asked for a motion from Council.
APPROVAL: Motion to table item until next council meeting, November 4, 2021.

2. FINAL PLAT APPROVAL FOR SUBD: LANDS OF HUNING LIMITED PARTNERSHIP TRACT: 1 922:02 ACRES PLAT M-491.
Ms. Erin Callahan presented item two. This is the public infrastructure acceptance – the applicant is Development Managing Consultants
acting agent for Sivage Community Development LLC. Asking for infrastructure acceptance – that is the underground utility infrastructure
(water/sewer). Asking to accept for Vallecito Phase 1 in the Fiesta Area Plan. This final plat was approved with a financial guarantee to
allow the applicant to come back at a later date to have the Village accept infrastructure. Final walk through by Molzen-Corbin and the
Village and items passed. We recommend acceptance of infrastructure. Mayor Griego asked Council if they had any questions – there was
none. Mayor Griego asked for a motion regarding the final plat.
APPROVAL: Motion to approve final plat.

3. ORDINANCE 461 – RECREATIONAL CANNABIS REGULATIONS.
Mayor Griego announced that Council received, very late this afternoon, expressing concerns about this proposed ordinance. He is asking for
changes to be made to the ordinance. Due to the lateness of this request, it would be best that we postpone this item until the next council
meeting. Mayor Griego asked for a motion from Council.

Mr. Gregory D. Martin presented item four. Greg presented resolution 22-01 Open Meetings Act Resolution and 2022 Council Meeting and
Holiday Schedule for approval. Mayor Griego asked Council if they had any questions – there were none. Mayor Griego asked for a motion
from Council.

Michael Jaramillo presented items 5 thru 9 altogether, but will be approved separately.
5. RESOLUTION 21-23 – SUBMIT NOTICE OF 2022 LGTPF GRANT FUNDING ACCEPTANCE.
Mr. Michael Jaramillo presented items five thru nine. Michael submitted applications for some State money – he asked Molzen to submit five
applications. All five applications were accepted totaling about $3.8 million dollars and our match is only 5%. The first resolution is for
Carson Drive for $1.2 million; the second is for Gensen Drive for $475,000; the third is for North Los Lentes for $570,000; the fourth is for
Castillo Street for $570,000; and the fifth is for Lambros Loop for $522,000. There’s an expiration of 2025, which gives him some time.
Council was very excited about the funding of the projects. These resolutions are for the acceptance of the funding. Mayor Griego asked
Council if they had any questions – there were none. Mayor Griego asked for a motion from Council.

10. RESOLUTION 21-28 – STATE HOMELAND SECURITY GRANT APPLICATION.
Fire Chief John Gabaldon presented item ten. The Homeland Security Grant has normally been handled by the Valencia County Emergency
Manager. The Department of Homeland Security has asked that each emergency management program submit their own grant. This is a
100% reimbursable grant. The Police Department is requesting $360,000.00 for a Bearcat vehicle, $15,000.00 for a bomb dog, and
$12,000.00 for uniforms. Also requesting $360,000.00 to purchase three light towers for the Office of Emergency Management – these lights
will be used for emergency situations and public events around the Village. Mayor Griego asked if they had trailers (lights). John replied,
yes. Mayor Griego asked for a motion from Council.

BACKGROUND AND RATIONALE:
Community Development held a Council Workshop on August 19, 2021, and presented at the September 15,
2021, Village Council meeting to discuss local cannabis regulations permitting residential and commercial
cannabis activity. This agenda item is to establish a local recreational cannabis ordinance developed through the
previous meetings with Mayor and Council.

Department, District 3, Albuquerque, New Mexico. The Village of Los Lunas has agreed to provide matching
funds at a percentage of 5% of the total cost of the project. The scope of work is Carson Drive: Full Depth
Reclamation to include new pedestrian/bike facilities, onsite storm mitigation, street lighting, and utility
improvements. The Village of Los Lunas supports this project (CN: HW2LP30015) and desires to receive
funding in the amount of $1,282,500.00 with a Village 5% match $67,500.00.

improvements. The Village of Los Lunas supports this project (HW2LP30018) and desires to receive funding in
the amount of $522,000 with a Village 5% match of $27,500.
JOHN GABALDON 10. RESOLUTION 21-28 – STATE HOMELAND SECURITY GRANT APPLICATION.

BACKGROUND AND RATIONALE:
The Homeland Security Grant Program (SHSGP) is a 100 percent reimbursable grant. The Village has been
successful in receiving SHSGP money in the past, however historically this grant had to be processed through the
Valencia County Emergency Manager. This year, the Department of Homeland Security and Emergency
Management requested that each emergency management program submit for the grant on their own. This year
to benefit the Police Department SWAT we are requesting $360,000.00 for a Bearcat vehicle, $15,000.00 for a
bomb dog, and $12,000.00 for uniforms. We are also requesting $45,000.00 to purchase three light towers for
the Office of Emergency Management to be utilized as needed during public events and/or emergency situations
around the Village.
