The Village of Los Lunas Council is pleased to have residents of the community take time to attend Village Council Meetings. Attendance and participation is
encouraged. Individuals wishing to be heard during Public Input and Public Hearing proceedings are encouraged to be prepared and will be limited to three (3)
minutes in order to allow everyone the opportunity to be heard. PUBLIC COMMENTS ARE EXPECTED TO BE CONSTRUCTIVE AND DEVOID OF CHARACTER
ASSASSINATION. Questions raised on non-agenda items may be answered at a later date in order to facilitate proper research. Written comments are welcome and
should be given to the Village Administrator prior to the start of the meeting. Written materials will not be accepted during regular agenda items in the interest of
time.

MICHAEL JARAMILLO 1. AMENDED WATER AGREEMENT WITH NIAGARA BOTTLING ALLOWING NIAGARA BOTTLING TO EXPAND
ITS PRODUCTION CAPABILITIES.

ACTION REQUESTED OF COUNCIL:
Approve or disapprove.
BACKGROUND AND RATIONALE:
On February 23, 2017, the Village and Niagara Bottling entered into an amended agreement for the provision of
water and wastewater services to Niagara Bottling by the Village. That Agreement provides that Niagara would
be a regular customer of the Village water and wastewater services. In the February 23, 2017, Agreement, the
Village agreed to supply Niagara up to 285 AFY of water. In order for the Village to supply Niagara Bottling with
the amount of water as stated in the Agreement, Niagara Bottling transferred water rights it leased from PNM into
the Village’s wells. Niagara Bottling has requested to expand its plant and is requesting the Village agree to
provide up to 782 AFY of water to them. An analysis of this request and its impact on the Village water and
wastewater system. Niagara has secured these additional water rights with a lease from PNM through February
28, 2028.
ERIN CALLAHAN 2. ORDINANCE 468 – IMPACT FEES.

PUBLIC HEARING. Approve or disapprove.
BACKGROUND AND RATIONALE:
Ordinance 468: An ordinance amending Title 13 Public Services, Chapter 13.16 Impact Fees, in order to update
the Schedule of Impact Fee, update language pertaining to Land Use Assumptions and Impact Fees Capital
Improvements, and revise outdated language throughout chapter.
MARCOS CASTILLO 3. ORDINANCE 469 – PERSONNEL ORDINANCE REVISION.

ACTION REQUESTED OF COUNCIL:
PUBLIC HEARING. Remove from table status (tabled 11/16/23). Approve or disapprove.
BACKGROUND AND RATIONALE:
An Ordinance Amending Title 2 Administration and Personnel, of the Village Personnel Ordinance, by Repealing
and Replacing Chapter 2.28 Personnel, Amending Chapter 2.20 from Reserved to Collective Bargaining, and
moving Section 2.28.110 Collective Bargaining to Chapter 2.20.
4. EXECUTIVE SESSION – pursuant to NMSA 1978 Section §10-15-1(H), the following matters may be
discussed in closed session:
TAB 4.
a) Hire Park Ranger – Open Space Division / Parks & Recreation Department.
b) Several parcels of property have been identified as potential Village of Los Lunas assets in
expanding public infrastructure, maintenance support, and public recreation. Village staff and
legal will present the items for discussion and direction. Public Works staff are requesting the
acquisition of properties.
