MINUTES PLANNING & ZONING MEETING August 19, 2015 The Village of Los Lunas Planning & Zoning Commission met in their regular session on Wednesday. August 19, 1915 at 6:00 pm in the Village Council Chambers. Members present were as follows: Stephanie Williams, Terry Ulibarri, Walter Baca & Frank Vigil. Commissioners David Crawford was absent. Staff members present were Christina Ainsworth, Community Development Director & Marie Marquez, Recording Secretary. Members of the public present were as follows: No Public Audience. The Meeting was called to order by: Chairman Stephanie Williams APPROVAL OF AGENDA Chairman S. Williams called for any changes or additions to the agenda. Commissioner F. Vigil made a motion to approve the agenda as presented. Commissioner W. Baca seconded the motion. Everyone voted yes, motion carried. NO PUBLIC AUDIENCE AGENDA ITEMS: VALENCIA COUNTY/VILLAGE OF LOS LUNAS JOINT AFFORDABLE HOUSING PLAN ITEM I —VALENCIA COUNTY/VILLAGE OF LOS LUNAS JOINT AFFORDABLE HOUSING PLAN Chairman S. Williams introduced Item 1-The action requested of this commission is to have a public hearing to review and recommend to Council approval or disapproval to adopt the Affordable Housing Plan. A joint workshop with the Council & Planning & Zoning Commissioners was held on August 5,2015 in the Village Council Chamber. No public audience were present for comment. Chairman S. Williams called for any questions or discussion from the commissioners. Commissioner F. Vigil asked Christina Ainsworth if any editing or changes are needed to be added in the future to the Affordable Housing Plan? Christina’s reply was that it would be a similar process to how the Comprehensive Plan is amended. She said, this plan becomes an addendum to the Comprehensive Plan and if at any time changes are needed it would be through this same process. Chairman S. Williams also had a question, she wanted to know if Valencia County also needed to approve this? Christina said, yes she said, they were to approve it last month, but has not been confirmed. No public comments have been received. Commissioner T. Ulibarri had a question. He asked. are our policies that are currently in place still in place? Christina said, we are not changing anything, this is a policy guide. it’s making recommendations, it’s the foundation needed in order to make those changes. The next step would be writing an Affordable Housing Ordinance, which would give us specific incentives that the Village might want to. and can feasibly provide. Christina Ainsworth said, what needs to be done in order to implement these recommendations, is to make these zoning changes to make this affordable housing more feasible, and those can be proposed and they would not be for any specific development. This would be allowed in certain zoning districts only and would give residents, the ability’ to have a secondary dwelling unit without applying for a conditional use. Currently. we allow it but through a public hearing, but it is possible that in certain zoning districts we may want to permit those outright called (mother-in-law) quarters. These are changes we may make. This would also allow people to have a little extra income if rented out to college students, single mothers, etc. Christina said, the first thing that we need to do is develop the affordable housing ordinance which would be done with the assistance of P & Z and the Council. what is feasible and what can the Village take on and what is actually going to have an impact. Many apartment developers have been contacted requesting recommendations on what would make it more attractive to build in our Community. Christina said, if the changes are made in the ordinance, a secondary dwelling would depend on certain types of zoning locations only. Commissioner T. Ulibarri had concerns regarding the road traffic on small lots for emergency’ vehicles. Christina Ainsworth said, there are lot a factors that need to be looked at. We have looked at other communities that have this type of plan, and has worked very well. We are looking at multi-family housing development not just low income. We want people to be able to have more choices and be able to live more affordable. Chairman S. Williams called for a motion for recommendation to Council on the Affordable Housing Plan. Commissioner F. Vigil made a motion to recommend to Council approval of the Affordable Housing Plan. Commissioner T. Ulibarri seconded the motion. Everyone voted yes, motion carried. ITEM 2—APPROVAL OF MINUTES — Minutes of June 15, 2015 Chairman S. Williams called for a motion to approve the minutes for June 15, 2015. Commissioner F. Vigil had one small correction on Item 2. With that correction. Commissioner F. Vigil made a motion to approve the minutes with one amendment. ‘“r W. Baca seconded the motion. Everyone voted yes. motion carried. ITEM 3-DISCUSSION Community Development Activity Report — a. Community Development Activity Report Christina just had one reminder of the Ground Breaking Ceremony on June — 20 th at 9:00 a.m. for the Interchange Beautification Project at Mariscos Alta Mar. There will be refreshments for everyone. Christina told the commissioners that the project shouldn’t take longer than 3 months. They will do all the Art Work and then they will do the landscaping last. b. Code Enforcement Issues Commissioner T. Ulibarri had a question of concern on the RV Park across the river. He — wanted to know if it was a short-term RV park. Christina said, yes it is limited and if anyone needs to stay there a little longer, they are to notify our department. She said, there are some people that travel all over the world and like to stay for a month or two, but they are to keep us informed. ITEM 4- ADJOURNMENT Chairman S. Williams called for a motion to adjourn. Commissioner F. Vigil made a motion to adjourn, Commissioner W. Baca ithe mothn. Eyeryone voted yes, motion passed.
