1. NEW BUSINESS
1.I. For Acceptance: Minutes of the February 2, 2022 meeting of the Board of Health
Motion: To accept the February 2, 2022 minutes of the Board of Health made by Kathleen Cullen-Lutter,
seconded by Erin Gendron. All in favor.
1.II. For Acceptance: Minutes of the March 2, 2022 Meeting of the Board of Health
Motion: To accept the March 2, 2022 minutes of the Board of Health made by Erin Gendron, seconded
by Kathleen Cullen-Lutter. All in favor.
1.III. Discussion/Vote: To Execute the First One Year Extension of the Ambulance Contract
Motion: To accept the proposed amendment for the 1 year extension of the Ambulance Contract made by
William Galvin, seconded by Kathleen Cullen-Lutter.

1.IV. For Review: Trinity EMS, Inc. Reports and Notifications submitted by Jon Kelley
The Board had no questions and placed on file.
1.V. For Review: Application for 2022 Beach Permit for the Rynne Beach submitted by Peter Faticanti, Recreation
Program Director/Planner
Recreation Program Director/Planner Peter Faticanti was present. The Board asked about staffing.
Motion: to approve the 2022 Beach Permit was made by Kathleen Cullen-Lutter, seconded by Erin Gendron. All
in favor.

1.VI. For Review: Tobacco Control Monthly Report submitted by Cesar Pungirum, Program Director
Tobacco Control Program Director Cesar Pungirum reviewed the report with the Board.
Motion: To hold the retail establishment violation hearings at the May 4, 2022 Board of Health meeting made by
Kathleen Cullen-Lutter, seconded by Erin Gendron. All in favor.
Mr. Pungirum advised the Board of the possible revisions of the Tobacco Regulations to the Board. Mr. Pungirum
will create a working draft of the changes for the Board to approve prior to the document being sent to the Law
Department.
1.VII. For Review: Monthly Development Services Report submitted by Senior Sanitary Code Inspector Shawn
Machado
Senior Sanitary Code Inspector Shawn Machado reviewed the reports with the Board. Mr. Machado updated the
Board regarding the closure of the Gold Star Restaurant on Fairmont St. The Board accepted the reports and
placed on file.
1.VIII. For Review: Tattoo Skin Course - Save Our Skin
The Board reviewed the course criteria for the "Save Each Life" skin course.
Motion: To accept the "Save Each Life" skin course for Body Art Tattoo Artist skin course requirements made by
William Galvin, seconded by Erin Gendron. All in favor.
1.IX. Body Art Apprentice - New
Motion: To approve the Body Art Apprentice license for Edward Boesch 6 Digital Drive #210 Nashua NH 03062 -
Belvedere Body Art 12 Concord St Lowell, MA made by Kathleen Cullen-Lutter, seconded by William Galvin. All in
favor.
Motion: To approve the Body Art Apprentice License pending receipt of HepB vaccination/titer status for Areyel
Diaz 2 Colwell Ave #13 Lowell MA - Blaqsheep Ink 564 Dutton St Lowell, MA made by Kathleen Cullen-Lutter,
seconded by William Galvin. All in favor.
1.X. For Approval: Funeral Director's Licensure 2022-2023
Motion: To approve the 2022-2023 Funeral Director's Licenses made by Erin Gendron, seconded by Kathleen
Cullen-Lutter. All in favor.
1.XI. Nominations: Animal Inspectors
Motion: To approve the Animal Inspector's Nominations made by William Galvin, seconded by Erin Gendron. All
in favor.
2. OLD BUSINESS
2.I. Update: COVID-19
HHS Director Lisa Golden updated the Board on the current COVID statistics. Lowell's positivity rare is currently
under the State average.
Director Golden informed the Board of the following changes regarding COVID-19 testing and vaccinations:
- The Lowell Stop the Spread testing site has closed. The nearest site is currently in Lawrence and is operating on
a week to week basis.
- The Lowell Health Department continues to hold a COVID-19 vaccination clinic on Tuesday
afternoons. Appointments can be made at https://www.lowellma.gov/1557/lowell-vaccine-clinic.
- The Lowell Community Vaccination site run by Cataldo Ambulance has moved from the site at Old Ferry Rd to a
donated site at Lowell General Saints Campus. Appointments cannot be made through Lowell General. The
public can make appointments by calling 2-1-1 or on the web at https://www.lowellma.gov/1557/lowell-vaccine-
clinic.

3. DIRECTOR'S REPORT
3.I. Department and Divisional Reports and Updates
HHS Director Golden updated the Board on the open positions at the Health Department.
The Board had no questions regarding the Departmental Reports.
4. Motion: To Adjourn
Motion: To adjourn the April 6, 2022 meeting of the Lowell Board of Health at 7:00PM made by William Galvin,
seconded by Erin Gendron. All in favor.
