NEW BUSINESS 1.I. For Acceptance: Minutes of the October 4, 2023 Meeting of the Lowell Board of Health Motion to accept the minutes of the October 4, 2023 meeting of the Board of Health pending correction on page 3 made by William Galvin, seconded by Kathleen Cullen-Lutter. All in favor. 1.II. For Review: Monthly Development Services Reports submitted by Sr. Sanitary Code Inspector Jimmy Le Sr. Sanitary Code Inspector Jimmy Le reviewed the reports with the Board and noted the large number of schools with failed inspections. The Board requested that the Superintendent of Schools and the DPW Commissioner (and/or their representatives) be asked to attend the December 6, 2023 Board of Health meeting with the intent of discussing the set-up of a working group with Mr. Le, the School Department, the Aramark representative, Banner Pest Control representative, the LPS Facilities Manager, and DPW to devise a plan for this summer to address all issues so they are resolved by the start of the school year. 1.III. Request to Address the Board Relative to Body Art Regulations Ms. Julia DeMoura Santos and Letecia C. Ribeiro dos Souza were present to address the Board regarding changes to the City of Lowell Body Art Regulations to allow for Apprenticeships in Microblading and areole reconstruction by a Cosmetologist. Board Member William Galvin noted that the Board had previously asked Ms. DeMoura to obtain information on what such a program would involve and to submit the documentation to the Board for review and discussion. Ms. DeMoura also informed the Board that she would also like to be able to do semi-permanent cosmetics to the client's lips, mouths, and nipples. Motion: to move forward with considering the addition of a Microblading apprenticeship to the Board of Health Body Art Regulations made by William Galvin, seconded by Kathleen Cullen-Lutter. All in favor. Chairwoman Jo-Ann Keegan requested that Ms. DeMoura and Ms. Ribeiro obtain evidence that semi-permanent make-up and Microblading Apprenticeships are allowed in other communities. Member Galvin noted that the application of semi-permanent cosmetics has not been allowed to prevent infections and disease and that there is no evidence that this is different. Member Galvin requested Ms. DeMoura obtain the Chelmsford Body Art Regulations when she is obtaining information on other community's regulations. BOHM10042023 Page2 1.IV. For Review: PrideStar EMS, Inc. Reports and Notifications Submitted by Jon Kelley. The Board reviewed the report and placed on file with no questions or concerns. 1.V. For Review: Tobacco Control Monthly Report submitted by Cesar Pungirum, Program Director The Board reviewed and placed on file with no questions or concerns. 2. OLD BUSINESS 2.I. Tobacco Cessation Information Health & Human Services Director Lisa Golden informed the Board that she would send the School Department the provided flyers regarding tobacco cessation. Director Golden noted that there is a statewide dashboard being developed by the State. 3. DIRECTOR'S REPORT 3.I. Departmental and Divisional Reports and Updates Director Golden updated the Board regarding ongoing vaccination efforts. 4. MOTION: To Adjourn 4.I.
