At the Regular meeting of the City Council held Tuesday July 10, 2018 the following Motion was read and
referred to the Board of Parks.
Motion:
Motion by City Council July 10, 2018 for the City Manager to enter into a Sponsorship Agreement with
Lowell Catholic for a period of ninety-nine (99) years relative to Manning Field Complex, located at the
junction of Edson Street and Manning Road. The sponsor will be allowed to use the existing field and
construct additional recreational opportunities, pursuant to a Request for Proposal which was issued by
City of Lowell “Manning Field Sponsorship RFT-18-65 and referred to the Board of Parks. Adopted per Roll
Call vote, 9 yeas. So voted.

At the Regular meeting of the City Council held Tuesday July 24, 2018 the following Motion was read and

Shedd Park and other public parks throughout the city and refer to the Board of Parks

GLOFIBER BROADBAND U PDATE
Utilizing a PowerPoint presentation, Bud Zirkle, GloFiber, gave a report about the above referenced
item.
Referring to the presentation, Council Member Rector asked about the hardware used to bring GloFiber
services into the home. Mr. Zirkle replied that residents can use their own routers or one rented from the
company to receive fiber service in their homes to their devices. He added that wifi-enabled devices can
also be used.
Council Member Bennett solicited information about orange tubes he has seen sticking out of the ground
around the City. Mr. Zirkle said those tubes are interduct, which is how the fiber is in installed
underground.
CAPITAL IMPROVEMENTS PLAN AND AMERICAN R ESCUE PLAN ACT UPDAT E
Utilizing a PowerPoint presentation, Capital Programs and Buildings Director Gerry Jones, Parks and
Recreation Director Mark Furlo, Public Utilities Director Paul Retel and Public Works Director Robert
Lewis gave a report about the above referenced topic.
Referring to the presentation, Council Member Fawcett asked about the timeline for the signal timings to
happen. Public Works Director Lewis advised he can provide the information.
Referring to the presentation, Council Member Bennett requested information about potential concerns
about the construction of the new Royal Farms at the intersection of Nansemond Parkway and
Portsmouth Boulevard. Public Works Director Lewis said that several road improvements will be made
he aforementioned intersection and there will be future road improvements in that area as well.
