Item 3 – Melissa Phillips – Craft Fairs Shedd Park – Pavilion Saturday, September 10, 2022 8am-4pm Non-Resident Adult Fee $100.00/2hr block X 4 = $400 Custodial Fee $120/4 hour X 2 = $240 Total Fee = $640 - Melissa was asked if they needed anything from the Board and she said no, but that her only issue was “not having a custodian present last event”. Shannon was assured a custodian was there. The Board discussed waiving the custodian fee for this request in return. Motion was made by Keith Rudy to approve the request for a reduced fee of $400. Page | 1 Item 4 – Glenn Stewart (Greater Lowell Road Runners) – Annual Club Family Outing Shedd Park – Pavilion Sunday, August 7, 2022 12pm-4pm Non-Resident Adult Fee $100.00/2hr block X 2 = $200 Custodial Fee $120/4 hour = $120 Total Fee = $320 This will be for the Greater Lowell Road Runners family outing that has been an annual Shedd Park activity before interruption by COVID. - They plan to use a charcoal grill, Shannon said there is a bin on site for the coal disposal. Inquired about alcohol license. They hope to have ~100 people in attendance. John said to notify both police and fire departments to let them know what they are doing. Motion was made by Tom Caunter to approve the request for a fee of $320. Motion was seconded by Keith Rudy. Approved Unanimously. Item 5 – Hetal Patel – Hadley Field Credits $200 for the following dates: Saturday, May 28, 2022 Saturdays June 4, 11, 2022 Sunday, July 3, 2022 - Hetal brought up the dirt conditions and pot holes at Hovey field and asked if they could be taken care of. Shannon said he will take care of it before they start their season in early July. Hetal also asked if the credit would be applied towards the rest of his permit, the Board said yes. Motion was made by Keith Rudy to approve the request for a credited fee of $200. Motion was seconded by Tom Caunter. Approved Unanimously. Item 6 – Eric Diaz – Prayer Service Shedd Park – Pavilion Saturday, October 8, 2022 11am-3pm Resident Adult Fee $25.00/2hr block X 2 = $50 Custodial Fee $120/4 hour = $120 Total Fee = $170 - Eric said they plan to buy pizza and play music. Inquired about electricity and the Board said it was included in the custodian fee. They plan to have ~100 people in attendance. Page | 2 Item 7 – Marcus Carvalho – Soccer Clinic Stoklosa School Park – Multipurpose Field Mondays July 11, 18, 25, August 1, 8, 15, 22, 2022 5pm-7pm Wednesdays July 13, 20, 27, August 3, 10, 17, 24, 2022 5pm-7pm Resident Adult Fee $25.00/2hr block X 14 = $350 - YMCA Representative for Marcus Carvalho. This will be a soccer clinic for children. They inquired about the fee, as the request was put under a personal account and not for the YMCA, as the YMCA typically has no fee for events. Motion was made by Tom Caunter to approve the request at no fee. Motion was seconded by Keith Rudy. Approved Unanimously. Item 8 – Brittney Cain – Birthday Party Shedd Park – Pavilion Saturday, July 23, 2022 10am-2pm Non-Resident Adult Fee $100.00/2hr block X 2 = $200 Custodial Fee $120/4 hour = $120 Total Fee = $320 This would be back to back with item #38. Item 9 – Ken Doucette (Middlesex Sheriff’s Office) – YPSA Community Day Cawley Memorial Stadium Complex – Alumni Field Wednesday, July 27, 2022 8am-4pm Non-Resident Adult Fee $250.00/4hr block X 2 = $500 Custodial Fee $120/4 hour X 2 = $240 Total Fee = $740 There should be a custodian already on site. This fee has been waived in the past. This event is for the Middlesex Sheriff’s Office Youth Public Safety Academy Community Day. They will have a number of public safety vehicles and demonstrations onsite for the Cadets to visit with. This was an annual event prior to COVID. They will need the field and parking from 8am- 2pm. - Shannon said a custodian will already be on site. The Board discussed waiving the fee. Page | 3 Item 10 – Isabela Montoya – Baby Shower Shedd Park – Pavilion Sunday, July 24, 2022 12pm-8pm Resident Adult Fee $25.00/2hr block X 4 = $100 Custodial Fee $120/4hour X 2 = $240 Total Fee = $340 - Inquired about small DJ, the Board approves as long as they are respectful with the music. They will also be bringing food to the park. Motion was made by Tom Caunter to approve the request for a fee of $340. Motion was seconded by Keith Rudy. Approved Unanimously. Item 11 – The Board needs to determine a fee for the Gil Vigeant Softball tournament permits. BOARD AGREED TO HOLD THIS ITEM FOR NEXT MONTH. Item 12 – Vote to replace John Linnehan on the CPA Board with Ryan Rourke. Motion was made by Tom Caunter to replace John Linnehan w/ Ryan Rourke on the CPA Board. Motion was seconded by Keith Rudy. Item 13 – Pamela Miller (Coalition for a Better Acre) – Community Event, National Night Out North Common – Stage Tuesday, August 2, 2022 2pm-6pm Resident Adult Fee $25.00/2hr block X 2 = $50 - Pamela Larocque represented for Pamela Miller. This will be for an annual community event. They are hoping for ~200 people in attendance. Motion was made by Tom Caunter to approve the request at no fee. Motion was seconded by Keith Rudy. Item 14 – Colleen Brown (Murkland School) – Murkland School Family Fun Night North Common – Carney Softball Field Thursday, September 15, 2022 4:30pm-8:30pm Resident Youth Fee $0.00/2hr block X 2 = $0 The Murkland School would like to request the greenspace around the field for their annual Family Fun Night. This will be their 10th year, and the event welcomes families, students and staff back for the new school year. Event set up will begin ~5pm and end ~8pm. - Rosemary Bergeron represented for Colleen Brown. They do not need anything from the Board, but said that the lights went off last year towards the end of the event. Shannon said they shouldn’t have, and he will connect with them beforehand to make sure that won’t happen this year. Motion was made by Keith Rudy to approve the request at no fee. Page | 4 Item 15 – Raisa Fabre (Gracepoint Church) – Community Fellowship Shedd Park – Picnic Area l – In front of Pyne School Sunday, July 3, 2022 11am-3pm Non-Resident Adult Fee $100.00/2hr block X 2 = $200 This will be for an annual event consisting of family fun, kids’ games, and volleyball. They will also provide hot dogs/burgers, popsicles and water. THIS IS NOT THE PICNIC TABLES BY THE SPLASH PAD. - They usually have this event at the Pavilion, though it’s not available, so they moved locations. Raisa asked about putting a yard sign on the greenspace near pavilion to direct people to the picnic area, the Board approves. Motion was made by Tom Caunter to approve the request for a fee of $200. He thought he requested both basketball courts, and was instructed to put in a secondary request with the Boards tentative approval until then. They also would like to use chalk to draw out a track on the courts, Shannon approves. Motion was made by Tom Caunter to approve the request for both basketball courts at no fee. Page | 6 Item 22 – Natasha Tobon – Wedding Ceremony Fort Hill Park – Greenspace Saturday, October 8, 2022 3pm-7pm Resident Adult Fee $25.00/2hr block X 2 = $50 - They asked the Board if they can use the top section of the greenspace, near the gate that would need to be unlocked. They said a custodian fee would be required for that area. They want to pay the $120 custodian fee to have the gate unlocked, increasing the fee to $170. Motion was made by Tom Caunter to approve the request for a fee of $170. Motion was seconded by Keith Rudy. Approved Unanimously. Item 23 – Chris Hayes – Free Little Library at Kerouac Park DIY Lowell, a community-led project group, are requesting to install a Little Free Library at Kerouac Park. - They worked with the City and CASE in the past but the project was never completed. Recently the Lowell Litter Krewe offered to install the post and library. The Board said they should coordinate with Shannon on a location. Motion was made by Tom Caunter to approve the request installing the library w/ Shannon’s coordination. Motion was seconded by Keith Rudy. Approved Unanimously. Item 24 – Justin Garofano (ATA Tewksbury) – Martial Art Belt Presentation Shedd Park – Pavilion Friday, July 8, 2022 5pm-9pm Resident Adult Fee $25.00/2hr block X 2 = $50 Custodial Fee $120/4 hour = $120 Total Fee = $170 - Justin plans to have a food truck on the street and that he understands rules/guidelines behind them. Item 25 – Camila Lopez (Alternative House) – World Peace Balloon Releasing Fort Hill Park – Greenspace Tuesday, July 12, 2022 5pm-7pm Resident Adult Fee $25.00/2hr block = $25 The Alternative House team would like to host a peaceful balloon releasing gathering sending warm, positive messages out into the world. The event will focus on gun violence/domestic violence. The materials that will be used for the balloon release will all be biodegradable. - They are hoping for ~70 people in attendance and will clean up after themselves. It was previously approved for a free public event consisting of a picnic for members and staff with prize giveaways. They are also looking to include a bouncy house, paint and sip station, music, and would like to grill/cook food at the park. Event date/time remains the same. A fee was charged for this permit. - Will also include DJ for music, tug of war/sack races, and other kids’ games. John said they need to use a charcoal grill and were told to notify fire department. John and Shannon reminded them the splash pad should be open for the kids at that time too. Motion was made by Tom Caunter to approve the permit amendments at no fee. This will be a community outreach event, in partnership with the City of Lowell, about the protection of Rollie’s Farm.
