Were asked about who will be in charged to determine the Non-Resident vs. Resident fee. Motion was made by Ryan Rourke to approve the request for a reduced fee of $340. Item 8 – Jeffrey Watson – Called out of Darkness Ministries Outreach Anne Dean Welcome Regatta Festival Field – Multipurpose Field Saturday June 11, 2022 5pm-9pm Resident Adult Fee $25.00/2hr block X 2 = $50 He paid $50 for the May 7th permit that he did not use and is requesting a credit for this permit fee. Inquiring about police detail. Expecting ~100 people in attendance. Motion was made by Ryan Rourke to approve the request for a credited fee of $50. Motion was seconded by Keith Rudy. Item 31 – Construction Project – South Common This will affect permits for Afghanistan Cricket, Robert Mitchell Festival, and Ecumenical Track Season. Construction will start July 1, 2022 and the entire park will have to be closed. There should be no effects to power and water. Shannon was expecting to start in the fall, but they want to start July 1st. The Board will send a letter notifying the previously approved permits. Peter will recommend other available field/options, and then will go from there. Might affect Ecumenical track season, depending on the timeline of construction and if the track will be done first or not. Item 32 – Christopher Diminico – Lowell Handball Project Development Shedd Park Courts: 1-wall, 3-wall Chris says there are 2,000 handballs courts in NYC. Thinks having this handball court will have a good impact on the community. Chris has been and will be working with Shannon on this project. There will be between 20 and 100 riders in each race and will last from 20 to 60 minutes. - Has a landscaper that comes to maintain the park afterwards. Item 42 – Devon Goldberg – Naloxbox Memorandum The Greater Lowell Health Alliance has partnered with the NIH/NIDA HEALing Communities Study Lowell Coalition to purchase and install Naloxboxes at various accessible locations, throughout Lowell to decrease opioid-related overdose deaths. Would like to install two boxes at River Front Park and South Common, but they have 15 boxes available if the City wanted to install more. Motion was made by Ryan Rourke to approve the idea to defer to the City Council and Law Department for final approval. Motion was seconded by Keith Rudy. Approved Unanimously. Item 43 – Board discussion on condition of Ryan Field scheduled to open June 1 and its effects on permits. Irrigation work needs to be completed that wasn’t able to be done before. 3 large dirt patches in the outfield, short hash behind second base. Going out this weekend to cut. Will be playable, but will not look good. Start second week in sept, or oct 1 to have grass for the following year. Carrying to next month. Closing field after the last permit.
