He responded that he did not. The event was to restart the annual cookout for the group on July 30th from 10am-2pm. Shannon Cohan said that there is now power in the pavilion itself and =people just need to bring an extension cord. Daniel price asked if it was still Charcoal only and was told yes. He asked if an Ash bucket could be provided by the City since disposal of the hot ash is very difficult. Shannon Cohan said he would make that available. Motion was made by Tom Caunter to approve the Motion as written for a fee of $170. Joanne Dowling asked to have the times amended to 7am-2pm pending availability, as this is an all school field trip. Motion was made by Ryan Rourke to approve the days and locations for a 7am-2pm time at no fee. Motion was seconded by Tom Caunter Vote was unanimous. Item 3 – Joseph Wilson –Centralville United Methodist Church - Outdoor Brunch/Worship Shedd Park Pavilion Sunday June 12, 2022 8am-12pm Resident Adult Fee $25.00/2hr block X 2 = $50 Custodial Fee $120/4hour = $120 Total Fee $170 This would be back to back with an already approved event. Joseph Wilson was asked if they needed anything from the City and he said just the permit. Motion was made by Tom Caunter to approve the Motion as written for a fee of $170. Item 6 – Katie Doherty – Bailey School Field Trip Shedd Park Pavilion Thursday June 9, 2022 10am-2pm RAIN DATE - Friday June 17, 2022 10am-2pm There is typically no fee as this is a Lowell Public School Event. The item was represented by Linda Tudryn, and she informed the Board that the field day is for third grade and wanted the splash pad open for the event. She was informed that the Parks department now handles the splash pad and no staff were required for turning it on. Motion was made by Tom Caunter to approve the Motion as written for no fee. Item 8 – Kim Lambourne – Lincoln School Family Night Durkin Park – Basketball Court Thursday May 26, 2022 5pm-7pm There is typically no fee as this is a Lowell Public School Event. Kim Lambourne told the board that this event has been going on for quite a few years and they are fully self-sufficient and that they only need the permit. Motion was made by Ryan Rourke to approve the motion as written for no fee. Item was represented by Martha Martin. It is a fifth grade field trip. Nothing is needed from the City but the permit. Motion was made by Ryan Rourke to approve the motion as written for no fee. Item 10 – Hetal Patel - Cricket Hovey Field I Saturdays and Sundays July 9 – August 7, 2022 8am-12pm Resident Adult Fee $25.00/2hr block X 2 X10= $500 Hetal patel spoke to the Board about his request and said that he may not need all dates on the permit. He was told that if he does not use certain dates the Board would have to issue credits, not the Recreation office. Those credits would then be able to be used for future park requests. Motion was made by Tom Caunter to approve the Motion as written for a fee of $500. Motion was seconded by Ryan Rourke Vote was unanimous. He informed the Board that this was just their yearly concession stand permit. Motion was made by Ryan Rourke to approve the motion as written for no fee. Item was represented by Pranim Magar of the ACE Center and MBMM. It is a program for new immigrants from 4pm-8pm. They plan to have food but was not sure if they needed a food permit as well. He was informed by the Board that if they were giving food away he would not need a food vender’s permit. John Linnehan let him know that the group can only use charcoal for cooking if they chose to cook on site. Motion was made by Tom Caunter to approve the Motion as written for a fee of $170. Item 22 – Keira Campbell – 1st Birthday Party Father Kirwin Playground – Basketball Court Greenspace Saturday June 4, 2022 10am-6pm Resident Youth Fee $0.00/2hr block X 4= $0 Keira said the party was a first birthday party. She spoke to eh Board about using the greenspace as well. Board said that they can have a permit issued for that site as well. Keira told the Board she also plans to setup tables and chairs. Chairman Linnehan said that would be fine. Motion was made by Tom Caunter to approve the Motion as written for no fee. Motion was seconded by Ryan Rourke Vote was unanimous. Item 23 – Brett Walker – CTI Youth Picnic Shedd Park – Pavilion Thursday June 16, 2022 9am-5pm Resident Adult Fee $25.00/2hr block X 4 = $100 Custodial Fee $120/4hour X 2= $240 Total Fee $340 Brett Walker Told the Board that this was an event for young adults and youth with housing insecurity. IT allows them to make personal connections with others in the same situation and also share resources. The plan to bring in food and not cook on site. Motion was made by Ryan Rourke to approve the motion as written for a $100 permit fee and no Custodian fee as the custodian will be there for an LHS permit already. Motion was seconded by Tom Caunter Vote was unanimous. ITEM # 26 is also on this date at Shedd Park Pavilion and is from 4:30pm-8:30pm so it would be back to back with this. Catherine was called to ask to move her May 21 time to 11:30am-3:30pm. Catherine was asked to make May 21 an 11:30-3:30 event and she said that was fien since she planned to be done by 2pm anyway. Item 28 – Blanca Munoz – Soccer and Volleyball Stoklosa School Park – Multipurpose Field Saturdays and Sundays May 8-October 30 4pm-8pm Saturdays and Sundays May 15, 22, 2022 3pm-7pm Resident Adult Fee $25.00/2hr block X 2 X 52 = $2575 Blanca Munoz and the Board discussed using the greenspace for soccer. She also mention they may want to use the basketball court for volleyball as well. The board said that using two spaces would mean doubling the fee to $5150. They said it is all friends and family from the Ecuadorian community and not a league. No out of town people were going to be there. They asked about cooking and said that they do not plan to cook on site. When Blanca asked about selling food they told her that she would need to vendors license. Blanca decided that they wanted to use a basketball court for playing volleyball instead so the motion was changed. The fee is the same no matter what field is being used. Motion was made by Ryan Rourke to approve the Motion for a basketball court for a fee of $2575. They want to use the paved area for soccer and volleyball. They asked about opening the gates and were told the gates would be locked during their event so no cars can get in, but there is foot access. They asked about having a porter john and the Board allowed it. Shannon Cohan is going to give a key to the company they hire. Luis Costa did not show. Shannon discussed the issue about the locker rooms not being available and the Board said that they are never for rent due to LHS use. Item 34 – Ardeth Thawnghmung Cawley Memorial Stadium Complex – William “Billy” Rizos Turf Field Sundays – Saturdays July 1- August 14, 20221 5pm-9pm Except Saturdays July 16, 23, 30 Resident Youth Fee $0.00/4hr block = $0 Custodial Fee $120/4hour X 42= $5,040 Total Fee $5,040 These are High School students but not a School Event. Ardeth had LHS students Ishmail Kamora and Vaal Thawnghmng with her to speak to the Board. They requested a waiver of the fee. Shannon cowhand said that they have a night custodian until 9pm during the week so if they used only week day hours the Board could waive the custodial fee. They will use the field for practice and games against other towns. They amended the request to the following Tuesday and Thursday dates: July 5, 7, 12, 14, 19, 21, 26, 28, August 2, 4, 9, 11, 2022 All other dates will be given back and not used. Motion was made by Tom Caunter to approve the amended dates for no fee. Motion was seconded by Ryan Rourke Vote was unanimous. Item 35 – Kristy Williams Memorial Foundation – Bench Dedication Fort Hill Park Email to the board and information is attached. Shannon Cohan represented this item and told the Board that he would work with the proper Boards and commissions to ensure that what was placed was appropriate and followed City Guidelines. She asked about amplification and member Ryan Rourke told her that if they were not tool loud they should be fine. Motion was made by Ryan Rourke to approve Item A dates and times for no fee. Motion was seconded by Tom Caunter Vote was unanimous. A second Motion was made by Ryan Rourke to approve Item B as written for a fee of $170. Motion was seconded by Tom Caunter Vote was unanimous. The Board discussed giving Shannon Cohan the ability to work with groups on having porter johns on site for their events instead of coming to the Board each time. The Board and Shannon agreed that he could work with groups himself instead of coming to the Board. Motion was made by Ryan Rourke to grant Shannon Cohan permission to allow porter johns at his discretion. Motion was seconded by Tom Caunter Vote was unanimous.
