Item 2 – Anna Jabar (YouthBuild) – YouthBuild Graduation Shedd Park – Pavilion Friday, September 16, 2022 12pm-4pm Resident Youth Fee $0.00/2hr block X 2 = $0 Custodial Fee $120/4 hour = $120 Total Fee = $120 (Waived) They would like to put a tent in front of the pavilion; also have tables, chairs and a buffet BBQ. - This will be their second graduation at Shedd, they have about 60 graduates. They are expecting 200- 300 people to attend including students, their families, and community partners. Anna asked about having a 20x40 tent and Shannon said he will meet with her to figure out the best location at the park for it. YouthBuild is a non-profit working with at risk youth. They are housed at 167 Dutton St, Lowell, MA 01852. Keith Rudy asked about reducing and waiving the fees as it’s for a youth event, and Shannon said there will already be a custodian covering there. Motion was made by Tom Caunter to approve the request at no fee. Motion was seconded by Melissa Desroches. Approved Unanimously. Item 4 – Valeria Salas (Salas Cleaning Services) – Promote Small Local Businesses Shedd Park – Pavilion Sunday, September 25, 2022 12pm-4pm Resident Adult Fee $25.00/2hr block X 2 = $50 Custodial Fee $120/4 hour = $120 Total Fee = $170 The requestor did not show so the request was DECLINED. Item 5 – Zarais German-George – Hispanic Heritage Month Celebration North Common – Stage Saturday, October 15, 2022 11am-7pm Saturday, October 22, 2022 (Rain Date) 11am-7pm Resident Adult Fee $25.00/2hr block X 8 = $200 Custodial Fee $120/4 hour X 2 = $240 Total Fee = $440 Latinx Community Center for Empowerment (LCCE) will host a Hispanic Heritage Month festival to celebrate the various cultures in Latin America including food trucks, and dance & music performances. The purpose of the event is to bring the Latinx community in Lowell together to celebrate common interests and to share their culture with everyone else in the community. - They asked about electricity, Shannon said there are two outlets by the stage. They are expecting 100- 200 people. They requested extra trash barrels, Shannon recommended having a custodian put on to keep track of the trash/waste from the event throughout the day. They will be bringing in 3-4 porta potties and working with the Church to see if they can get approval to use their restrooms. They are waiting for the Fire Dpt approval for grilling, John said they must use charcoal grills only. They are working with CASE and the License Commission for alcohol and amplified music, but are unsure if they will have those. They are aware they have to come back to the September meeting to get approval from the Board if they decide to move forward with those. They asked about tables and chairs, John said the Board doesn’t provide them, but Shannon said they can check with the Special Events office as they have been in contact with them regarding the event as well. They plan to utilize the parking lot for $5 parking/day. They requested to amend the time to 11a-7p, the Board approved. Motion was made by Tom Caunter to approve the request for a total fee of $440. Item 7 – Shirley Ciccolo (Lowell Catholic) – Walk-a-thon A) Callery Park – John J Barrett Field Friday, October 21, 2022 9am-11am Resident Youth Fee $0.00/2hr block B) Callery Park – Zabbo Little League Field Friday, October 21, 2022 9am-11am Resident Youth Fee $0.00/2hr block Students in Preschool through 4th grade will not be walking the neighborhood, but they would like them to walk around the field and play at the park for LC's annual Walkathon. They will be separated by grade and will walk for approximately 20 minutes each. Held to next month’s meeting. Item 8 – Kacie Brown – Birthday Party Shedd Park – Picnic Area l-In front of Pyne School Saturday, September 10, 2022 10am-2pm Non-Resident Adult Fee $100.00/2hr block X 2 = $200 THIS IS NOT THE PICNIC TABLES BY THE SPLASH PAD. The requestor did not show so the request was DECLINED. Item 9 – Emily Rolon – Halloween Craft Fair Shedd Park – Pavilion Sunday, October 30, 2022 12pm-4pm Resident Adult Fee $25.00/2hr block X 2 = $50 Custodial Fee $120/4 hour = $120 Total Fee = $170 Halloween craft fair open to the public for adults and kids to have fun. - Kids can come in costumes and trick or treat at the vendor tables. Emily asked about grilling and John approved saying charcoal grill only and to notify the Fire Dpt. Motion was made by Tom Caunter to approve the request for a fee of $170. Page | 3 Item 10 – Malcolm Ebhohon – Community Service Muldoon Park - Gazebo Saturday, September 17, 2022 8am-6pm Sunday, September 18, 2022 12pm-6pm Resident Adult Fee $25.00/2hr block X 8 = $200 - Malcolm, along with a vendor who is coming from Chicago, will be helping people register for a National Identification Number (NIN). Malcolm asked about electricity, Shannon says there’s electricity at the Gazebo. Malcom will be bringing tables and chairs. Open for all, minors have to be accompanied by their guardians to be able to register. Motion was made by Tom Caunter to approve the request for a fee of $200. Item 11 – Senghoun Mann – Daughter’s 2nd Birthday Party Shedd Park – Pavilion Sunday, September 4, 2022 5pm-7pm Resident Youth Fee $0.00/2 hr block = $0 Additional time Custodial Fee $120/4 hour = $120 Total Fee = $60 (Reduced) They already have an approved permit for 9/4/22 from 1-5pm that they paid for. They are requesting additional time and will not need the entire (4) hour window. - Tarak represented for Senghoun. They requested an addiontal (2) hours to their previous permit. Item 12 – Kristina Woodberry – Craft Fair/Pop up Shop Anne Dean Welcome Regatta Festival Field – Multipurpose Field Saturday, October 22, 2022 10am-6pm Saturday, October 29, 2022 (Rain Date) 10am-6pm Resident Adult Fee $25.00/2hr block X 8 = $200 - Halloween craft fair with local vendors. Kids will be able to trick or treat at the event. Kristina said they will be renting porta potties, Kristina asked about electricity at the field, but that is not a location that has electricity. Kristina also asked about having a small DJ or music, the Board approved. Motion was made by Keith Rudy to approve the request for a fee of $200. Motion was seconded by Tom Caunter. Desmond Jr. Field August 1 – November 15, 2022 (Monday – Thursday) 6pm-10pm Amended Request: August 1 – November 15, 2022 (Tuesday-Thursday) 6pm-8pm Resident Youth Fee $0.00/4 hr block = $0 Lights Fee $100.00/4hr block X 62 = $6,200 Per Shannon Cohan, a custodian should be on site until 10pm. Total Fee = $6,200 (Waived) PREVIOUSLY WAIVED FEE IN THE PAST. They requested to use the stadium from 6pm-8pm. - Pat Fuller represented for Lowell Pop Warner and informed the Board they will only need Desmond Field 3x a week, not 4. She also submitted an additional request (B – see below) at the meeting for their football games, along with their practice request. Motion was made by Tom Caunter to approve the request for no fee. Item 14 – Rose Tune (Lowell Pop Warner) – Lowell Pop Warner Car Wash Cawley Memorial Stadium Complex – Alumni Field Saturday, September 17, 2022 9am-1pm Resident Youth Fee $0.00/4 hr block = $0 Custodial Fee $120/4 hour = $120 Total Fee = $120 (Waived) - This will be a fundraising event for their cheerleaders, to help towards costs if they go to Nationals again. Per Shannon Cohan, there should be a custodian on site so they can waive the fee for that day. Motion was made by Tom Caunter to approve the request for no fee. Item 17 – Delphine Kouadio (Lowell Church of Christ) – Evangelization North Common – Stage Sunday, September 4, 2022 1pm-5pm Resident Adult Fee $25.00/2hr block X 2 = $50 (Waived) - They asked if the stage has electricity, Shannon said yes. They are expecting around 50 people to attend. Motion was made by Keith Rudy to approve the request at no fee. Motion was seconded by Melissa Desroches. Approved Unanimously. Item 18 – Axel Huertas – Massachusetts FBU Football Tryouts Stoklosa School Park – Multipurpose Field Saturday, September 17, 2022 10am-2pm Non-Resident Youth Fee $60.00/2hr block X 2 = $120 (Waived) Alex would like to hold a tryout event for a Massachusetts FBU Football team. There is a National Football Championship Tournament in Naples Florida in December from the 16th to the 20th. (https://www.fbunc.com). Alex is a board member for A&B Sporting Events. (https://www.aandbsportingevents.com/). - Axel said they are hoping to have around 50 kids (including Lowell youth), but maybe more once they are able to advertise more after the Boards approval. Axel is a Board member for Dracut’s Pop Warner and believes Lowell is a great central location, and that there is a lot of talent and recognition here that doesn’t get the exposure it deserves. Try outs will be non-padded and focus on skills/drills; there is always an EMT on site too. They are considering charging a $10 try out fee to determine serious candidates. If they charge for tryouts, the money will end up going towards the team. Motion was made by Keith Rudy to approve the request at no fee. Motion was seconded by Tom Caunter. Approved Unanimously. Page | 6 Item 19 – Anne Thompson – Wedding and Reception Shedd Park – Pavilion Sunday, October 23, 2022 11am-11pm Resident Adult Fee $25.00/2hr block X 4 = $100 Custodial Fee $120/4 hour X 2 = $240 Additional time/Custodial Fee = $180 Total Fee = $520 - They plan to have 40-60 people depending on RSVP. Will be a lowkey family event, as they love Lowell parks and are excited to host it at Shedd. Anne knows to follow up with the License Commission on getting approval for alcohol and music. Anne asked if they could adjust and extend the time to 11a-11p instead, just to ensure enough set up/breakdown time although the event will still end around 9p, the Board approved. Item 20 – Kayla Brogan – Family Reunion Anne Dean Welcome Regatta Festival Field – Multipurpose Field Saturday, September 3, 2022 3pm-9pm Resident Adult Fee $25.00/2hr block X 3 = $75 - This will be for a family reunion, family will be coming from out of state and it’s also their niece’s birthday. They would like to have a bouncy house and plan to cater food, but must use charcoal grills and notify LFD if otherwise. They are also looking into getting porta potties as Regatta field does not have bathrooms. Motion was made by Melissa Desroches to approve the request for a fee of $75. Motion was seconded by Tom Caunter. Approved Unanimously. Item 21 – James O’Keefe (UTec) – Community Cookout Monsignor Keenan Park – Basketball Court I Saturday, September 17, 2022 2pm-6pm Resident Adult Fee $25.00/2hr block X 2 = $50 (Waived) PREVIOUSLY WAIVED FEE. - This will be another event for community outreach to reengage the youth to get into their programs. They just had another successful community event at the beginning of August. They will probably have catered food, but John said they must use charcoal grills otherwise if they decide to cook.
