- This will be their second graduation at Shedd, they have about 60 graduates. They are expecting 200-
300 people to attend including students, their families, and community partners. Anna asked about
having a 20x40 tent and Shannon said he will meet with her to figure out the best location at the park for
it. YouthBuild is a non-profit working with at risk youth. They are housed at 167 Dutton St, Lowell, MA
01852. Keith Rudy asked about reducing and waiving the fees as it’s for a youth event, and Shannon said
there will already be a custodian covering there.
Motion was made by Tom Caunter to approve the request at no fee.

Latinx Community Center for Empowerment (LCCE) will host a Hispanic Heritage Month festival
to celebrate the various cultures in Latin America including food trucks, and dance & music
performances. The purpose of the event is to bring the Latinx community in Lowell together to
celebrate common interests and to share their culture with everyone else in the community.
- They asked about electricity, Shannon said there are two outlets by the stage. They are expecting 100-
200 people. They requested extra trash barrels, Shannon recommended having a custodian put on to
keep track of the trash/waste from the event throughout the day. They will be bringing in 3-4 porta
potties and working with the Church to see if they can get approval to use their restrooms. They are
waiting for the Fire Dpt approval for grilling, John said they must use charcoal grills only. They are working
with CASE and the License Commission for alcohol and amplified music, but are unsure if they will have
those. They are aware they have to come back to the September meeting to get approval from the Board
if they decide to move forward with those. They asked about tables and chairs, John said the Board
doesn’t provide them, but Shannon said they can check with the Special Events office as they have been
in contact with them regarding the event as well. They plan to utilize the parking lot for $5 parking/day.
They requested to amend the time to 11a-7p, the Board approved.
Motion was made by Tom Caunter to approve the request for a total fee of $440.

- Malcolm, along with a vendor who is coming from Chicago, will be helping people register for a National
Identification Number (NIN). Malcolm asked about electricity, Shannon says there’s electricity at the
Gazebo. Malcom will be bringing tables and chairs. Open for all, minors have to be accompanied by their
guardians to be able to register.
Motion was made by Tom Caunter to approve the request for a fee of $200.

- Tarak represented for Senghoun. They requested an addiontal (2) hours to their previous permit.

will be renting porta potties, Kristina asked about electricity at the field, but that is not a location that has
electricity. Kristina also asked about having a small DJ or music, the Board approved.

Field 3x a week, not 4. She also submitted an additional request (B – see below) at the meeting for their
football games, along with their practice request.

Alex would like to hold a tryout event for a Massachusetts FBU Football team. There is a National
Football Championship Tournament in Naples Florida in December from the 16th to the 20th.

- Axel said they are hoping to have around 50 kids (including Lowell youth), but maybe more once they
are able to advertise more after the Boards approval. Axel is a Board member for Dracut’s Pop Warner
and believes Lowell is a great central location, and that there is a lot of talent and recognition here that
doesn’t get the exposure it deserves. Try outs will be non-padded and focus on skills/drills; there is always
an EMT on site too. They are considering charging a $10 try out fee to determine serious candidates. If
they charge for tryouts, the money will end up going towards the team.

- They plan to have 40-60 people depending on RSVP. Will be a lowkey family event, as they love Lowell
parks and are excited to host it at Shedd. Anne knows to follow up with the License Commission on
getting approval for alcohol and music. Anne asked if they could adjust and extend the time to 11a-11p
instead, just to ensure enough set up/breakdown time although the event will still end around 9p, the
Board approved.

- This will be for a family reunion, family will be coming from out of state and it’s also their niece’s
birthday. They would like to have a bouncy house and plan to cater food, but must use charcoal grills and
notify LFD if otherwise. They are also looking into getting porta potties as Regatta field does not have
bathrooms.
Motion was made by Melissa Desroches to approve the request for a fee of $75.

catered food, but John said they must use charcoal grills otherwise if they decide to cook. They plan to
have prize giveaways and a 3-point shootout competition.
