DISCUSSION: This is the 6th year for this event. The event will be going from 3-7pm. Teaching salsa lessons, playing games, and there will be a DJ playing music. They want to bring this event back to Lowell. Requester would like the space from 1-8pm for set up and clean up. For their rain date, they would like 12-7pm for clean up after. They are concerned about drain flooding and clean up before event. Shannon Cohan mentioned they are not real drains, so she will need to call Waste Water Department. DISCUSSION: Denied due to failure to show. 43. McPherson Park incident with Gil Vigeant driving on the Field. DISCUSSION: John Linnehan just wants everyone to get along. There was a lot of rain the day before this incident and Gil Vigeant had fallen behind with getting the fields ready and safe to play on. He had told everyone to stay off the field until they were ready. One team did not listen. Gil asked the girls playing catch to move off the field. The ball they were playing catch with hit Gil’s truck. Al was behind Gil’s truck as he was backing up. Gil says it was not the case that he almost drove into the girls, as the e-mail from the coach stated. Ryan Rourke asked if motorized vehicles are allowed on the fields. Authorized vehicles are allowed on the fields but unauthorized vehicles are not allowed. Tom Caunter was there umping. He said that at 8am, Gil was still working on the fields with Al. Gil left Tom’s field at 8:15am, and Tom did not see anything about the complaint after that. Tom Caunter said Gil is always on the fields early to get them ready and playable, and that the day of this incident was a fluke. Trucks are not usually on the fields that late. USA Softball tournament was the event taking place that day. Gil was the one to get the permit for that event. Keith Rudy says Gil does a remarkable job with the field maintenance, but thinks that the Lowell Parks Department should be the ones Page | 14  taking care of the fields. Shannon Cohan said if they tell him ahead of time, he can have a couple of the Parks Department employees get the fields ready instead of Gil. They would like the fees added in there for the out-of-state tournaments, not City of Lowell tournaments. 50. Keith Rudy made a motion to not have the Lowell Schools keep coming to the Board of Parks meetings for their field days.
