Review Board of Parks handbook DISCUSSION: Looking to discuss at a later date; On page 3 of the Board of Park handbook, add deadlines to requesting a permit. Proposed; Spring season- April 1-June 30, requests must be submitted by March 1. Summer season- July 1-August 31, requests must be submitted by June 1. Fall/winter season- September 1-December 31, requests must be submitted by August 1 2.) Review tournament rules and regulations DISCUSSION: Review on tournament rules and regulations to ensure that every organization follows the same rules. Subleasing permits should not be allowed but is not specified in the rules and regulations or the Board of Parks handbook. When requesting a permit, it needs to be specified whether a tournament or regular season games is being played. If bathrooms and electricity are available on site, they should be included in permits. There was discussion of charging a flat fee for tournaments ran on non-synthetic and synthetic fields before any additional fees such as lights, custodian, etc. MOTION MADE BY: Keith Rudy to amend Rules & Regulations (page 3) -, Add a new #10 - Reallocation or subletting of fields by a permit holder is strictly prohibited. If permitted fields are going unused, the unused times and dates must be turned back to the Recreation Department for allocation to other users. The replaced #10 - If necessary, these regulations shall be enforced by the City of Lowell Police Department, who shall cause the immediate termination of any activity that violates these regulations, shall now become #11 in the handbook.
