Geary City Clerk Regular Meeting Minutes Date: Mar 27, 2014 Time: 6:00 PM Location: City Council Chamber 375 Merrimack Street, 2nd Floor, Lowell, MA MAYOR’S BUSINESS 1. - MAYOR'S BUSINESS 2. 2014 / 228 - SPECIAL MEETING NOTICE Notice is hereby given, as required by Rule 6 of the City of Lowell City Council Rules, that the Lowell City Council will hold a Special Meeting of the Lowell City Council in the Council Chambers on Thursday, March 27th at 6:00 PM. The purpose of which is to meet as the Committee of the Whole in order to conduct interviews with two of the six finalists for the position of City Manager of Lowell; the first beginning at 6:00 PM followed by the second beginning at or about 7:30 PM. The public is invited to attend. Roll Call 9 present (6:00 PM). M. Elliott presiding. Mayor Elliott opened meeting and read posted notice. M. Elliott requested moment of silence in darkened chamber for 2 members of the Boston Fire Department who lost their lives in the 9 alarm blaze, Lt. Edward Walsh and Firefighter Michael Kennedy. M. Elliott welcomed Greg L. Balukonis. Opening Statement - Greg L. I have spent my whole career in local government. I have been town administrator in North Reading for 81/2yrs. I will bring the willingness to listen to the council and the constituents. I have knowledge of labor and insurance laws. I will deliver excellence. Each Councilor questioned Mr. Balukonis, starting with C. Belanger. Closing Statement - Greg L. Balukonis I am a strong candidate and not here on a whim. I will work diligently. I am impressed with formulation of questions. I appreciate the professionalism as a council. M. Elliott then asked for a 5 minute break before interviewing the next candidate Kevin J. Murphy. Roll call showed 9 present. M. Elliott welcomed Kevin J. Murphy. Opening Statement - Kevin J. Murphy I would be deeply honored if so chosen to the City Manager. I love this city, it is my home, it is where I have lived my entire life. My child received a world class education in the Lowell Public Schools. We have a shared destiny in this city, what you want I want. We are in a good place but we can get better. I promise to work with each City Councilor to make Lowell better. I promise that city government will work for all residents. I am uniquely qualified. I humbly ask for the opportunity to be the City Manager. Each Councilor questioned Mr. Murphy, starting again with C. Belanger. Closing Statement - Kevin J. Murphy I bring passion to this job and I am deeply committed to this city. I think I know what matters. I think I have the credentials. I can lead the city to a better place with my leadership skills and the ability to collaborate. ADJOURNMENT 3. - Time for meeting to stand adjourned. After further discussion, C.
