Re: Discussion of Highland Neighborhood Issues. The Public is invited to attend. PRESENT: Present on Roll Call were C. Leahy and C. Samaras, 1 absent (C. Rourke). Also present were C. Mercier, C. Belanger, C. Leary, Representative Rady Mom, C. Milinazzo, Supt. Taylor (LPD), Jeff Winward (LFD), Tom Bellegarde (DPW) and Michael Demaras (Neighborhood Services). MEETING CALLED TO ORDER: C. Leahy called the meeting to order. Mr. Don Denomme (Highland Neighborhood Association) introduced his group and the City subcommittee. ORDER OF BUSINESS: C. Leahy noted that the police will provide reports regarding crime in the area. Supt. Taylor introduced officers in charge of the sector and provided report noting the increase in car break- ins and what can be done to prevent them. Supt. Taylor noted the prostitution issue in the City and also commented on the reverse 911 capabilities. Chief Winward noted the department is on twitter and Facebook. Supt. Taylor provided the NIBRS report noting crime reduction in the City and especially the last three years making note of the resources available by the department. Supt. Taylor commented on firearms report and gang activity report noting the downward trends of both activities due to added support and resources provided to them. Supt. Taylor commented on the opioid crisis and the action taken to combat same including partnership with Lowell Fire Department. C. Mercier noted the reliance on the neighborhood and the increased use of cameras to combat crime. Supt. Leahy questioned actions against drug dealers in the City. Supt. Taylor commented on joint efforts with other agencies to combat drug crimes. C. Samaras noted the neighborhood and police working together to reduce crime. Chief Winward commented on plan for upcoming blizzard. C. Demaras noted neighborhood services available. C. Leahy commented on double pole issues with National Grid. C. Mercier commented on responses from National Grid. C. Leahy commented on Lowell High School project noting Cawley site and Article 97. C. Samaras noted that costs figures will become clearer during phase 2 of the Lowell High School project. C. Belanger commented on reimbursement of costs for project. C. Samaras commented on reimbursement formula. Rep. Mom made a few remarks regarding the Rourke Bridge. ADOURNMENT: Motion “To Adjourn” by C. Samaras, seconded by C. Leahy. So voted.
