City of Lowell – Community Preservation Committee Community Preservation Committee Meeting Minutes Thursday, January 11, 2023, 6:30p.m. Conducted in-person and via zoom Note: These minutes are not completed verbatim. For a recording of the meeting, visit www.ltc.org Members Present Adam Baacke, Chair Yovani Baez-Rose, Vice Chair Lloyd DeJesus, Member Brad Buitenhuys, Member Sinead Gallivan, Member Troy Depeiza, Member Members Absent Phil Shea, Member Ryan Rourke, Member Others Present Dylan Ricker, Associate Planner A quorum of the Committee was present. Chairman Baacke called the meeting to order at 6:30PM. I. Minutes for Approval 11/2/2023 Meeting Minutes B. Buitenhuys motioned, and Y. Baez-Rose seconded the motion to approve the 11/2/2023 Meeting Minutes. The motion passed unanimously, (5-0) with S. Gallivan abstaining. II. Continued Business CPA Application – 150 Middlesex Street An application has been submitted by Julio C. Rodriguez seeking $1,000,000 of CPA funds for a Historic Preservation project. The applicant is seeking to rehab the historic ‘Hamilton School House’ and convert the property to a (9) unit residential building. On Behalf: Julio Rodriguez, Applicant James Jozokos, Applicant’s Architect J. Jozokos said the applicant is seeking funding for the proposal and explained the history of the building. The school was built in 1829 for children of the mill community and has been used since for a variety of uses. J. Jozokos said the building was renovated in the 1890s and the building currently needs a lot of work. Discussion: A. Baacke asked what the CPA funds would be used toward. J. Rodriguez said the funds would be used to completely rehab the building. J. Rodriguez said the building needs structural work and he is working with the Historic Board to bring the exterior back to its 1820s appearance including replica windows and doors, turrets, brick work, etc. J. Rodriguez said they will also be restoring the interior. Y. Baez-Rose said the applicant has gone before the Historic Board and the proposal was well received. A. Baacke noted there is not $1 million of CPA funds available. S. Gallivan asked about the project timeline, and whether the award impacts the timeline. J. Rodriguez said they would like to finish the project in 2024. J. Rodriguez noted there have been issues with break ins and they would like to complete the rehab and have the building occupied as soon as possible. III. New Business IV. Other Business Election of Officers B. Buitenhuys motioned, and S. Gallivan seconded the motion to nominate A. Baacke as Chair, and Y. Baez-Rose as Vice Chair. The motion passed unanimously, (6-0).
