Minutes for the Lowell License Commission meeting for Thursday, November 9, 2017 at 6:00 p.m., held
in the City Council Chamber, 2nd floor, City Hall, 375 Merrimack St., Lowell, MA 01852.
Present: John Descoteaux, Commissioner, Chairman, Commissioners Clifford Krieger, Terry McCarthy,
Martha Howe, Joseph Donahue; and Captain Jack Webb of the Lowell Police Department.
The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to
approve minutes for meeting of October 19, 2017.
The Commission, on the motion by Commissioner Howe, second by Commissioner Donahue, voted to
ratify the 2018 meeting calendar, to wit: scheduled for the City Council Chamber, to convene at 6:00
p.m., Thursday, January 11, 25, February 15, March 8, 22, April 12, 26, May 3, 24, June 7, 21, July 12,
26, August 9, 23, September 13, 27, October 18, November 8, 29, December 13.
The Commission reviewed for reconsideration the application by SAPT LLC, d/b/a Lowell Liquors,
Sachin Patel, Manager, all alcoholic beverages package store licensee at 638 Rogers Street, for transfer of
LLC shares. On the motion by Commissioner Donahue, second by Commissioner McCarthy, the
Commission voted to ratify the publication of a legal notice in local newspaper for Friday, November 17,
2017, and to hold a public hearing for Thursday, November 30, 2017 at 6:00 p.m. in the City Council
Chamber.
The Commission reviewed applications for special one-day license to sell/dispense malt beverages &
wines only, or either one:
Jennifer Simone at Mill No. 5, 250 Jackson St., 4th and 5th floors, for the following activities:
Plaid Friday, November 24, 2017, 12:00 p.m. to 5:00 p.m.
Small Business Saturday, November 25, 2017, 12:00 p.m. to 5:00 p.m.
Totally Bazaar, Saturday, December 2, 2017, 12:00 p.m. to 5:00 p.m.
Holiday Oddity Market, Saturday, December 9, 2017, 12:00 p.m. to 5:00 p.m.
It's a Wonderful Bazaar, Saturday, December 16, 2017, 12:00 p.m. to 5:00 p.m.
Jennifer Simone was present. Ms. Simone stated she has been a licensee; the schedule of events allows
artists to sell their own goods. In response to a question from Commissioner Donahue, Ms. Simone stated

the beer will be offered from one station where there is a Kelvinator in use to dispense the beer. The
Commission, on the motion by Commissioner McCarthy, second by Commissioner Howe, voted to
approve licenses for Jennifer Simone at Mill No. 5 for the dates of November 24, 25, December 2, 9, 16 -
2017.
Javier Barazarte was present. His applications are for Venezuelan Folk Music events at the Galeria Café,
366 Merrimack Street, Saturday, November 11, 2017, 7:00 p.m. to 9:00 p.m.; Saturday, December 9,
2017, 7:00 p.m. to 9:00 p.m.; and Saturday, December 23, 2017, 7:00 p.m. to 9:00 p.m. When Chairman
Descoteaux asked, Mr. Barazarte stated he has been a licensee; there will be live music; the café has an
occupant load of approximately 25 people. The Commission, on the motion by Commissioner Howe,
second by Commissioner McCarthy, voted to approve licenses for Javier Barazarte at Galeria Cafe for the
dates of November 11, December 9, 23 – 2017.
Tabatha Garnett, Catering Manager, Aramark, was present. Ms. Garnett’s application is for the Faculty
Showcase event at the Innovation Hub, 3rd floor, 110 Canal Street, on Thursday, November 30, 2017,
4:30 p.m. to 10:30 p.m. The Commission, on the motion by Commissioner Donahue, second by
Commissioner Krieger, voted to approve license for Tabatha Garnett for the date of November 30, 2017.
Clare Gunther of Lowell Community Health Center was present. Ms. Gunther stated the event is the 3rd
Annual Winter Mixer for young professionals at the Health Center, 161 Jackson Street, Thursday,
December 7, 2017, from 5:00 p.m. to 8:30 p.m. There will be a cash bar; 125 people are expected. The
Commission, on the motion by Commissioner McCarthy, second by Commissioner Donahue, voted to
approve license for Clare Gunther for the date of December 7, 2017.
The Commission reviewed the applications by Gabby Davis - Made in Lowell, for the Craft Beer Walk
Lowell, Saturday, November 11, 2017, 4:00 p.m. to 7:00 p.m., beer samples to be available at the
following downtown locations:
Sweet Lydia's, 160 Merrimack St. Persona, 51 Market St.
Owl Stamp Visual Solutions, 142 Middle St. Mill City Tobacco, 104 Merrimack St.
Little Delights Bakery, 132 Merrimack St. Debbe Daley Designs, 189 Market St.

AWOL, 110 Merrimack St. The Flower Mill, 183 Dutton St.
Gallery Z, 167 Market St. Gentlemen’s District, 23 Central St.
Thorndike Exchange, 17 Shattuck St. Humanity Style, 128 Merrimack St.
ARTS League of Lowell, 307 Market St. Brew'd Awakening Coffeehaus, 61 Market St.
Ms. Davis was present. Ms. Davis stated, in response to questions from Chairman Descoteaux and
Commissioner Donahue, that the event is the fourth sponsored by Made In Lowell, it is a ticketed event,
at each business site there will be a certified TIPS server who may check IDs; approximately 300 tickets
have been sold, and it is anticipated that an additional 100 more will be sold. Captain Webb stated that the
Lowell Police Department has not had a problem with prior events. Ms. Davis stated that 3 Lowell police
detail have been hired for public safety. Each ticket holder will be issued a wrist band to wear, 20 tickets,
and a 3 oz. glass to sample craft beers at the downtown businesses; each sample beer poured will be
approximately 1.5 oz. The businesses welcome the ticket holders. The Commission, on the motion by
Commissioner McCarthy, second by Commissioner Donahue, voted to approve licenses for Gabby Davis
for the businesses on November 11, 2017.
The Commission, on the motion by Commissioner Krieger, second by Commissioner McCarthy, voted to
adjourn the meeting at 6:10 p.m.
