Lowell License Commission | Regular Meeting Minutes for July 29, 2021 Date: July 29, 2021 Time: 6:00 PM Location: This meeting is being held place in the City Council Chamber, second floor, City Hall, 375 Merrimack St. on Thursday, June 29, 2021, at 6:00 PM and remotely by Zoom: Meeting ID: 817 3115 9416 Passcode: 485135. ROLL CALL: On a roll call at 6:00 PM, members present were, namely: Chairman Descoteaux, Commissioner Donahue, Commissioner Howe, and Commissioner Krieger. MINUTES: 0. Acceptance of meeting minutes for July 15, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, July 15, 2021; seconded by Commissioner Donahue. 4 yeas, APPROVED. 1. Application by Barbara Gagel for a "Special One Day License to sell/dispense Wines only" for a ‘Kerouac Art Show Opening’ at Ayer Lofts Gallery, 172 Middle Street, on Friday October 8, 2021, 4:00 to 7:30 PM. At Commissioner Krieger’s request, Ms. Gagel described her event, which is coordinated with “Lowell Celebrates Kerouac,” with the expected attendance of fifty to a hundred international guests. Ms. Gagel expressed that she understood her responsibility with regards to serving alcohol and that Ayer Lofts & All Gallery help arrange a TIPS certified server. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas, APPROVED. 2. Application by Charity Madili, for a " Special One Day License to sell/dispense Malt Beverages and Wines only," for a ‘Hollywood Glamour Night,’ to be held on Friday August 6th, 2021 from 8:00 PM to 12 midnight at Hellenic Cultural Center, 41 Broadway Street. Commissioner Descoteaux asked if the person tending bar would be TIPS certified, and Ms. Madili said they were and that she understood her responsibility as the manager of the application to serve alcohol. Move approval by Commissioner Howe; seconded by Commissioner Donahue. 4 yeas, APPROVED. 3. Application by Rafael Pereira, for a "Special Events Permit for Amplified Outdoor Public Entertainment," for ‘A‐Frame Bangers Skateboarding Competition,’ to be held Saturday, August 7th, 2021 from 12 noon to 5:00 PM at the Hadley Skate Park, 23 Pratt Avenue. Rain date Sunday August 8th, 2021. Mr. Pereira described the skateboarding competition he was approved for holding at Hadley Park – and that they wanted the Amp License so they could have music and live entertainment during the competition and announce winners. Commissioner Descoteaux discussed security concerns with Mr. Pereira, who agreed that he expected this daytime event to be safe and trouble‐free. Move approval by Commissioner Donahue; seconded by Commissioner Howe. 4 yeas, APPROVED. 4. Application by Lowell Management Group, Pete Lally, manager , for a "Special Events Permit for Amplified Outdoor Public Entertainment," for the ‘2nd Annual Lowell Irish Festival,’ to be held on Saturday, September 18th, 2021 from 12 noon to 10:00 PM at Lowell Memorial Auditorium, 50 East Merrimack Street. John Lally represented Lowell Management Group in place of Pete Lally. Mr. Lally described previous year’s Irish Festival and what he anticipated this year’s event to be like. He expected a relatively small crowd cycling through events outside and inside Lowell Memorial Auditorium with performers interspersed with crafts and activities throughout. Move approval conditional on remaining paperwork by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, APPROVED. 5. Application by GURJAR, the Gujarati Association of New England, Maya Shah, Director, for a "Special Events Permit for Amplified Outdoor Public Entertainment," for the ‘Gurjar India Heritage Festival,’ to be held Sunday, September 12th, 2021 from 12 noon to 7:00 PM at the Sampas Pavilion, 160 Pawtucket Boulevard. Maya Shah and Bharat Shah, both on the executive committee of Gurjar, spoke for the organization about their event. Although permitted for 1200 guests at Sampas Pavilion, they don’t expect more than 600 people at a time. They described their history – of both the event and the cultural heritage behind the event. Commissioner Howe asked about the amenities and ‘format’ of the event. Mrs. Shah talked about the traditional music and dancing that would be on stage for most of the day. She also described a wide variety of Indian cuisine from all compass points and treats that would be available throughout the day. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas, APPROVED. ADJOURNMENT: Commissioner Krieger made a motion to adjourn at 6:13 PM; seconded by Commissioner Howe. 4 yeas, APPROVED.
