Lowell License Commission | Meeting Minutes for December 2, 2021 Date: December 2, 2021 Time: 6:00 PM Location: This meeting is being held place in the City Council Chamber, second floor, City Hall, 375 Merrimack St. on Thursday, November 18, 2021, at 6:00 PM and remotely by Zoom: Meeting ID: _880 5471 4810 Passcode: _486179. ROLL CALL: On a roll call at 17:59, members present were, namely: Chairman Descoteaux, Commissioner Donahue, Commissioner Howe, Commissioner Krieger, and Commissioner Chhan. MINUTES: 0. Acceptance of meeting minutes for November 18, 2021. Commissioner Krieger made a motion to place on file the minutes from the Lowell License Commission Meeting of Thursday, November 18, 2021; seconded by Commissioner Howe. 5 yeas, APPROVED. Motion by Commissioner Krieger to take Item 5 on the agenda first, seconded by Commissioner Donahue. 5 yeas, APPROVED. 1. Public hearing on the application by Vijay Patel [d/b/a] Jerry’s Food Store, Vijay Patel, Manager, for a “Wines and Malt Beverages Package Store License” for premises at 1172 Lawrence Street. Attorney Kevin Murphy and Vijay Patel for Jerry’s Food Store. Attorney Murphy reviewed Mr. Patel’s history at his convenience store, including many years with a Malt Beverages & Wines package store license. He described Mr. Patel’s decision to sell his license early in the year – and his regret for doing so. Commissioner Krieger discussed the need for a package store in the neighborhood. During the hearing, no one spoke in favor or opposed to the granting of the license. Move approval by Commissioner Howe; seconded by Commissioner Chhan. 5 yeas, APPROVED. 2. Application by St. Patrick Parish, Lina Arenas, for a “Special One Day Licenses to sell/dispense Malt Beverages & Wines Only.” The event ‘Christmas with St. Patrick Parish’ is to be held at the Hellenic Academy, 41 Broadway Street, on Sunday, December 12th, 2021 from 3:00 to 8:00 PM. Lina Arenas present for St. Patrick’s Parish. Commissioner Descoteaux discussed the responsibility that goes with the license, and asked about the number of attendees to the event and the number of servers. Mrs. Arenas said there would be as many as 200 attendees and four servers, one certified; she also stated that all adults would be limited to two drink tickets. Move approval by Commissioner Howe; seconded by Commissioner Krieger. 5 yeas, APPROVED. Application by Samuel Njenga, for a “Special One Day Licenses to sell/dispense Malt Beverages & Wines Only.” The event ‘African Cultural Music’ is to be held at the Hellenic Academy, 41 Broadway Street, on Saturday, December 11th, 2021 from 8:00 PM to 1:00 AM. Samuel Njenga described his event, which is expected to have about 250 attendees and will have 4 certified bartenders serving drinks also trained in crowd control. Mr. Njenga is co‐owner of the Acre Pub and understands his responsibility for the One‐Day Beer & Wine License. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 5 yeas, APPROVED. 4. Petitions to Amend Liquor License Operating Hours: 1. Lowell Firefighters Association, Club license, from 2:00 AM to 12:00 AM closing. 2. Social Club of Pawtucketville, Club license, from 2:00 AM to 11:00 PM closing. 3. East End Social Club, Club license, from 2:00 AM to 12:00 AM closing. Move approval by Commissioner Descoteaux; seconded by Commissioner Donahue. 5 yeas, APPROVED. 5. Application by Evolution 4 Way Barber Shop, Angel Marin, Manager, for an annual "Public Amusement License for Billiards and Pool," one table, for premises at 358 Mammoth Road. Angel Marin was not present at the meeting. ADJOURNMENT: Commissioner Chhan made a motion to adjourn at 18:09; seconded by Commissioner Donahue. 5 yeas, APPROVED.
