ROLL CALL: On a roll call at 18:00, members present were, namely: Commissioner Krieger, Commissioner Howe, Commission Chair Descoteaux, and Commissioner Chhan. Commissioner Donahue was absent. MINUTES: 0 Acceptance of the meeting minutes for July 14, 2022 Commissioner Krieger made a motion to approve and place minutes on file from the Lowell License Commission Meeting of Thursday, July 14, 2022; seconded by Commissioner Howe. 4 yeas 1 absent, APPROVED. 1 Request for hearing regarding the application by James Lichoulas, license manager of Coco Luna LLC [d/b/a] Coffee & Cotton, for the alteration of premises for a "Malt Beverages & Wines only restaurant" license, for premises at 250 Jackson Street. It is requested that legal notice be published in the local newspaper, and that a public hearing be held on August 11, 2022 at 6:00 PM. Motion to hold a hearing on the alcoholic beverage application at the August 11, 2022 Meeting of the Lowell License Commission by Commissioner Chhan; seconded by Commissioner Krieger. 4 yeas 1 absent, APPROVED. 2 Application by Fr. William Acevedo, St. Patrick's Parish, for a "Special One Day License to sell/dispense All Alcohol" for a Birthday and Baptism Celebration on Saturday August 13, 2022 from 8PM to Midnight at St. Patrick's Parish, 282 Suffolk Street. Fr. William Acevedo described his event, and stated there would be 100 to 150 participants, and that there would be no TIPs certified bartenders. Move approval by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas 1 absent, APPROVED. 3 Application by Vera Banye for a "Special One Day License to sell/dispense Malt Beverages & Wines" for a wedding on Saturday August 13, 2022 from 4PM to Midnight at the Hellenic American Academy, 41 Broadway Street. Vera Banye described her wedding; she explained that there would be about 150 attendees, and that alcohol service would probably go from 7PM to Midnight. She also explained that she would have 3 TIPs Certified bartenders, and that she has held this license previously. Melanie Catherwood spoke about her organization’s annual BBQ, which hasn’t happened for the last couple of years because of Covid. She corrected the address for the park on the agenda. She further explained that they anticipated 60 people, including members and their young children. Ms. Catherwood noted that she is TIPs certified, and that two members of the club’s social committee would help her serve. Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas 1 absent, APPROVED. 5 Applications by Valessa Marques for two "Special One Day License to sell/dispense Malt Beverages & Wines" for an Anniversary Party on Saturday August 13, 2022 from 6PM to 1AM and a Wedding Reception on August 26, 2022 from 5PM to 1AM at I Happy Event, 81 Bridge Street. Valessa Marques, the event manager, and Nadia Lima, owner of the venue, described their events: 60 people at the first event, 80 people at the second event, and 2 certified bartenders at each event along with Ms. Marques who is also TIPs certified. Move approval by Commissioner Chhan; seconded by Commissioner Krieger. 4 yeas 1 absent, APPROVED. 6 Applications by Keyano Jumpp, Hue Gallery LLC, for 3 "Special One Day Licenses to sell/dispense Malt Beverages & Wines" and 2 "Special Events Permits for Amplified Outdoor Public Entertainment," for an additional outdoor seating area for Folk Fest: July 29, 30, 31, 2022 at 103 Market Street. Mr. Jumpp withdrew his applications from consideration on 7/28/2022 at 11:30 AM. 7 Applications by Patrick Jean Francois, Classic Convenience, for 3 "Special Events Permits for Amplified Outdoor Public Entertainment," for a Live DJ during the 2022 Lowell Folk Festival, to be held on July 29, 30, 31, 2022 at 70 Merrimack Street. Patrick Francois explained that he wanted to have a DJ in the street during Folk Fest. Mr. Francois and Commission Chair Descoteaux discussed the hours of amplification because of the residential neighborhood nearby, and determined specific hours of amplification that would be permited. Move approval [with condition of hours: 6:15 PM to 10PM on Friday & Saturday; Noon to Festival closing on Sunday] by Commissioner Howe; seconded by Commissioner Chhan. 4 yeas 1 absent, APPROVED. 8 Application by Robert Wheeler, Lowell Community Health Center, for an "Special Events Permit for Amplified Outdoor Public Entertainment," for Live Music to be held Thursday August 11, 2022 from 11:30AM to 1:30PM at 161 Jackson Street. Mr. Wheeler discussed the event which will be a part of National Health Center Week. The employee BBQ will have a band for entertainment and the performance will be in the street; they have received their street permit. Maria Vejar briefly described her plan to sell items on the sidewalk. Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas 1 absent, APPROVED. 10 Application by Laura Lamarre Anderson, lala Books, for a "Sidewalk Stand Permit" for their business at 189 Market Street, for July 30 & 31, 2022 for Lowell Folk Festival. Laura Anderson explained that this was their first Folk Fest, and she wanted to participate with some sidewalk sales to draw people into the store. Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 4 yeas 1 absent, APPROVED. 11 Application by Dr. Tigran Avetisyan, United Dental, for a "Sidewalk Stand Permit" for their business at 131 Merrimack Street, for July 29, 30, 31, 2022 for Lowell Folk Festival. Dr. Avetisyan described his plan to distribute information about dental procedures and dental health, along with distributing some free items to promote his business during Folk Fest. Move approval by Commissioner Chhan; seconded by Commissioner Howe. 4 yeas 1 absent, APPROVED.
