Thursday, March 23,2023, at 5:00 PM and remotely by Zoom: Meeting lD: 845 5873 6947

ROLL CALL:
On a roll cal! at 18:00, members present were, namely: Commission Chair Descoteaux, Commissioner Howe,
Commissioner Krieger (on Zoom), and Commissioner Chhan. Commissioner Donahue was absent.
MINUTES:
0 Acceptance of the meeting minutes for March 9,2023.
Commissioner Krieger made a motion to approve the minutes and place minutes on file for the
Lowel! License Commission Meeting of Thursday, January 12,2023; seconded by Commissioner
Howe. 3 yeas, 1 present (C. Descoteaux), APPROVED.
1 Application by Peter Crewe, City of Lowell Director of Cultural Events, for a seasonal "Special Events
Permit for Amplified Outdoor Public Entertainment," for live and recorded music and speakers at
CASE sponsored events being held in JFK Plaza, 50 Arcand Drive.
Mr. Crewe introduced himself and explained that he was seeking another blanket seasonal
Amplification Permit like CASE was awarded last year for events organized by the City of Lowell, and
taking place in JFK Plaza - City of Lowell property, bordered by Lowell Police Department.
Move approva! by Commissioner Chhan; seconded by Commissioner Howe. 4 yeas, APPROVED.
2 Application by Amy St. Hilaire for a "special Events Permit for Amplified Outdoor Public
Entertainment," for the '13th Annual UKG 5K,' to be held on Thursday, April L3,2023 from 5:30 to
7:30 PM at 900 Chelmsford Street.
Ms. St. Hilaire, the events managerfor UKG at Crosspoint Tower joined the meeting on Zoom and
described her event and explained they wanted to have a DJ/MC for their event.
Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 4 yeas, APPROVED.
3 Application by Salsa in Lowell, Frangois Chevalier, Owner, for a "special Events Permit for Amplified
Outdoor Public Entertainment," for'Salsa on the Deck,'to be held on some Sundays from March 23rd
to October 15th, 2023 between 1:30 and 5 PM at the DCR park located at262 Merrimack Street.
Mr. Chevalier went before the Commissioners via Zoom. He explained that his seasonal event on MA
DCR property would be just like the previous year - except less frequently. He described his audio
set-up and explained the variables that affect the specific times and dates of his season schedule.

4 Application by James O'Hearn, for Pollard Memorial Library Foundation, for a "Special One Day
License to sell/dispense Wines and Malt Beverages only," for a 'Meet the Author Night featuring
Lauren Belfer.' Event to be held on Thursday, May 4,2023 from 5 to 8 PM in Memorial Hall at the
Pollard Memorial Library, 401 Merrimack Street.
Mr. O'Hearn was present in person at the meeting. The Commission recognized him and
acknowledged that he's had this event annually for many years.
Move approva! by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas, APPROVED.
5 Applications by Vinny Boungnasy for two "special One Day Licenses to sell/dispense All Alcoholic
Beverages" and fortwo "Amplified Outdoor Public Entertainment" permits, forthe Wat Lao
Mixayaram Annual Lao New Year Celebration on Saturday and Sunday, April L5-16, 2023 from Noon
to 6 PM on Temple Grounds, 45 Bernier Street. And:
Applications by Vinny Boungnasy for two "Special One Day Licenses to sell/dispense All Alcoholic
Beverages" and fortwo "Amplified Outdoor Public Entertainment" permits, forthe Wat Lao
Mixayaram Annual Fundraising Festival on Saturday and Sunday, July 1.-2, 2023 from Noon to 8 PM on
Temple Grounds, 45 Bernier Street.
Mr. Boungnasy was present at the meeting. He confirmed for the Commission that his events this
year would be just like last year's event. Captain Peaslee confirmed for the Commission that Mr.
Boungnasy's events at the Wat Lao Mixayaram have had no issues and no police calls in the past.
Move approval by Commissioner Howe; seconded by Commissioner Chhan.4 yeas, APPROVED.
6 Application by Ashleigh Mutty, manager of Free Spirits Events Company, for a "Special One Day
License to sell/dispense Wines and Malt Beverages only," for a 'Lowell Community Charter School
fundraiser.' Event to be held on Thursday April L3,2023 from 5 to 8 PM at Mill No. 5, 250 Jackson
Street.
Ms. Mutty joined the meeting via Zoom. She explained that this event would be very similar to a
fundraiser they held for the same group last year. She stated that there would be 100-L50 attendees
of the event and that they would have two TlPs Certified bartenders.
Move approval by Commissioner Chhan; seconded by Commissioner Howe. 4 yeas, APPROVED.
7 Application by Thomas Fiorelli, for a "Special One Day License to sell/dispense Wines only," for the
'Abstractions of the Commonplace' artist reception, to be held on Sunday, May 7,2023 from 3 to 5
PM at the Ayer Lofts Gallery, L72 Middle Street.
Mr. Fiorelli attended the meeting in person. He reviewed his event details and confirmed that the
artist was no relation to Davy Jones of the Monkees.
Move approval by Commissioner Krieger; seconded by Commissioner Chhan. 4 yeas, APPROVED.

8 Applications by Steve Syverson, for three "Special One Day Licenses to sell/dispense Wines only," for
the following events at Arts League of Lowell, 307 Market Street:
a. Saturday, April 8,2023,5-7 PM: Ed Bray Artist's Reception.
b. Saturday, May 6,2023,3-5 PM: The Brothers Lichtenstein Reception.
c. Saturday, June L0,2023,3-5 PM: Red, White, or Blue Reception.
Mr. Syverson attended the meeting in person. He asked the Commissioners about the option for
"Gallery Beer & Wine" license, a license that does not currently exist. The Commission confirmed
that, at present, the only'reduced fee' license for Certified Galleries is the "Gallery Wine" license
[S10], and that currently an alternative would be for him to apply for a 2-hour "Malt Beverages &
Wine" license for S30. The Commission asked Secretary Pyers to look into what it would take to
create another category of alcohol license.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, APPROVED.
9 Application by Sean Daly, for a "Special One Day License to sell/dispense Wines and Malt Beverages
only," for a 'PrideStar Student Transportation Anniversary.' Event to be held on Saturday, April 8,
2023 from 2 to 8 PM at 584 Westford Street.
Mr. Daly spoke in person at the meeting. At the Commissioners query, he explained that his event
would have 40-50 attendees and one TlPs Certified bartender from Lowell. Commission Chair
Descoteaux reviewed emergency procedures with Mr. Daly (Call 911 immediately, no matter what).
Move approval by Commissioner Chhan; seconded by Commissioner Krieger. 4 yeas, APPROVED.
10 Application by Alison Hughes, Jeanne D'Arc Credit Union, for a "Special One Day License to
sell/dispense All Alcoholic Beverages" for the "We Share a Common Thread Foundation Fundraiser"
on Wednesday, March 29,2023 from 5 to 10 PM at 50 E. Merrimack Street.
Ms. Hughes appeared in person at the meeting. She noted that their fundraiser keeps getting bigger
and that this is its 13th year; second year at this venue.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, APPROVED.

11 Ratification of an application by Joel Mongeon for a "special One Day License to sell/dispense Malt
Beverages & Wines" for a concert that was held from 6 to 11 PM at Mill No. 5, 250 Jackson Street, on
Saturday, March 18, 2023.
Motion to ratify the application by Commissioner Chhan; seconded by Commissioner Krieger. 4
yeas, APPROVED.
Applications by Joel Mongeon for four "special One Day License to sell/dispense Malt Beverages &
Wines" for concerts that will be held from 5 to 11 PM at Mill No. 5, 250 Jackson Street, on Saturday,
March 25, April L, 8, and 22,2023.
Mr. Mongeon was present in person. He confirmed these concerts would be just like the other recent
events they've held. Captain Peaslee confirmed that Lowell Police has not had any issues with any of
the events Mr. Mongeon has held.
Move approva! by Commissioner Howe; seconded by Commissioner Chhan. 4 yeas, APPROVED.

Commissioner Krieger made a motion to adjourn at 18:19, seconded by Commissioner Chhan. 4 yeas,
