This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on
Thursday, September 28, 2023, at 6:00 PM, and by Zoom.

On a roll call at 18:01, members present were, namely: Commission Chair Descoteaux, Commissioner
Krieger, and Commissioner Mercier. Commissioner Howe and Commissioner Taing were absent.
MINUTES:
0 Acceptance of the meeting minutes for September 14, 2023.
Commissioner Krieger made a motion to approve the minutes and place minutes on file for the
Lowell License Commission Meeting of Thursday, August 10, 2023; seconded by Commissioner Taing.

1 Application by the City of Lowell's Planning & Development Office for a "Special Events Permit for
Amplified Outdoor Public Entertainment," for live & recorded music, and MC for a Cambodia Town
Night Market, to be held Saturday, October 14, 2023, from 5 to 9 PM at Clemente Park, 803 Middlesex
Street.
Ms. Mortimer represented Planning & Development. She reviewed the concept of the event, describing
it as an evening farmers’ market and expressed the hopes that it would become an annual event. She
anticipated 50 to 100 attendees for the inaugural event.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, 1 absent (C.
Mercier), APPROVED.
2 Application by Eileen Haley, Lowell Irish Inc., for a "Special One Day License to sell/dispense Wine and
Malt Beverages" for a thank you event on Friday, October 6, 2023, from 4 to 7 PM at St. Patrick's Parish,
282 Suffolk Street.
At Commissioner Descoteaux’s request, Ms. Haley explained that a “Thank you Event” was intended to
thank St. Patrick’s supporters who provided funds for renovations to the property and the organ. She
also stated that they anticipate 80 to 100 participants.
Move approval by Commissioner Krieger; seconded by Commissioner Howe. 4 yeas, 1 absent (C.
Mercier), APPROVED.
3 Application by Jennifer Sharkey for a "Special One Day License to sell/dispense All Alcoholic Beverages"
for the 2023 Harvest of Hope Benefit Fundraiser to be held on Thursday, October 26, 2023, from 6 to
8:30 PM at the Thorndike Exchange, 165 Thorndike Street.
Ms. Sharkey appeared before the Commission. She noted that this is the 37th annual fundraiser for the
non‐profit and that this year they anticipated 100 to 120 supporters would be celebrating their

accomplishments. At Commissioner Descoteaux’s request, Ms. Sharkey noted that Lenzi’s would be
catering the event and supplying TIPS certified bartenders.

4 Application by Sandra Gulezian for a "Special One Day License to sell/dispense All Alcoholic Beverages"
for the Greek Bouzouki & Mezze Fundraiser to be held on Saturday, September 30, 2023, from 7 to 10
PM at Transfiguration Greek Orthodox Church, 25 Fr. John Sarantos Way.
Ms. Gulezian introduced herself and gave a brief description of the fundraiser and entertainment for
the evening, noting that the fundraiser would benefit the Church’s 100th anniversary in 2024. At
Commissioner Howe’s request, Ms. Gulezian stated that she anticipates about 160 attendees to the
fundraiser; she also noted that her two bartenders would be TIPS certified.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, 1 absent (C.
Mercier), APPROVED.
5 Applications by Joel Mongeon for three "Special One Day Licenses to sell/dispense Malt Beverages &
Wines" for events that will be held at Mill No. 5, 250 Jackson Street on:
• Saturday, September 30, 2023, 6‐11:00 PM.
• Saturday, October 14, 2023, 6‐11:00 PM.
• Saturday, October 21, 2023, 6‐11:00 PM.
Joel Mongeon appeared before the Commission. Captain David Peaslee confirmed for the Commission
that the venue and Mr. Mongeon, himself, have not had any issues or complaints before the Lowell
Police Department.

Mercier), APPROVED.
6 Applications by Pedro Bazan, Catering Supervisor for Aramark at Tsongas Center, for two "Special One
Day Licenses to sell/dispense Malt Beverages and Wines only," for the following events on UMass
Lowell's campus:
a. Tuesday, October 3, 2023, 2 to 4 PM ‐ Sheila Celebration at Coburn Hall, 850 Broadway Street.
b. Thursday, October 5, 2023, 4 to 7 PM ‐ Associate Dean Retirement Celebration at Allen House, 2
Solomont Way.
Pedro Bazan introduced himself as a new representative for Aramark, contracted to provide event
services at UMass Lowell. Mr. Bazan reviewed each event, including projected attendees and TIPS
certified bartenders, to the Commission’s satisfaction. Mr. Bazan could not explain what a “Sheila
Celebration” was.
Move approval by Commissioner Taing; seconded by Commissioner Howe. 4 yeas, 1 absent (C.

7 Application by Jeff Venuti of Blisspoint LLC [d/b/a] Blisspoint Meadery, a Farmer Winery, for License to
sell outside at the Lowell Farmer Market on Fridays from September 29, 2023, to October 27, 2023,
from 11AM to 3PM, 350A Dutton Street.
Mr. Venuti joined the meeting via Zoom. He explained that this was his third time obtaining the license
– this time for a new market in the City of Lowell. Commissioner Howe confirmed with Mr. Venuti that
he had received the required approval from the Massachusetts Department of Agricultural Resources
and provided that to the Secretary.

Mercier), APPROVED.
8 Application by Francisco Pena, LLC Manager of Pena‐Disla LLC [d/b/a] 7‐Eleven 37342C, for transfer of
Common Victualler License for 494 Bridge Street.
Francisco Pena appeared before the Commission on Zoom. The secretary confirmed all paperwork was
in order.
Move approval by Commissioner Howe; seconded by Commissioner Krieger. 4 yeas, 1 absent (C.
Mercier), APPROVED.
9 Public hearing on the application by Sonesta International Hotels Corporation, all alcoholic beverages
restaurant licensee, for a ‘change of officers’ for premises at 30 Industrial Avenue East.
Attorney Whitney Gilling of Bluebonnet Consulting represented the Sonesta. She reviewed the changes
being presented.
At the public hearing, no one spoke in favor of or in opposition to granting the license.
Move approval by Commissioner Howe; seconded by Commissioner Taing. 4 yeas, 1 absent (C.
Mercier), APPROVED.
10 Request for a public hearing for an application by Valentina's Portuguese Market LLC, Maria Arsenault,
proposed license manager, for a "Wines and Malt Beverages" package store license for premises at 888
Central Street. It is requested that legal notice be published in local newspaper, and public hearing to
be held on October 12, 2023, at 6 PM.
Motion made by Commissioner Taing to hold a public hearing at the October 10, 2023, meeting of the
Lowell License Commission, seconded by Commissioner Krieger. 4 yeas, 1 absent (C. Mercier),
APPROVED.
11 Public hearing for an application by LMG Presents Inc. [d/b/a] Lowell Memorial Auditorium, Peter Lally,
proposed license manager, for an "All Alcoholic Beverages" restaurant license for premises at 50 East
Merrimack Street.
Attorney Elizabeth Pisano represented LMG Presents Inc. at the meeting. Proposed License Manager
Peter Lally and Project Manager Greg Alexandropoulos also appeared before the Commission. Ms.

Pisano presented an overview of the application and explained that it would be like the previous license
held for the Lowell Memorial Auditorium (a property owned by the City of Lowell).
At the public hearing, no one spoke in favor of or in opposition to granting the license.

So DPD is going to be putting on a Southeast Asian style night market in Cambodia town. Essentially,
it's modeled after the outdoor night markets that you would see in Southeast Asia, they're very similar
to what you would see from a North American farmers market. It's just that it's so hot outside during the
day that they tend to happen after hours. This is something that has come up as a topic of
conversation, when we've been doing community engagement for the Cambodia town neighborhood
plan. And we have some remaining grant funding and thought it would be a really fun opportunity for a
pilot event that could hopefully be carried on as an annual tradition.

Um, I would be really happy if we got somewhere between 50 and 100. People.

So, this event is the harvest of hope. And we've been doing this this is a 37th year. And we have a
collection of friends and people who will support us financially to have an event to celebrate our
accomplishments as a shelter and housing supplier in the area.

So, we have typically, every year we do a little bit of a different theme. And so this year we're doing it at

Yes. Basuki in Missoula night is a fundraiser for our church, and a social event. Next year is our 100th
anniversary as a church in Lowell. So we need some funds to help us put on the events for 2024. We
have three Basuki musicians coming to play music. They'll be explaining their pieces before they
perform, well in the night with some Greek dancing, and we're also starting the night with Greek
homemade mirza or appetizers.

the Sonesta and this is just a routine change of corporate officers. We are adding a couple of
individuals and removing a couple as well. The new officers are Bradford Maxwell and P few peers and
we are removing Mark Sherwin Steven Miano and Carlos Flores.

Good evening, Chairman members of the board Elizabeth Pisano from Upton Cornell and Devlin on
behalf of the applicant LMG presents Inc. is is an application for a new general on premise license at
the Lowell Memorial Auditorium, there was a license previously there. So there has been the public
need established in the past, the operations will keep on the same way they're not changing anything
the same exact licensed areas as the previous licensee. With me is Peter Lally. He is the director and
president of LMG presents Inc and the proposal manager of record for the license. And we're happy to
answer any questions that you have very good.

The prior license was at a contract that was just expired and we've gone this route does that by the
way. That's what I figured. Okay. And Mr. Lally will be the big kahuna here, right? Yes. Miss lol he has
a very good reputation and city. I know he'll do a very good job. Any questions or comments for the
