Lowell License Commission | Meeting Minutes for 2024.11.21
This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on
Thursday, November 21, 2024, at 6:00 PM, and by Zoom invitation.

ROLL CALL:
On a roll call at 18:00, members present were, namely: Commission Chair Howe, Commissioner Krieger,
Commissioner Donahue, Commissioner Mercier, and Commissioner Taing.
MINUTES:
0 Acceptance of the meeting minutes for November 7, 2024.
Commissioner Krieger made a motion to approve the minutes for the meeting of Thursday, August
8, 2024, with the addition of Commissioner Donahue’s comments on fake licenses; seconded by
Commissioner Mercier. 4 yeas, 1 present (C. Taing) APPROVED.
1 Applications by Amanda Étinge, for two "Special One Day Licenses to sell/dispense Wines and Malt
Beverages only," for: a Celebration of Life from 7 PM to 1:30 AM on Saturday, November 30, 2024,
and a Ngemba Event from 7 PM to 1:30 AM on Saturday, December 14, 2024, at the Hellenic Center,
41 Broadway Street.
Ms. Etinge appeared before the Commission via Zoom. At Commissioner Howe’s request, she
explained that each event would have about one-hundred and fifty attendees served by four TIPS
Certified bartenders.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 5 yeas,
APPROVED.
2 Applications by Patrick Fitzgibbons, General Manager for Aramark at Tsongas Center, for sixteen
"Special One Day Licenses to sell/dispense Malt Beverages and Wines only," for basketball game
concessions at Costello Gym, 261 Riverside Street, on UML North Campus. Schedule of games' dates
& times provided.
Mr. Fitzgibbons appeared before the Commission in Council Chambers. He spoke briefly about the
various team success this season.
Move approval by Commissioner Mercier; seconded by Commissioner Taing. 5 yeas, APPROVED.
3 Application by Sanary Phen of Coalition for a Better Acre, for a "Special One Day License to
sell/dispense All Alcoholic Beverages," for the Lowell Yuletide Market at the City of Lights
Celebration, to be held on Saturday, November 30, 2024, from Noon to 8 PM at JFK Plaza, 50 Arcand
Drive.
Ms. Phen and Nicholas Campbell, of DIY Lowell, appeared before the Commission in Chambers to
discuss the event. Mr. Campbell, the event manager, explained that the two-day event would only

have alcohol on one of the days and that they anticipate about a thousand attendees in a short span
of time due to the City of Lights Parade. At Commissioner Donahue’s inquiry, Mr. Campbell noted
that he had increased volunteers during the high-traffic hours and that all bartenders are TIPS
Certified.
Move approval by Commissioner Krieger; seconded by Commissioner Mercier. 5 yeas, APPROVED.
4 Application by Nicholas Campbell, DIY Lowell, for a "Special Events Permit for Amplified Outdoor
Public Entertainment," for 'Lowell Yuletide Market at the City of Lights Celebration,' to be held on
Saturday, November 30, Noon - 8 PM, at JFK Plaza, 50 Arcand Drive.
Mr. Campbell clarified that amplification was needed for both days of the event.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 5 yeas,
APPROVED.
5 Petition to amend the “All Alcoholic Beverages” license operating hours from a 2:00 AM closing time
to 11:00 PM by Wisitaree Corp. [d/b/a] Blue Taleh, 15 Kearney Square, Steve Ramirez, License
manager.
Application postponed to December 12, 2024, meeting by the petitioner.
6 Application by The Greater Lowell Polish National Home Association for a change of license manager
for the all alcoholic beverages club licensee. Edward Kalenoski, proposed license manager, for
premises at 10 Coburn Street.
Mr. Kalenoski appeared before the Commission and spoke about his fourteen years of experience on
the board of the Club. He also spoke about his experience with alcohol sales and service prior to
working for the Association and regarding his role in compliance.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 5 yeas,
APPROVED.
7 Request for a public hearing for an application by Rex Liquors Inc., Kenneth Santos, proposed license
manager for transfer of an "All Alcoholic Beverages" package store license for 68 Mammoth Road. It
is requested that legal notice be published in local newspaper, and public hearing be held on
December 12, 2024, at 6 PM.
Motion made by Commissioner Taing to hold public hearings at the December 12, 2024, meeting of
the Lowell License Commission, seconded by Commissioner Mercier. 5 yeas, APPROVED.
8 Request for a public hearing for an application by Trem Caipira Restaurant Inc., Richard Blair,
proposed license manager, for an "All Alcoholic Beverages" restaurant license for premises at 62
Gorham Street. It is requested that legal notice be published in local newspaper, and public hearing
be held on December 12, 2024, at 6 PM.

Motion made by Commissioner Mercier to hold public hearings at the December 12, 2024, meeting
of the Lowell License Commission, seconded by Commissioner Taing. 5 yeas, APPROVED.
ADJOURNMENT:
Commissioner Krieger made a motion to adjourn at 18:09, seconded by Commissioner Donahue. 5 yeas,
APPROVED.
