This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on
Thursday, January 2, 2025, at 6:00 PM, and by Zoom invitation.

ROLL CALL:
On a roll call at 18:00, members present were, namely: Commission Chair Howe, Commissioner Krieger,
Commissioner Mercier, and Commissioner Taing. Commissioner Donahue was absent.
MINUTES:
0 Acceptance of the meeting minutes for December 12, 2024.
Commissioner Krieger made a motion to approve the minutes, with typographical corrections, for
the meeting of Thursday, October 10, 2024; seconded by Commissioner Taing. 4 yeas, APPROVED.
1 Application by Sophia Boucher, City of Lowell Cultural & Special Events, for a seasonal "Special Events
Permit for Amplified Outdoor Public Entertainment," for live and recorded music and speakers at City
of Lowell CASE-sponsored events being held in JFK Plaza, 50 Arcand Drive.
Ms. Boucher appeared before the Commission in Council Chambers.
Move approval by Commissioner Mercier; seconded by Commissioner Krieger. 4 yeas, APPROVED.
2 Applications by Amanda Étinge, for two "Special One Day Licenses to sell/dispense Wines and Malt
Beverages only," at the Hellenic Center, 41 Broadway Street for the following:
• Celebration of Life on Saturday, January 18, 2025, 7 PM to 1:30 AM.
• Thanksgiving Celebration on Saturday, March 1, 2025, 7 PM to 1:30 AM.
Ms. Étinge joined the meeting via Zoom and confirmed that these events would follow the same
standards of her other events.
Move approval by Commissioner Krieger; seconded by Commissioner Taing. 4 yeas, APPROVED.
3 Public hearing to amend an "All Alcoholic Beverages" package store license for SAPT LLC [d/b/a] Lowell
Liquors, for change of ownership and stock interest for premises at 638 Rogers Street.
Pathik Patel, Alcohol License Manager for SAPT LLC, joined the meeting via Zoom. He confirmed the
application for change of ownership interest and explained the reason for application. He confirmed
that he has ownership interest of other alcohol licenses and twenty years of experience with alcohol
license.
At the hearing, no one spoke in favor or in opposition to the application.
Move approval by Commissioner Mercier; seconded by Commissioner Krieger. 4 yeas, APPROVED.
4 Public hearing for an application by Asados Dona Flor Inc., Marina Martinez, proposed license
manager, for a new "All Alcoholic Beverages" Restaurant license for premises at 197 High Street.

No one appeared at the meeting to speak for the application.
Motion to continue the hearing at the next meeting of the Lowell License Commission made by
Commissioner Mercier; seconded by Commissioner Krieger. 4 yeas, APPROVED.
5 Public hearing for an application to alter the premises of an "All Alcoholic Beverages" package store
license for Dhairya Inc. [d/b/a] Store 38, for premises at 6 Laurel Street.
Sohil Patel, Alcohol License Manager for Dhairya Inc, appeared before the Commission. He explained
that they are removing a dividing wall so that the entire shop is one open space. Commissioner Krieger
inquired about the Abutter’s list, which was confirmed to be Certified. Commissioner Krieger asked
why the LeBlanc School wasn’t included, to which Nitin Patel (the previous owner and landlord of the
premises) replied that it is no longer a “regular school,” and that the place has security.
At the hearing, no one spoke in favor or in opposition to the application.
Move approval by Commissioner Krieger; seconded by Commissioner Taing. 4 yeas, APPROVED.
6 Public hearing for multiple amendments to an "All Alcoholic Beverages" Restaurant license for Warp
and Weft LLC, premises at 197 and 189 Market Street.
Attorney Michael Zaim appeared before the Commission with Craig Faulkner, Alcohol License Manager
and owner of Warp and Weft LLC. Attorney Zaim explained the application, which corrects the license
based on business entity changes that occurred many years ago – but were never communicated to
the ABCC. Zaim noted that this application, along with a resubmission of their most recent failed
application, should completely correct the Warp and Weft LLC’s filing with the ABCC.
At the hearing, no one spoke in favor or in opposition to the application.
Move approval by Commissioner Mercier; seconded by Commissioner Krieger. 4 yeas, APPROVED.
7 Public hearing for an application by Krishnaradha Inc [d/b/a] Captain John's, Ankit Patel, proposed
license manager for transfer of an "All Alcoholic Beverages" restaurant license for 333 Westford Street.
Attorney Michael Zaim appeared before the Commission with Ankit Patel, Happy Patel, and Ushaben
Patel, Officers of Krishnaradha Inc. Attorney Zaim reviewed the transfer of license application and the
qualifications of the new owners, as well as their TIPS Certification, ServeSafe Certification, and the
transition process being followed with the previous owner as the new owners take over operations.
Attorney Zaim also noted that although they had applied to the IRS for a Tax ID over a month ago, they
had not received that document yet.
At the hearing, no one spoke in favor or in opposition to the application.
Motion to approve subject to receipt of the EIN by Commissioner Mercier; seconded by
Commissioner Taing. 4 yeas, APPROVED.

8 Request for hearing regarding an application by Relaxe Salem LLC [d/b/a] Axe Shack for a change
location of the "All Alcoholic Beverages" Restaurant Licensee to 450 Chelmsford Street. It is requested
that legal notice be published in the local newspaper, and the public hearing be held on January 16,
2025, at 6 PM.
Motion to schedule the public hearing for the next meeting of the Lowell License Commission by
Commissioner Krieger; seconded by Commissioner Taing. 4 yeas, APPROVED.
ADJOURNMENT:
Commissioner Krieger made a motion to adjourn at 18:19, seconded by Commissioner Taing. 4 yeas,
APPROVED.
