This meeting was held in City Council Chambers, second floor, City Hall, 375 Merrimack St. on
Thursday, January 30, 2025, at 6:00 PM, and by Zoom invitation.

ROLL CALL:
On a roll call at 18:00, members present were, namely: Commission Chair Howe, Commissioner Krieger,
Commissioner Donahue, and Commissioner Taing. Commissioner Mercier was absent.
MINUTES:
0 Acceptance of the meeting minutes for January 16, 2025.
Commissioner Krieger made a motion to approve the minutes, with typographical corrections, for
the meeting of Thursday, October 10, 2024; seconded by Commissioner Donahue. 4 yeas,
APPROVED.
1 Application by Jonathan Northridge, Lowell Humane Society, for a "Special One Day License to
sell/dispense Wines and Malt Beverages" and for a "Special Events Permits for Amplified Outdoor
Public Entertainment," for the "Lowell Humane Society's Muddy Paws 5K & Block Party" to be held on
Saturday, April 26, 2025, from 10AM to 2PM; AND an application by Jonathan Northridge, Lowell
Humane Society, for a "Special One Day License to sell/dispense All Alcoholic Beverages" for the
"Paws for Celebration" event to be held on Friday, September 19, 2025, at the Lowell Human Society,
951 Broadway Street.
Jonathan Northridge appeared before the Commission in Council Chambers. He spoke about the
events held by the Humane Society the previous year (2024) and how they hoped that this year’s
events would be as successful. Solicitor Wood noted that it was his dog Pancake’s fault that he came
in last at last year’s Muddy Paws event.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 4 yeas, APPROVED.
2 Application by Robert Ramirez and Aracelis Santos [d/b/a] Moncho Eats, for a Common Victualler
License for 341 Westford Street.
Mr. Ramirez and Ms. Santos appeared before the Commission in Council Chambers. They spoke about
their Dominican restaurant in the recently rehabbed building.
Move approval by Commissioner Donahue; seconded by Commissioner Krieger. 4 yeas, APPROVED.
3 Application by Dorme Gatto LLC [d/b/a] Pizzelle Bakery, Shannon Arenburg, owner, for a Common
Victualler License for 201 Market Street.
Shannon Arenburg appeared before the Commission in Council Chambers. Ms. Arenburg had
appeared before the Commission in connection with 2024’s Folk Festival, where she had a Sidewalk
Stand. Ms. Arenburg reviewed some highlight of the menu for her new Bakery at its permanent

location, and noted that her grand opening was scheduled for February 7th. She was unable to confirm
or deny for Commission Krieger if she would have German “Brötchen” on the menu.
Move approval by Commissioner Taing; seconded by Commissioner Donahue. 4 yeas, APPROVED.
4 Application by Nicolas Wicker [d/b/a] Cartridge Cave, for a license to sell Secondhand Articles at 122
Merrimack Street.
Nicolas Wicker appeared before the Commission in Council Chambers. He spoke about his new “used
video gaming” store and confirmed for Commissioner Donahue that he wasn’t applying for a Pawn
Broker license.
Move approval by Commissioner Krieger; seconded by Commissioner Taing. 4 yeas, APPROVED.
5 Request for a public hearing for an application by Ankitkrishna Happyradha Corp [d/b/a] Captain
John's, Ankit Patel, proposed license manager for transfer of an "All Alcoholic Beverages" restaurant
license for 333 Westford Street. It is requested that legal notice be published in the local newspaper,
and the public hearing be held on February 13, 2025, at 6 PM.
Motion to schedule the public hearing for the next meeting of the Lowell License Commission by
Commissioner Taing; seconded by Commissioner Donahue. 4 yeas, APPROVED.
6 Communication from Solicitor Wood, City of Lowell Law Department, regarding application for
day/event alcohol license.
Solicitor Wood reviewed the Communication from the Law Department.
7 Certification of annual alcohol license renewals in the City of Lowell for 2025.
The Commissioners reviewed the list of “non-renewing alcoholic beverages annual licensees” for the
City of Lowell. Commissioner Krieger asked if the Aramark non-renewal was for the Inn and
Conference Center, which was confirmed by the Secretary.
The four Commissioners present certified the document with their signatures.
ADJOURNMENT:
Commissioner Krieger made a motion to adjourn at 18:11, seconded by Commissioner Donahue. 4 yeas,
APPROVED.
