The City of Lowell is seeking for approval of Site Plan Review under Section 11.4 and a Special
Permit under Art. 12.6G of the Lowell Zoning Ordinance and any additional relief that is
required. The applicant is proposing to construct a parking lot with 11 bus parking spaces along
with associated storm water management, landscaping and associated utilities. The site is
located in the Urban Mixed Use (UMU) zoning district.
Special Permit & Site Plan Review: 585, 591, 605, 609.1, 619, 629 Market Street; 616, 628, 636,
646, 650, 666 Merrimack Street; 23 Cabot Street 01852
The applicant proposes to construct a one hundred sixty three (163) unit privately developed
and operated dormitory. The proposed project is located in the Urban Mixed Use (UMU) zoning
district. The project requires Site Plan Review approval under Sec. 11.4 and 7.8 and Special
Permit under 11.3.1 and Article 12: Table of Uses of the Lowell Zoning Code.

Special Permit: 28 Walker Street 01854
The applicant proposes to construct two additional units on the subject property, bringing the total
number of units to three, with the appropriate parking. The proposed project is located in the
Traditional Multi Family (TMF) Zoning District and requires Special Permit approval for use under
Section 12.1.c from the Planning Board.
Rezone Petition: 25 Olney Street 01852
A Public Hearing will be held to hear all interested persons relative to a proposed zoning
amendment to extend the existing Light Industrial (LI) zoning district to include the area of 25 Olney
Street. The subject property is presently zoned Traditional Mixed Use (TMU).
