Minutes for Approval October 2, 2017 II. Continued Business Site Plan Review: 1857.1 Middlesex Street 01851 An application was submitted by Commons Wealth, LLC for Site Plan Approval for a project located at the above listed address. The applicant proposes to amend an existing Site Plan Review Approval to allow for an expansion in the number of grades from K – 8 to K – 12 and an expansion in the number of students to 1,200. The applicant is seeking Site Plan Review under Sec. 11.4 of the City of Lowell Zoning Ordinance. The proponent intends to expand the existing site, incorporating existing buildings, which includes a 92, 778 SQ FT addition. The subject property is located in the SMU (Suburban Mixed Use) zoning district. III. New Business Site Plan Review and Special Permit: 776 Lakeview Avenue 01850 An application was submitted by T-Mobile Northeast, LLC for Site Plan Review and Special Permit approval. Located at the above listed address in the Neighborhood Business (NB) zoning district, the applicant proposes to install twelve (12) panel antennas and supporting equipment on the rooftop of the existing building. The proposal is subject to the Special Permit Criteria under Section 11.3.2 pursuant to Section 7.6 - Telecommunications Facilities, Site Plan Review under Section 11.4 and any other relief required. Site Plan Review and Special Permit Amendment: 19 and 20 Academy Drive 01851 An application was submitted by Attorney James Flood, Jr., on behalf of Eagle Building Property, LLC, seeking an amendment to the previously approved Site Plan Review and Special Permit at 19 & 20 Academy Drive. The applicant proposes to convert and renovate the Property into twelve (12) one (1) bedroom studio apartments. The project requires an amendment to the previously approved Site Plan Review under Section 11.4 and any other relief required. The subject property is located in the TMF (Traditional Multi Family) zoning district. Site Plan Review and Special Permit(s): 555 Merrimack Street 01854 An application was submitted by Attorney James Flood, Jr., on behalf of Coalition for a Better Acre, Inc., seeking Site Plan Review and Special Permit (s) approval at 555 Merrimack Street located in the Urban Mixed Use (UMU) zoning district. The proposed development includes demolition of the existing structure and construction of a new four (4) story mixed use building. The project includes 1,704 SQ FT of retail space on the ground floor and a total of twenty –eight (28) residential units with improvements to the associated parking area. The project requires Site Plan Review approval under Sec. 11.4 and Special Permit approval under Section 6.1.6 (6) for a reduction in parking and under Article 12: Table of Uses from the Planning Board and any other relief required.
