Durkin, Assistant Superintendent for Student Support Services Date: August 14, 2015 This report addresses two topics relative to the 2015-2016 Parent and Student Handbook presented during the Joint Subcommittee Meeting for Policy and Student Support Services on June 24, 2015.  Printed Copies of the Handbook  Additions to the Handbook Printed Copies During the June 24, 2015 Subcommittee Meeting, a recommendation was made to eliminate printed handbooks for all grade levels for the upcoming school year. This model was successfully implemented during the 2014-2015 school year at Lowell High School with parents having access to online Google translations as well as receiving printed copies upon request. There were also cost savings associated with this change. District-wide implementation of the online handbook will result in substantial cost savings up to $20,000.00. In lieu of printed copies, the Parent/Guardian and Student Signature Page was amended to include information about how to access the handbook on the Lowell Public School website including directions for receiving a printed copy (see page 3). When the June 24, 2015 Subcommittee Meeting notes were presented during the July 15, 2015 School Committee Meeting, the recommendation for eliminating printed handbooks was not brought before the School Committee at that time. This report was prepared to ensure that all committee members are aware of this recommended change for the 2015- 2016 school year. 1 Additions to the Handbook There were two additional revisions made to the handbook since the July 15, 2015 School Committee Meeting. 1. The inclusion of two Departments and their respective Directors on the Lowell Public School Administration page in the Middle and High School Handbooks (see page 4):   Director of Human Resources - Michael Cassidy Director of Information, Communication and Technology - William Silver 2. Clarification of the new Attendance Warnings and Attendance Failures and Academic/Attendance Recovery Policy in the High School Handbook (see pages 5-7):  Following conversations with the Database Manager at Lowell High School, it was determined that there needed to be some modification to the language of the policy to make the policy clearer to all parties. These changes were reviewed by the Headmaster, Director of Curriculum, Housemasters and Department Chairs and all parties were in agreement with the changes indicated in red on pages 5-7. Instead of 75, a student may receive a 75W and an Attendance Warning Letter would be issued indicating that the student is in danger of not receiving credit for his or her course.  Any student with more than eight unexcused absences in the first quarter will receive an NC and will be required to participate in an Attendance Hearing with the House Attendance Team to determine eligibility for Credit Recovery. o If eligible, a student may recover credit by showing measured improvement in his/her attendance in the second quarter. o Measureable improvement will be determined by the House Attendance Team at the attendance hearing along with a review date to determine successful Credit Recovery.  Students who receive an NC in the second or fourth quarter of the semester will be evaluated by their House Attendance Team to determine whether they are eligible for academic/attendance recovery opportunities (see below).  Students who earn an NC both quarters of a semester will receive a 60 for the final grade and receive no credit for the course. Required Changes in Red:  Any student with more than four unexcused absences in a quarter will receive an Attendance Warning Letter. Quarter grades on the report card will receive an Attendance Warning (W) notation as part of the grade. o Ex. Instead of 75, a student may receive a 75W and an Attendance Warning Letter would be issued indicating that the student is in danger of not receiving credit for his or her course.  Any student with more than eight unexcused absences in a quarter will receive a grade with an AF” (Attendance Failure). Students that receive an AF will be required to participate in an Attendance Hearing with the House Attendance Team to determine eligibility for Grade Recovery. o If eligible, a student may recover the quarter grade by showing measured improvement in his/her attendance in the second quarter. 5  o Measureable improvement will be determined by the House Attendance Team at the attendance hearing along with a review date to determine successful Credit Recovery.  Students with more than 8 unexcused absences in a semester will receive a final grade of AF with a numeric equivalent of 60 and receive no credit for the course.  Students can have their original grade replaced through participation in the Credit Recovery program.  Students with over 15 absences in a semester are ineligible for Credit Recovery and will receive an NC zero for the semester. Academic/Attendance Recovery Program What was voted on by the School Committee: Any student who did not receive an NC first or third quarter and who exceeds more than eight absences in the semester may qualify to participate in the academic/attendance recovery program. Participation in the program is a privilege, not a right, and the following criteria must be met:  The student, after accruing five perfect days of attendance, must see the Housemaster to determine eligibility for the program. Once the Housemaster has determined that the student is eligible for the program, the Housemaster will officially enroll the student in the program. No student can be in the program without being officially enrolled by the Housemaster.  The student can have no more than fifteen (15) unexcused absences in a semester course unless there are extenuating circumstances and an exception is approved by the Headmaster/Housemaster.  Class cuts are not eligible for Credit Recovery.  The student must have five (5) days of perfect attendance (no unexcused tardies, dismissals, truancy, and no cuts) before beginning the program and the student must have met all other obligations including serving any outstanding detentions.  The student must sign a contract with the Housemaster and engage in work to recover the lost instructional time. The credit recovery requirements will be determined by the housemaster.  All students must be actively engaged during their credit recovery and complete the work assigned.
