Ms. Martin, Chairperson of the Personnel Subcommittee informed the Committee about the
Superintendent’s Evaluation Instrument that will be used for Superintendent Khelfaoui’s evaluation.
The Evaluation Instrument is broken down by the following goals:
Narrow the achievement gap for all students, and continue to improve the performance of our
level 2 and 3 schools, through the systemic use of school and district data. Develop a
comprehensive Strategic Plan and Increased Community Engagement and Transparency
Develop a District Diversity in Hiring Plan
Analysis of Student Learning, Growth and Achievement
Assessment of Practice Against Performance Standards

any questions they may have. Superintendent Khelfaoui informed the Committee that he would

12. 2015 / 395 - LHS Athletics – Rule 53 Waiver Request
Superintendent Khelfaoui spoke to the Committee about the LHS Athletics – Rule 53 Request that he
received from Jeannine M. Durkin, Assistant Superintendent for Student Support Services. The request
is seeking the approval of the Lowell School Committee for Lowell High School to seek a waiver with the
MIAA to allow 7th and 8th grade middle school students to tryout and participate on the Lowell High
School Ice Hockey, Ski and Boy’s Swim and Dive Teams during the 2015-2016 school year. The request
was approved.

13.1. 2015 / 396 - Health and Wellness Grant Report
Superintendent Khelfaoui spoke to the Committee about the Health and Wellness Grant Report that he
received from Jeannine M. Durkin, Assistant Superintendent for Student Support Services. The report
provided the amount of grant funds previously awarded to the Lowell Public Schools for Health and
Wellness Education aligned with the Massachusetts Comprehensive Health Curriculum Frameworks. A
motion was then made to suspend the rules to have the Superintendent look into the feasibility of
implementing more Health and Wellness programs with possible grant funds or from other funding
sources. The motion passed.

cost of $ 1,200 will be paid by the Athletic Department. Transportation will
be via private vehicles of coaches Phil Maia, Tim Patterson, Scott Ouellette
and Mary Beth McKenney.

17. 2015 / 394 - Dr. Salah Khelfaoui, Superintendent of the Lowell Public School, to attend
the MASC/MASS Joint Conference in Hyannis, MA from Thursday,
November 5th through Saturday, November 7, 2015. The cost of the
conference and lodging, not to exceed $946, will be funded by the
Professional Development budget.

Average Age of Text Books
[by Rodney Elliott]: Superintendent provide a report on average age of textbooks in Lowell
Public Schools.
The following materials have been purchased district wide to continue the work already
established in subject areas and to move forward this year with implementing more updated
material. The areas that need specific attention are at the middle level in Science and Social
Studies. Discussions during upcoming budget deliberations for next year need to have these
subjects at the forefront. This report does indicate that we have some materials that are outdated
and we realize it is our job to correct this. We have been fortunate to receive such programs as
PBS online programing, which is helping all teachers in these areas. Teams of teachers in
Science and Social Studies have been formed and are working toward next steps.

Lowell High School has used their textbook money in the last two years to order books and
instructional materials - such as curricular materials and sources for teachers and students
(Discovery Education, Primary Source, Listen Current, etc.) These types of purchases offer
multi-modal resources for students - online content, workbooks, softbound materials. We also
refresh our stock of paperbacks to use in the Humanities every year. Lowell High School also
used this money to update technology for better instructional delivery - interactive white boards,
overhead projectors and document cameras.
In terms of moving forward we are planning to use the money in a similar fashion. We have no
new textbook adoptions planned for the future. We will be replenishing some of our History,
Business, Science and Math textbooks for next year.

2. Report Card for K - Discussion
The newly developed Kindergarten report card was presented to the subcommittee. It
captures the suggestions offered from Kindergarten teachers as well as work by Curriculum
Coordinators and Early Literacy.
Working with the Coordinator of Research Testing and Assessment, the district was able to
develop and present a “new report card” that all stakeholders are pleased with and it will be
presented to principals and teachers for a December report card.

3. Eureka Mathematics/Elementary - Discussion
As the district continues to deepen our work in the area of mathematics, much conversation has
taken place with teachers and coaches to deepen our understanding of the Common Core State
Standards for Mathematics. The district has chosen to pilot the Eureka Math Program that has
been successfully aligned to Common Core. As it is the beginning of the year we will report back
to the subcommittee midyear for the impact the program seems to be making. Since our move to
standard based mathematics in 2003, we are aware of challenges that take place but as a district
team we are ready to discuss any that come up during this process.
The following were some updates presented by PreK–4 Mathematics Coordinator Magaly Ronan:
Sped Teachers love it.
Positives
K teachers are understanding the pacing.
G3 teachers appreciate arrays and tape diagrams.
Visuals help students understand commutative and distributive properties.
G1 used extended work with number bonds to quickly understand “change unknown.”
Teachers are becoming more comfortable, less hesitant, as they get deeper in.
Teachers reading and understanding standards better to help work through Eureka.
Working closely with Newcomer teachers, getting materials, figuring pacing and

4. iReady - Discussion
District Coordinators, and members of the Technology Department have been working together
to move forward with the iReady implementation. We are fortunate enough to have a system in
place for this year that will capture data on all students from grade K-8. School administrators as
well as coaches and coordinators will be monitoring this data throughout the school year. In
February, the district will report back to the subcommittee on the progress of schools and also
look into using a school as a case study.

i-Ready diagnostic testing is complete at the 5th grade level.
Diagnostic testing half complete in grades 6-8
The original elementary schools (Lincoln, Moody, Murkland, Rogers, Washington) that
completed the pilot year are already well underway. In some cases they are already using
instruction.
The rest of the elementary schools will be give diagnostic tests after Thanksgiving recess.
This will provide data on our entire K-8 population by using a single piece of software.
District Administration, principals, coaches, and teachers will all find this a very easy to
use and understand reporting system.
Training:
All Principals, Math Resource Teachers & Instructional Specialist (coaches) were offered
training by Curriculum Associates on how to access & read the diagnostic reports.
Last Friday (October 16th) all coaches went through a reporting training with CA
representatives. They also received training materials, and texts to use as supplemental
resources.
Next Steps:
Common planning times will be used to delve further into reporting and begin looking at
data derived from the system. The data will be used by coaches and teachers to inform
classroom instruction.
Additional workshops will be held to further enhance familiarity with the product and
reporting.

I am requesting approval of Rule 53 waivers to allow 7th and 8th graders to participate in Ice Hockey at the
Varsity or Junior Varsity level, Alpine Skiing at the Varsity or Junior Varsity level and Boys’ Swim and
Dive for the 2015-2016 Winter Season.
Rule 53 Student Eligibility for Middle School Students on Senior High Teams: A middle school student
is eligible to represent a senior high school on its athletic teams only when the MIAA member high
school includes those grades, and they are under the direct “jurisdiction” and “supervision” of the high
school principal (see Rule 51 for definitions).
The process for a waiver of this type requires the approval of the Merrimack Valley Conference,
Superintendent, Headmaster, Chairperson of the School Committee and all of the principals of 7th and 8th
grade students in the Lowell Public Schools (Assistant Superintendent Durkin has agreed to sign for the
principals for 2015-2016) and completion of an application before it moves to the District Athletic
Committee. If approved, a notice will be sent to all public schools in Lowell with the information in
regards to trying out for the team. The 7th and 8th graders with an approved physical and completed
consent form will be afforded an opportunity to try out with the understanding that they may not be
selected for the team. Alpine Ski, Ice Hockey and Swim and Dive Competitions have unique skill sets.
For this reason, there are not always a sufficient number of students in grades 9-12 with the competitive
experience who are not already playing.
Lowell High School successfully applied for a 7th and 8th grade waiver last season for Varsity and Junior
Varsity Ice Hockey and Alpine Ski. If approved the Boys’ Swim and Dive waiver will be submitted in
addition this year.

The following report is provided in response to a request by Mayor Rodney Elliott during the September
2, 2015 School Committee Meeting to provide the amount of grant funds previously awarded to the
Lowell Public Schools for Health and Wellness Education aligned with the Massachusetts
Comprehensive Health Curriculum Framework.
District financial records that can be accessed in Munis only go back to 1999. For the time span between
2000-2010, the Lowell Public Schools received Health and Wellness grant funds totaling $3,739,459.
Ten years prior, the grant funds supported up to 22 Health and Wellness district personnel annually. In
order to ascertain financial records for the time period between 1990-1999, additional resources would be
required to sort through paper records stored in archived files. During this time frame, I served as the
District Health Coordinator. The following positions were eliminated when federal and state grant funds
were depleted:

1 District-wide Peer Advisor
9 Peer Advisors (Stipend Positions)
2 District-wide Social Workers
7 District-wide Health Educators
District funds also supported Health Education Teachers during this time span at middle schools as well
as Lowell High School. These positions have been reduced over the course of the past twenty years due
to budgetary constraints with the exceptions of two middle school and four high school Health Teachers.
The elimination of these positions has created a significant gap in prevention education. Although Lowell
Public Schools partners with several community agencies to provide health and wellness opportunities in
our schools, these programs alone do not provide a comprehensive preventative approach to support the
vast needs of our student population.

As a new superintendent of the Lowell Public Schools I will have to rely on my past
performance in other districts as opposed to my experience in Lowell, since I have had very
little time to perform a well-informed self-assessment within the context of the Lowell Public
Schools.
Additionally, whenever a new superintendent is asked to perform a self-evaluation, the
recommendation is to use the developing ranking as opposed to needs improvement.
Within the instructional leadership standard, I find myself sufficiently proficient in the
knowledge and use of data and in schools and District goals. All other areas are still to be
developed as I spent more time in the district.
In the management and operations standard, I consider myself proficient in time for
collaboration, laws and ethics, ethical behavior and fiscal system. Other areas are yet to be
determined as I spend more time within the district working with school leaders.
In the standard of family and community engagement, I feel very proficient based on my
previous experience. I am continuing the same practices that made me successful in my past
district.
In the Professional culture standard, Based on my previous experiences in other districts I
feel very confident and proficient in all the other criteria within the standard.
