This trip is in accordance with the Massachusetts Curriculum Frameworks. The trip is schedule during April School vacation 2017. No substitute teacher is needed and no days of school will be missed. Students will leave on Friday, April 14 and return on Sunday April 23, 2017. Each student and chaperones traveling will incur the total cost of the trip on the amount of $2,368.00. 32. 2016 / 84 Previously approved on Janaury 6, 2016: Coordinator of Mathematics, Grades 5-8, Jeff Gwiazda and Coordinator of Science and Social Studies, Grades PreK-12, Martha Cohn requests permission to attend the U.S. Department of Education's Mathematics and Science Partnership Program (MSP) to be held Tuesday, March 1 through Thursday, March 3, 2016 in Baltimore MD. Presentation from Morey School Principal, Robin Desmond and Teachers The first topic of the evening was a presentation from The Morey School Principal and teachers. Principal, Robin Desmond started her conversation with “great things are happening at the Morey School” Subcommittee on Curriculum & Instruction February 9, 2016 Page 1 From there the principal went on to mention some of the school priorities the entire school body continues to work on to make the school the best it can be. • Attendance For attendance data, the principal reported that over the past three years the attendance data for chronic absences at the Morey School was 7% below the state average of 12.9%. Both teachers and principal acknowledge that this was something they have put a tremendous amount of effort into and it appears to be working. • Parent Engagement TATs – Approximately 100 (to date). These take place one half hour in morning and one half hour in the afternoon daily. Lowell Public Library Police Dog Demonstration I Robot Mass Cultural Council New England Aquarium Museum of Science – traveling science program Adopt a Classroom Grants 21st Century After School Programming Grant (Now named an Exemplary site by DESE for consistent excellent programing) It is important to note that above all of the happenings happening at the Morey School, both the teachers and administrators admit that it could not be done without the cooperation between one another. Teachers and staff feel very comfortable with the administrators and believe their voices are always heard. Likewise the administrators feel strongly that they have the right teachers in place every day to do the demanding work that needs to be accomplished. Expansion for LHS Financial Literacy/General Citizens Student Group The following report is in response to the motion below: by Connie Martin: “ Requesting that the Administration from Lowell High School and the student group, Generation Citizen, be invited to the next Curriculum Subcommittee to present on the current status of Financial Literacy instruction at the high school and to discuss opportunities for expansion”. Attached is a memo from Headmaster Brian Martin outlining the work done at Lowell High in more detail. Lowell High School continues to provide Financial Literacy in the following ways:  Grade 9 Seminar: As of this school year, we have fully integrated financial literacy into the curriculum in ALL grade 9 Seminar sections, which is a required course for every 9th grader. As such every current 9th and 10th grade has engaged in financial literacy units (a total of 12) that are taught  throughout the year, along with the other curricular components of Seminar. 2012-2013 Planning for grant took place during where a total of 12 staff members were involved in planning. The curriculum chosen for the Freshman Seminar course was the NEFE Financial Planning Program. Subcommittee on Curriculum & Instruction February 9, 2016 Page 3   2013-2014 Implementation for All Freshman Academy Math Seminar students (88) received financial literacy as part of the seminar program. Business electives accounted for  accounted for 157 students receiving financial literacy curriculum. 2014-2015 Further Implementation All 680 9th grade students in the Freshman Academy received financial literacy in the Seminar Course led by 33 teachers. Business electives had  an enrollment of 231 students who studied financial literacy as well. 2015 As of late spring at LHS 1,156 students over a period of two years have received financial literacy education due to the grant received. Additional Courses: Components of financial literacy have been integrated into all of the following courses across all  Economics (Social Studies) content areas:  Financial Algebra (Mathematics)  Advanced Quantitative Reasoning (Mathematics)  And across nearly all Business courses: o Personal Finance o Accounting o Intro to Financial Services (partnership with JDCU) o Marketing & Entrepreneurship o Sports and Entertainment Marketing o Retail Marketing Annual Financial Literacy Fair: Each year, in partnership with Jeanne D’Arc Credit Union, we offer a day-long “Money Strong For Life” Financial Literacy Fair in the spring for all interested grade 12 students - 275 students in the 13-14 school year, 315 students in the 14-15 school year, and we plan for a bigger number this year). ELL Department: The ELL has been trained in financial literacy and under the direction of the ELL Lead Teacher; financial literacy has been implemented in all newcomers, basic and some intermediate ELL courses. Generation Citizen Program This is a group of students who choose to take elective courses in Social Studies at Lowell High School. This program seeks to develop a greater interest in civics. Students choose a topic to study. Financial Literacy was a topic they looked to investigate because of interest. Students will be offered the opportunity to take courses the high school offers as part of their investigation. And any other courses connected to civics and interest. I would like to thank Amy McLeod and Dr. Roxane Howe for their assistance with this report. Update on Phonics Program "Fountas and Pinnell Phonics Resources were purchased for all classroom teachers in grades K-2 during the summer. These included lessons, a binder of resources, and access to online tools. Teachers were provided with a 1/2-day of professional development in their building to introduce them to the tools and begin thinking of how/when to use the tools instructionally. Melissa Newell, Coordinator of Language and Literacy PreK-4 provided training to the Literacy Specialists and they in turn provided training to their teachers. These sessions included the use of videos to see the resources in action and a chance to become familiar with the tools. Ongoing professional development around the implementation of the tool has been provided during CPT (Common Planning Time) at each school on an as needed basis. Implementation is going well thus far. Teachers are becoming familiar with the resources and incorporating direct phonics instruction during the day. This may be in the form of a whole group lesson, small group lesson, or individually during Reading and Writing Workshop. A dedicated time for phonics instruction for all is also recommended. Teachers may choose to follow the skills scope and sequence provided in the resource, or the monthly scope and sequence provided in the resource based on their preference and the students in front of them. As it is an implementation year, some are finding it easy to use and others are figuring out when and how to use it best. The two biggest concerns regarding the resources include the time to produce the materials for the work (word cards, games, letter tiles, etc.), because we did not purchase manipulatives, and the time to implement it during instruction. Since it is new, some are still trying to figure out when it fits best in their daily routines and which skills that students need. The district hopes to bring this up to grade 3 since we know phonics and vocabulary instruction are not only a focus in grades K-2, but continue throughout students’ learning, by purchasing the Fountas and Pinnell Word Study resources for the Grade 3 teachers and providing PD to them to accompany the resources. This will be a focus for grade 3 if the budget permits. Eventually we will move up to grade 4 and beyond, but will be choosing another resource to do so as the Fountas and Pinnell units only go through grade 3. The attached memo outlines the work that has been done at Lowell High School, with support from the Financial Literacy Grant, from 2012-2015. We continue to provide Financial Literacy in the following ways: Grade 9 Seminar: As of this school year, we have fully integrated financial literacy into the curriculum in ALL grade 9 Seminar sections, which is a required course for every 9th grader. As such every current 9th and 10th grade has engaged in financial literacy units (a total of 12) that are taught throughout the year, along with the other curricular components of Seminar. Additional Courses: Components of financial literacy have been integrated into all of the following courses across all  Economics (Social Studies) content areas:  Financial Algebra (Mathematics)  Advanced Quantitative Reasoning (Mathematics)  And across nearly all Business courses: o Personal Finance o Accounting  o Intro to Financial Services (partnership with JDCU) o Marketing & Entrepreneurship o Sports and Entertainment Marketing o Retail Marketing Annual Financial Literacy Fair: Each year, in partnership with Jeanne D’Arc Credit Union, we offer a day-long “Money Strong For Life” Financial Literacy Fair in the spring for all interested grade 12 students - 275 students in the 13-14 school year, 315 students in the 14-15 school year, and we plan for a bigger number this year). ELL Department: The ELL has been trained in financial literacy and under the direction of the ELL Lead Teacher, financial literacy has been implemented in all newcomer, basic and some intermediate ELL courses. We feel confident that the financial literacy curriculum has been embedded across grade levels and all students, by graduation, have engaged in learning about financial literacy. We welcome any suggested ideas to explore for further expansion.  Financial Literacy Grant Update Model: Non-Traditional and Multiple Disciplines 2012-2013 Planning: The grant provided teachers in business electives at the high school (Accounting, Personal Finance and Economics) the time to work with math teachers to integrate Common Core math standards into the curriculum. The grant also supported the work of math teachers at the Freshman Academy to work with Business teachers to create and integrate financial literacy into the Math Seminar Courses in collaboration with staff from Jeanne D’Arc Credit Union. A total of 12 staff members were involved in the planning. The curriculum chosen for the Freshman seminar course was theNEFE Financial Planning Program covering planning, borrowing, earnings, investing, services, and insurance. 2013-2014 Implementation: All Freshman Academy Math Seminar students (88 students) received financial literacy as part of the seminar program. Business electives accounted for 157 students receiving financial literacy curriculum. Planning: The grant provided funding for further integration of financial literacy into all freshman seminars. In • spring 2014, all freshman academy teachers were released from their teaching duties to engage in professional development to understand how to deliver the freshman financial literacy curriculum and how to integrate these concepts into all teaching and learning, with training provided collaboratively by LHS staff and Jeanne D’Arc Credit Union staff. A total of 36 staff members were involved in planning and/or training. 2014-2015 Implementation: All 680 9* grade students in the Freshman Academy received financial literacy in the Seminar Course led by 33 teachers. 231 students received financial literacy in the Business electives taught by three teachers. Planning: A planning group continued to refine the freshman seminar curriculum. A group of ELL teachers worked this year to adapt the financial literacy curriculum for English Language Learners with assistance from community partners (Jeanne D’Arc, International Institute, Coalition for a Better Acre). The goal is to provide ELL teachers with sufficient training in financial literacy to integrate financial literacy into their curriculum for the 2015- 2016 school year. 50 teachers will have been involved in planning, delivery or training. As of late Spring 2015 at LHS 1,156 students over a period a two years have received financial literacy education due to the grant. Outside of the financial literacy grant, Jeanne D’Arc Credit Union continues to support financial literacy at the high school, providing assistance with the delivery of the financial literacy curriculum, along with offering the MoneyStrong For Life Financial Literacy Fair each spring for grade 12 students (275, students in the 13-14 school year and 315 students in the 14-15 school year). Unfortunately, prior budget cuts required the district to reduce the number of Parent Liaisons in our schools. However, in schools lacking an official Parent Liaison position, a teacher or other professional is identified to work alongside the school principal on parent and family involvement initiatives. Schools work diligently to involve parents, families and community members. Our strategic plan process is an example of the significant outreach to families conducted during the course of the school year. Teachers collect evidence of their parent involvement efforts in Teachpoint, our educator evaluation tool, and Principals and district support personnel keep parent logs and other evidence of family involvement. The Citywide Parent Council held a re-launch on January 16, 2016 at the Stoklosa School. The Lowell Public Schools supported this effort by establishing meeting locations and ensuring that parents were aware of the ways to be involved in the effort. After Citywide Parent Council meetings, Superintendent Khelfaoui, and a member of his leadership team, meets with Citywide Parent Council leaders to listen to feedback and concerns raised by parents. Often, parents request information of us and we ensure that staff from different departments are available to answer questions and provide assistance. B. The LSAA shall withdraw Case Number AAA 01-14-0001-4195 from further proceedings before the American Arbitration Association. 5. Miscellaneous (New Article XXXII p. 37) A new Article XXXII (Miscellaneous) shall be added to the Contract with Section 32-01 stating as follows: Dress shall be professional and appropriate for an employee’s job. 6. Director of Alternative Education The attached is the new Job Description for the Director of Alternative Education. The LSAA shall withdraw Case Number MUP-14-4027 from further proceedings before the Department of Labor Relations. 7.
