Mr. Gendron asked Eilish Connaughton, retired Butler School Principal to address the Committee about her request to rename the auditorium after Mary Alice Foley, long time educator and former Assistant Principal at the Butler. Ms. Connaughton said that Ms. Foley inspired the children and was a tireless worker. A motion was then made to rename the Butler School Auditorium the Mary Alice Foley Auditorium. The motion passed. Mr. Gendron then gave a Status Update on Skanska, OPM on the High School Project. A PowerPoint presentation was given at the subcommittee meeting explaining that the feasibility study has started and that the process will take four to five months. The PowerPoint presentation went thru step by step what will take place during the feasibility study. Mary Ann Williams was present from Skanska and she addressed the Committee informing them about the School Building Committee Schedule and the Project Schedule. She also gave an explanation of the overall feasibility and schematic design process. The report was accepted as a report of progress. Dr. Khelfaoui then asked Ms. Sheehy to address the Committee about the report. The report includes a community school visitation schedule for the 2016-2017 school year. This is a planned public forum for participation in Lowell Public Schools in the form of a “doors open”, monthly visiting session at each and every elementary, middle and alternative school in the district. Mr. Frisch, School Business Administrator spoke to the Committee about the Year End Budget report that he had provided to the Committee. The report informed the Committee that the revised budget amounts to $158,010,396, from the total budget of $155,991,000 that has been expended through August 11, 2016. The remaining budget includes $1,967,724 encumbered for purchases. The available budget after deducting encumbrance amounts to $51,671.01. At this time, all budget adjustment has been made to all the accounts bringing them to positive balances. The food service transfers to reimburse the local budget for administrative indirect costs have been adjusted and reflect the appropriate amounts per the detailed supporting documentation. Mr. Frisch also addressed the circuit breaker account. As of June 30, 2016 the circuit breaker account had $2.8 million dollars of which $548,000 exceeds the allowable carry over limit. The district is only allowed to carry over $2.3 million which will result in money reverting back to the City. The district will be asking for the School Committee to request the $527,642 from the City Council to pay for the Kindergarten Paraprofessionals due to the fact that the Kindergarten grant was recently cut. Ms. Durkin informed the Committee that the data showed disparities in rates of suspension at LHS for one cohort of students. Mr. Martin and Ms. Durkin participated in a phone conference with Rachelle Engler Bennett, Director of the Office of Learning Supports and Early Learning at the Massachusetts Department of Elementary and Secondary Education on June 29, 2016 related to the student discipline data and the professional learning network the Department is launching. Mr. Underwood informed the Committee that a lot of work is being done throughout the district and that the schools will be ready on the first day of school. Many Committee members discussed the school grounds and making sure that the lawns are always cut and that the school yards are kept clean. A motion was then made to ask the Superintendent to make a plan to take care of the school grounds at our schools whether exploring it through donations or help from the community. The motion passed. Sheehy, Assistant Director of Human Resources. Dr. Khelfaoui then asked Ms. Sheehy to address the Committee regarding the policies. The policy includes the practices relative to the hiring process. The three main points of the policy is as follows: 1. The Lowell Public Schools will establish school-based interview teams, train teams in issues of diversity, equity and inclusion, and prepare teams to hold school based interviews. 2. The Lowell Public Schools will institute an early hiring candidate pool, enabling us to hire as early as possible to obtain the highest quality candidates for teaching and administrative positions. 3. Lowell residents holding Massachusetts Department of Elementary and Secondary Education certifications and the necessary qualifications, receive interviews when they apply for positions of any kind in the Lowell Public Schools. Mr. Frisch went over the proposed changes in the business office. The changes will improve internal controls, provide more efficiency in operations and provide improved service to internal departments and public requests. The following changes will be made:  The payroll supervisor duties will be absorbed by the three (3) payroll clerks and the Assistant Business Manager.  Rick Underwood moves from Interim Facility Director to Facility Director.  Mike Cassidy, Human Resources Director will become the Assistant Business Manager at his current salary.  Robert McCleod, Payroll Supervisor will become the Internal Auditor at his current salary.  Paul Wedel who is a contracted employee will become a Network Engineer at $85,000.  A LHS clerk will be added to the budget and the Energy Management position will be cut.  Nan Murphy and Jason DiCarlo will both receive a $15,000 stipend to assist with Leadership Academy. Pina Maggio will receive a stipend of $7,500 to assist with the Lowell Academy.  Assistant Superintendent of Curriculum, Director of Human Resources, Director of Information Services and Instruction Technology Support are vacant positions to be hired. Budget Transfer Request #2 To: Employee Salary Accounts (see Budget Transfer Form #2) $4,831,607.58 From: Employee Salary Accounts $4,752,914.85 Other Surplus Accounts $ 78,692.73 Total $4,831,607.58 The purpose of this transfer is to zero out the deficits in employee salary accounts. The deficits were realized when the employee union and non-union groups were settled. The original budget did not account for the increases from the settlement.
