Minutes of the Meeting of Wednesday, July 13, 2016 [Robert Hoey, Chairperson and Jackie Doherty, Chairperson] Mrs. Laura Ortiz addressed the Committee to speak in favor of the policy. Mr. Hoey, Chairperson of the Policy Subcommittee spoke to the Committee about the Life Threatening Allergic Reactions and Epi-Pen Policy revisions and then brought a motion forward to recommend that the revisions to the Life Threatening Allergic Reactions and Epi-Pen Policy that addresses all allergies/anaphylaxis in schools including, but not limited to food allergies be approved. Superintendent Khelfaoui asked Anne Sheehy, Assistant Human Resources Director to speak to the Committee about the Educator Evaluation Aggregate Data Report that he had given to the Committee. Ms. Sheehy spoke about the Massachusetts Educator Evaluation Protocol, The Five Step Cycle, District Participants, Defining Effective Teaching, and DESE recommended observations and feedback. The report also included evaluation data broken down by school, building based Principals and Assistant Principals, Social Workers and ETCs, Instructional and Literacy Specialists, and Alternative School Coordinators. Ms. Durkin informed the Committee that a proposal is currently being worked on to rezone the district that would accurately reflect a neighborhood school model and that also complies with the Lowell Voluntary Desegregation Plan. Ms. Durkin said that the District Rezoning Model will be reviewed by the newly established Student Population Growth Task Force. The District Rezoning Plan will be brought forward by December 2016 with a plan for implementation for the 2017-2018 school year. The report was accepted as a report of progress. Mr. Frisch informed them that there are still many purchase orders that need to be closed out and payroll that still needs to be posted to June 30, 2016. Superintendent Khelfaoui spoke about the 2015-2016 school year, his first year as the Superintendent and also his first year of his two-year evaluation cycle. He also informed them that this year was his formative year, while the second year will be considered the summative and final evaluation, and he will have to provide that to the Committee by the end of June 2017. Superintendent Khelfaoui spoke to each of his goals that were approved in the fall of 2015. The goals were: 1. Student Learning Goal – Narrow the achievement gap for all students. 2. District Improvement Goals – Increase community engagement and transparency and increase diversity in hiring. 3. Professional Practice Goal – Develop a comprehensive strategic plan.
