10.1. 2016 / 367 - Monthly Budget Report
The Monthly Budget Report that was provided to the Committee by Gary Frisch, School Business
Administrator showed the budget report for the period ending August 31, 2016. Mr. Frisch gave the
following summary:

11. 2016 / 375 - STEM Curriculum at Lowell High School
Martha Cohn, Curriculum Coordinator of Science and Social Studies and Paula Bransfield, STEM District
Support Specialist gave the Committee an update on the district’s progress of STEM programming for
grades K – 12. The update informed the Committee that STEM sparks curiosity in the elementary
grades, fosters critical thinking and problem solving in middle school and affords opportunities for high
school students to pursue STEM careers. It builds a strong base in the elementary grades to include
science content and engineering activities for students in grades K – 4. Each middle school has a STEM
club to encourage student independent research. The high school has Project Lead the Way which
empowers students to step into the role of an engineer though problem based learning. The plan is to
offer an engineering course for incoming freshman for the 2017-2018 school year so that a continuum of
engineering opportunities will be complete for grades K – 12.
A motion was made to accept the following Reports of the Superintendent: 2016/367, 2016/375 and
2016/379 as reports of progress. The motion passed.
12. 2016 / 379 - 2016-2017 Opioid Abuse Prevention and Awareness Education
The report 2016-2017 Opioid Abuse Prevention and Awareness Education from Jeannine Durkin, Deputy
Superintendent informed the Committee about the focus areas and plans to date around Opioid Abuse
Prevention and Awareness Education. Ms. Durkin listed the following:
University of Massachusetts Lowell Center for Program Evaluation Health, Wellness and
Prevention Feasibility Study – in Spring 2016, the Lowell Public Schools received funding from
Lowell General Hospital to contract with the University of Lowell Center for Program Evaluation
to conduct a feasibly study focused on Health Education inclusive of substance abuse prevention
provided in grades Pre-K – 8.
PEP Grant Application – The 2016 Carol M. White Physical Education Program (PEP) provides
grants to local educational agencies to initiate, expand and improve physical education and
health and wellness programming for students in grades Pre-K – 12.

Healthy Futures Proposal – Healthy Futures has provided evidence-based Health Education
programming in Lowell middle schools since 2002. The curriculum includes the addition of
lessons in all grade 5 – 8 classes focused on substance abuse prevention.
Elevate New England Pilot Project – The Lowell Public Schools is piloting Elevate New England
though collaboration with the Executive Director and Co-founder Rhea Gordon who also
provides Health Futures programming in all middle schools.
Curriculum Planning – During the 2016-2017 school year, select Lowell Public School
administrators will utilize the feasibility study results prepared by the University of
Massachusetts to determine recommendations for expansion of prevention programming
district-wide.
Improbable Players Theater Group – Over the course of the past two years, administrators from
the Office of Student Support Services have collaborated with the Improbable Players to provide
prevention performances for middle school students and parents district-wide. The Improbable
Players Theater Group have already spoken with the Student Support Services Office about their
performance for the 2016-2017 school year.
Parent Information – During the month of October, the Lowell Public Schools will launch
National Substance Abuse Prevention Month by raising awareness district-wide through public
service announcements sent via ConnectEd informing students, staff and families about the
substance abuse prevention material that will be shared on the Lowell Public School website.
Participation in the District Attorney’s Opioid Task Force and Greater Lowell Health Alliance
Monthly Meetings – The Deputy Superintendent for Student Support Services and/or her
designee attends the District Attorney’s Opioid Task Force and Greater Lowell Health Alliance
monthly meetings.
Screening, Brief Intervention and Referral to Treatment (SBIRT) – Administrator’s from the
School Department’s Office of Student Support Services have met with the City of Lowell’s
Health Department School Nurse Unity to develop an implementation plan for initiating the
SBIRT in the Lowell Public School as per the Opioid Bill that was signed on March 14, 2016.

15. 2016 / 362 - Approval of an Educational Research Request
Patrick Morasse, a mathematics teacher at Lowell High School is requesting permission to conduct
research at Lowell High School, as part of his graduate work at UMass Lowell. The objective of the
research is to investigate Algebra 2 students’ comprehension of polynomial function by analyzing
Algebra 2 students reasoning and procedural strategies when translating between different
representations of polynomial functions and analyzing Algebra 2 students’ representational preferences
when they are asked to interpret the number of intercepts of polynomial functions. The request was
approved.

The BRIDGE Program was recently notified that they would receive a $2,000 award from the Smith-
Purdon Foundation. The funds will be used for their 11th Annual Bully Conference, Quarterly Electives
and the Annual Ropes Course.

21. 2016 / 372 - Request permission for Eighty-six [86] Pawtucket Memorial students, along
with Principal Mathew McLean, Teachers; Dottie Durkin, Kim Bonfilio,
Katie Fay, Jennifer Silvestri, Jessica Thissell, Ashley Smith and Isiah
Simmons to participate in an overnight field trip to the Museum of Science
in Boston on Friday, October 21st through Saturday, October 22, 2016. The
trip will be paid by students and staff. The PTO will pay for the
transportation cost. There are no costs to the School Department budget.
No substitute teacher is needed.
A motion was made to take and approve all three (3) field trip requests for approval. The motion
passed.
As you are aware Lowell High School adopted the
Generation Citizen program through the Social Studies
Department in 2015-16.The staff piloted the program to
engage students in public policy discussions through civic
engagement opportunities. The year ended with Lowell
High School capturing first place in the overall competition
at the state house. As a result of this effort Lowell High
School was invited to participate in the summer White
House program. Department Chair Rob Delossa and
student O notse Jabar Omenyeni participated in the
program. The presentation for Lowell High School Involved
the Student Cultural Competency Committee and the
efforts students made to fully engage the Lowell High School
community. The event invite attached is a follow up to this
discussion and Lowell High School again has received an
invitation to participate. I will be attending with Class of
2017 student Andre Ragel. Andre has been involved in
literally every program at Lowell High School throughout his
four years and is an outstanding young man. Funds for this
trip will be covered through the Lowell High School
accounts. I respectfully request your support.

The Lowell Public Schools currently has a Help Desk Coordinator position. However, due to the
changing technology landscape, the tasks denoted in the current Help Desk Coordinator job description
are outdated and no longer serve the technology needs of the district. This job description has been
revised slightly to include some of the necessary technology qualifications and responsibilities, and the
position is now Help Desk Manager.
I recommend the School Committee approve this posting, to replace the position of Help Desk

Job Goal: The Help Desk Manager will assist with tracking and managing the calls and
tickets received by the Help Desk, resolving as many as possible on first contact.
Qualifications:
BA or equivalent preferred. Minimum Associate’s Degree in Business, Computer
Science, or a related field
Advanced computer skills necessary, including Word, Excel, and PowerPoint•
Five to ten years experience with Microsoft Server and Desktop technologies
Five to ten years experience with Active Directory Administration and Group
Policy skills•
Working knowledge of Macs and Apple products
Advanced knowledge of TCP/IP and basic knowledge of IP/Telephone •
Excellent technical troubleshooting skills
Must have a positive work ethic; possess excellent communications and public
relations skills along with excellent customer service and organizational/planning
skills
Must be able to work independently with minimum supervision, adaptable to
changing priorities, effectively manage and complete multiple assignments within
deadlines

Performance Responsibilities:
Provide technical support for the Central Office and all departments
Responsible for ordering supplies and replacement parts for all equipment
Maintain and update inventory of all Software, computers and peripherals
throughout the district
Coordinate and track all full time and part time technicians
Provide customer service to all end-users in a prompt, professional and courteous
manner
Field incoming help requests from end-users via telephone, e-mail and in person
Schedule preventative maintenance for all technology equipment
Document all pertinent end-user identification information in the Help Desk
tracking system
Evaluate, prioritize and schedule problem resolutions
Ensure minimum desktop configuration in place for end-user and provide
additional updates if necessary
Provide immediate service for resetting of passwords
Document, track and follow-up on all Help Desk tasks
Communicate mass outages of services planned and/or unplanned via website, e-
mail or phone call upon authorization from Director of ICTS
Perform consistent follow-ups on post-resolutions
Design, develop and create documented “Frequently Asked Questions” (FAQs)
and provide information to end-users
Analyze Help Desk trends and recommend end-user training
Identify and learn appropriate software and hardware used and supported by LPS
Perform other duties as assigned by the Network Operations Manager and
Director of ITCS
