The Lowell Public School Department values the contributions of its partners in the education of our children. This summer many of our partners - parents, guardians and caretakers of students in Grades K-8 were invited to support young learners in extending and enriching their literacy skills by encouraging daily summer reading. Our students were challenged, not only to read each day, but to also maintain a Summer Reading Log of their thoughts, feelings, and ideas. Students who participated read a total of 27,453 books totaling 1,439,803 minutes. This was an increase of 9,400 books read this year compared to last year of 18,016 books. All participating students received a certificate. Furthermore, all participating students were entered into a drawing. Those selected from the drawing will represent their schools at the October 5, 2016 Lowell School Committee Meeting. In addition, each of these sixty-three student representatives will receive a $20.00 gift certificate from Barnes & Noble Bookstore at the meeting. I would like to thank all parents, community partners, and staff who supported this effort. I would also like to thank the Lowell School Committee for its enthusiastic support of this initiative. Most especially, however, I’d like to offer my congratulations to all students who took advantage of this opportunity to enrich their lives through reading. I’m certain that the stories read and lessons learned through engaging literature added enormously to their summer experience. As a result, three schools advanced to higher accountability levels. Moody moved from Level 3 to Level 2, and two schools (Lincoln and Reilly) moved out of Level 3 status  and attained Level 1 status. Lowell now has: 7 Level 1 schools: Bartlett, Daley, Lincoln, McAuliffe, Pawtucketville, Reilly,  and Washington. 7 Level 2 schools: Bailey, Butler, Moody, Morey, Murkland, Pyne Arts, and  Wang. 7 Level 3 schools: Greenhalge, Lowell High, McAvinnue, Robinson,  Shaughnessy, Stoklosa, and Sullivan. 0 Level 4 schools. In calculating 2016 accountability scores, the Department of Elementary and Secondary Education (DESE) used conversion scores to compute accountability data; PARCC scores were converted to a MCAS equivalent. These MCAS equivalent scores were used to compute Cumulative Proficiency Index (CPI) and Student Growth Percentile (SGP) scores. Lowell schools were among the approximately 24% of statewide schools that moved from MCAS to PARCC in 2016. About half of the schools in the state were taking the PARCC for the second time this year, and the remaining schools continued with MCAS. We are held harmless on accountability levels due to the change of testing instruments. We expected a drop-off in scores, particularly when compared to the districts that were continuing with the test administered in 2015, due to the switch in tests. Instead of a drop-off, Lowell students in ELA and Math showed improved scores in 2016, compared to 2015 ELA improvement was significant and impressive. Math improvement was more modest. Science scores, still using MCAS, showed a slight decline from our 2015 scores.  In English Language Arts, the CPI went up from 77.2 to 80.8 (+3.6) for all students, and went up from 72.6 to 76.5 (+3.9) for high needs students;  In English Language Arts, the median SGP went up from 50.0 to 55.0 (+5.0) for all students, and went up from 50.0 to 54.0 (+4.0) for high needs students;  In English Language Arts, the percentage of students scoring Advanced went up from 9.7% to 11.7% for all students, and went up from 5.6% to 6.6% for high needs students;  In English Language Arts, the percentage of students scoring Warning/Failing went down from 14.4% to 11.5% for all students, and went down from 18.1% to 14.6% for high needs students;  In Mathematics, the CPI went up from 72.4 to 74.7 (+2.3) for all students, and went up from 67.3 to 69.7 (+2.4) for high needs students;  In Mathematics, the median SGP was unchanged at 49.0 for all students, and went up from 47.0 to 48.0 (+1.0) for high needs students;  In Mathematics, the percentage of students scoring Advanced went up from 19.8% to 23.1% for all students, and went up from 13.6% to 16.5% for high needs students;  In Mathematics, the percentage of students scoring Warning/Failing went down from 20.6% to 18.7% for all students, and went down from 25.3% to 23.2% for high needs students;  In Science, the CPI went down from 64.9 to 62.7 (-2.2) for all students, and went down from 58.4 to 55.2 (-3.2) for high needs students;  In Science, the percentage of students scoring Advanced went up from 5.5% to 6.3% for all students, and went up from 2.9% to 3.1% for high needs students;  In Science, the percentage of students scoring Warning/Failing went up from 24.4% to 28.6% for all students, and went up from 30.8% to 36.8% for high needs students; There have been some significant gains in percentile scores, and three schools advanced to a higher accountability levels.  Shaughnessy: 19%ile (last year 10%ile). Another year like this one, they will be our next Level 1 school.  Moody: 22%ile (last year 16%ile) moved to Level 2 status. This year’s annual PPI score for all students and high needs students was 94; a cumulative (four year) score of 75 is required to reach Level 1. The Moody’s cumulative PPI of 71 (all students) and 74 (high needs students) is close to the threshold for Level 1 status, and the Moody could easily reach Level 1 next year.  Lincoln: 27%ile (last year 19%ile) moved to Level 1 status this year.  Reilly25%ile (last year 20%ile) moved to Level 1 status this year.  Other Level 1 and 2 schools with gains of five or more percentile points are the Butler (+6), Daley (+7), Pawtucketville (+14), and the Pyne Arts (+9).
