Policy DBJ to the following: “In keeping with the need for periodic
reconciliation of the school department’s budget, the School Committee
shall authorize budget transfer of funds less than 10% of the total budget
within the Department of Education program account. The Assistant
Superintendent of Finance/School Business Administrator is required to
notify the School Committee on any budget transfer of 5% or greater by
the next School Committee meeting. Any transfers greater than or equal
to 10% of the total amount within the program account must be approved
by the School Committee. Also, any and all transfers outside of the
Department of Education program account must be approved by the
School Committee.”

SUBCOMMITTEES:
9.1.1. 2016 / 440 - Finance Subcommittee: Report and Approval of the Minutes of the
Meeting of Wednesday, October 26, 2016 [Robert Gignac, Chair]
Mr. Gignac, Chairperson of the Finance Subcommittee spoke to the Committee about the proposed
Budget Transfer Policy. The current policy states that the School Committee shall consider requests for
transfers as they are recommended by the Assistant Superintendent of Finance/School Business
Administrator and approved by the Superintendent. The proposed new action is to amend the policy to
allow the Assistant Superintendent of Finance/School Business Administrator to transfer up to 10%
within the approved Department of Education’s annual program funds before seeking requests. The
proposed policy also recommends that the Assistant Superintendent of Finance/School Business
Administrator is required to notify the School Committee on any budget transfer of $500,000 or greater
by the next School Committee meeting. Any transfer greater than or equal to 10% of the total amount
within the program account must be approved by the School Committee. A motion was made to
recommend to the full School Committee to revise Policy DBJ to the following: “In keeping with the need

Mr. Gignac then spoke to the Subcommittee about the current Permission to Enter Policy that is
presently being followed. Currently, the business office prepares the requisitions for services for $5,000
or more and a communication is provided to the School Committee. This communication provides the
vendor information, brief description of the services, requisition amount and the funding source. This
practice has been established since at least 2001, when all requisitions for services for $5,000 or more
required a contract. The new proposed policy is seeking permission to enter into a contract for services
that are greater than $10,000. A motion was then made recommend to the full School Committee that
the School Committee requires the Superintendent or his/her designee to seek permission to enter into
a contract for services that are greater than $5,000. The motion passed.

REPORTS OF THE SUPERINTENDENT:
10. 2016 / 434 - Community Service Learning Program
The Community Service Learning Program report provided from Robin Desmond, Interim Assistant
Superintendent of Curriculum, Instruction & Assessment informed the Committee that all schools
received a template to highlight the Community Service activities that will take place over the 2016-
2017 school year. In January and May 2017, the schools will be contacted to verify if there are any
updates. At the end of the year, the approximate total number of hours from all schools will be
calculated. The report included an example of activities taking place at a school.

13. 2016 / 436 - LHS Athletics - Rule 53 Waiver Request
Jeannine Durkin, Deputy Superintendent for Student Support Services presented a request from James
DeProfio, LHS Athletic Director to the Committee. The request is seeking the approval of the Lowell
School Committee for Lowell High School to seek a waiver with the MIAA to allow 8th graders to
participate in Ice Hockey, 7thand 8th graders to participate in Alpine Skiing, Boy’s Swim and Dive, and
Girls’ Gymnastics for the 2016-2017 winter season at the Varsity or Junior Varsity level.

14. 2016 / 438 - MASS EEC Fiscal and Program Compliance Review
Jeannine Durkin, Deputy Superintendent for Student Support Services provided the Committee with a
report from the Massachusetts Department of Early Education and Care following the Fiscal and
Program Compliance Review of the Lowell Public School Preschool Expansion Grant conducted on June
30, 2016. The report determined that the documentation, financial and internal controls and
programmatic components relative to PEG grand funds awarded to the Lowell Public Schools were in
compliance with PEG compliance and there were no findings requiring corrective action.

15. 2016 / 442 - Amendment for NRT Bus, Inc.
Gary Frisch, Assistant Superintendent for Finance/School Business Administrator provided the
Committee with an Amendment for NRT Bus, Inc. The amendment was due to the original contract
being for a multi-year term. Increases were due to needing more buses for regular transportation for
field trips and after school programs. These increases occurred over the term of the contract. The
budget reflected these increases, however, the original contract needed to reflect these increases as
well.

16. 2016 / 427 - Vote to accept Grant Award of $1,000 to the Lowell Public School
Attendance Department.
The Lowell School Department Attendance Office was recently notified that they would receive a
$1,000.00 donation from the District Attorney’s Office. The donation will be used to purchase
attendance incentives to support the efforts to increase attendance for all Pre-K – 12th grade students in
Lowell.

17.1. 2016 / 424 - Greenhalge School Speech-Language Pathologist Gail Thursby, to attend
the 2016 American Speech-Language Hearing Association Convention in
Philadelphia, PA, from November 17-19, 2016. The cost of the conference
fees of $465 and any additional expenses associated with this trip will be
funded by Ms. Thursby. There is no cost to the School District and no
substitute is needed.

18. 2016 / 425 - Wang Middle School Speech-Language Pathologist Michelle Scesa, to
attend the 2016 American Speech-Language Hearing Association
Convention in Philadelphia, PA, from November 17-19, 2016. The cost of
the conference will not exceed $385 and will be funded by Wang Individual
School funds. Ms. Scesa will cover any additional costs associated with
attending this conference. No substitute is needed.

The following report is in response to the motion below.
Community Service Learning Program Across District
[by Steve Gendron]: Request the Superintendent implement a Community Service
Learning Program across the Lowell Public School District and put a plan in place to
track these efforts at each school.
All schools were provided a template to highlight the Community Service activities that
will take place over the 2016-2017 school year. Attached is an example of activities
taking place at a school.
In January and May of 2017, the schools will be contacted to verify if there are any
updates. At the end of the year, we will calculate the approximate total number of hours
for all schools.
The Lowell Public Schools will once again plan for a Community Service Day on Friday,
May 26, 2017.

1 am requesting permission for Washington Elementary School Speech-Language
Pathologist, Lindsay Button, to attend the 2016 American Speech-Language-Hearing
Association’s convention in Philadelphia, PA on November 17th and 18th, 2016.
The convention program offers more than 1800 educational and research sessions. It is
the largest professional development opportunity available for Speech-Language
Pathologists and Audiologists. Attending the conference will enhance Ms. Button's
professional knowledge and skills, which will enable her to provide optimum care for
students, families, and colleagues.
The cost of the conference is $285 and has been paid for by Ms. Button. Following
completion of the conference, the cost of the conference ($285) will be submitted to the
