3. 2016 / 455 - Spotlight on Excellence – School Presentation
The Spotlight on Excellence Presentation featured the Lincoln School Garden. Ruben Carmona, Principal
of the Lincoln School and Francey Slater, from Mill City Grows showed a short video to the Committee.
The video showed the students working in the gardens and really working as a team. The Lincoln School
is a school of discovery and they feel the experiences the students are having in the garden will be
lifelong learning experiences. The School/Community Garden will be coming soon and it is a shared
space where both the school and community members have their own garden plots in which to grow
food.

adequate nursing coverage in all schools.

8.1. 2016 / 452 - Joint Facilities Subcommittee Meeting Lowell
School Committee and Lowell City Council: Report and Approval of the
Minutes of the Meeting of Wednesday, November 2, 2016 [Steve Gendron,
Chairperson and John Leahy, Chairperson]
Mr. Gendron, Chairperson of the Facilities Subcommittee spoke to the Committee regarding the plan to
address the over-crowding in the middle schools for the 2017-2018 school year. He said that last year,
the district had class size predictions of 32 and that 26 or less is the class size the Committee would like
to see. The proposed plan would be adding classrooms at the Rogers and by promoting the STEM
Academy at the 5th grade level like the district did last year so class sizes can be reduced district wide.
The plan also calls for at least four (4) sections of the 5th grade and at least two (2) sections of 6th grade.
This will be an increase of at least four (4) new classrooms at the Rogers STEM Academy just to maintain
the status quo as students migrate from one year to the next. The plan proposes an additional two (2)
new classrooms at the Rogers STEM Academy to reduce class size district wide. The new classrooms can
be either 5th grade or 6th grade or one of each depending on where we need to reduce class size district
wide. The Rogers STEM Academy will also need additional resources of staff and supplies if this plan is
adopted because they will be at a projected enrollment. A motion was made to recommend to the full
School Committee to have the Superintendent create a comprehensive plan to address the
overcrowding in the middle schools and include an analysis of average class size across the district. The
report was provided at this meeting and was discussed a length with a motion to refer the Middle
School Report to the Facilities Subcommittee for further discussion. The motion passed. Mr. Gendron
also spoke about facility maintenance in schools and how we need to continue to work on solutions
regarding these issues

REPORTS OF THE SUPERINTENDENT:
9. 2016 / 445 - Youth Summit Report
Jeannine Durkin, Deputy Superintendent for Student Support Services spoke about the Massachusetts
Youth Summit on Opiate Awareness report that she had provided to the Superintendent. The Youth
Summit is a free statewide event sponsored by the Mark Wahlberg Foundation, which includes a
showing of “If Only”, a short film co-produced by James Wahlberg with support from Recovery Centers
of American and Millennium Health. All 8th grade students in our middle schools have been invited to
participate with transportation provided by the district. Additionally, all 9th grade students at the LHS
Freshman Academy and all Career Academy students will be participating in the Youth Summit on
December 6, 2016.

Superintendent Khelfaoui gave the Committee the annual David J. McHugh Alternative Middle School
Bridge Program report that he received from Jeannine M. Durkin, Deputy Superintendent for Student
Support Services. The report contains an overview of the program and core curriculum, program data,
performance objectives, staff profiles, and community initiatives for the 2015-2016 school year.
The report was accepted as a report of progress.

12.1. 2016 / 450 - Middle School Report
The Middle School Report that was provided to the Committee by Gary Frisch, Assistant Superintendent
for Finance/School Business Administrator responded to a request to develop a middle school plan with
a goal of reaching an average class size of 25-26 students. The report included class sizes for Grade 5 – 8
as of October 1, 2016 and projected class sizes for Grades 5 - 8 as of October 1, 2017. It also had a
proposed Middle School Plan for 2017-2020 that included operating costs. A motion was made to refer
the Middle School Report to the Facilities Subcommittee for further discussion. The motion passed.

13. 2016 / 451 - Vote to accept a donation of sixty books to the office of Student Support
Services, Early Childhood Department.
The Office of Student Support Services, Early Childhood Department, recently received notification from
On the Move that a donation of sixty (60) books has been awarded to the Lowell Public Schools. These
books will support professional development and community implementation of Lowell Public School’s
Preschool Curriculum Module 4 – We All Have Ideas.

Robert Hunt and Dan Tobin and Nurse Collen Asselin, to attend the
Missisquoi Valley Union High School Holiday Tournament in Highgate,
Vermont on December 9th and 10, 2016. All expenses will be paid by the
Friends of Lowell High School Ice Hockey Committee. The students-athletes
will be missing a half day of school.

15. 2016 / 458 - Daley School Speech-Language Pathologist Kristen Carter, to attend the
2016 American Speech-Language Hearing Association Convention in
Philadelphia, PA, from November 17-19, 2016. The cost of the convention
of $285 and any additional expenses associated with this trip will be
funded by Kristin Carter. There is no cost to the Lowell School Public
Schools and no substitute is needed.

The Office of Student Support Services, Early Childhood Department, recently received notification

Dear Chief Winward,
I am writing on behalf of the Lowell School Committee to thank you for the many Lowell
Public School families who benefited from participation in the annual coat drive “Coats
from Ann Above” held on October 14, 2016. Retired Lowell Firefighter Larry Finn along
with all the members of Local 853 including Lieutenants Michael Ryan, Paul Cassella
and Michael Boldtighini worked diligently to raise money to provide 150 Lowell Public
School students with brand new coats from Kohl’s Department Store.
Please know that the tireless efforts of the Lowell Fire Department Local 853 have
brightened the coming winter for the students who received these coats and for that our
school leaders are grateful.
In addition to the new coat drive, the Fire Department also provided a gently used coat
giveaway the following weekend for families who could not participate in the Kohl’s
event. This event was also very well received by students and their families.
We are thankful for the dedication and kindness displayed by Lowell Firefighters in
support of our school children and their families.
