TOWN OF LOXAHATCHEE GROVES TOWN HALL COUNCIL CHAMBERS 155 F. ROAD, LOXAHATCHEE GROVES, FL 33470 ROADWAY, EQUESTRIAN TRAILS AND GREENWAY ADVISORY COMMITTEE MINUTES AUGUST 21, 2025 — 5:00 PM — 5:30 PM Meeting Audio Available Upon Request in the Office 0fthe Town Clerk CALL TO ORDER The Roadway, Equestrian Trails and Greenway Advisory Committee meeting was called t0 order at 5:00 PM by Committee Chairperson Frank Schiola. PLEDGE OF ALLEGIANCE The Committee began the meeting by reciting the Pledge of Allegiance, led by Chairperson Schiola. ROLL CALL (Please note there is a vacancy in Seat 2) Present Members: 0 Frank Schiola, Chairperson o Katie Lakeman, Committee Member o Ashley Bruce, Committee Member Absent Members: o Darcy Dean Murray, Vice Chairperson Present Staff: o Craig Lower, Public Works Superintendent o Ennya Blaise, Management Analyst. Town of'Laxahatchee Groves Augusl 21, 2025 R0adway,Equestrian Trails and Greenway Advisory Committee Page No. 2 APPROVAL OF MEETING AGENDA Motion: Committee Member Ashley Bruce made a motion to approve the agenda as is. The motion was seconded by Committee Member Katie Lakeman. Motion passes 3-0. APPROVAL OF THE MEETING MINUTES There were no meeting minutes that needed approval ADDITIONS, DELETTIONS, AND/OR MODIFICATION TO THE AGENDA There were n0 additions, deletion or modifications to the agenda. REGULAR AGENDA Agenda Item: Draft proposed Horse/Multi purpose trail sign design with rules, Town Logo, and placement plan Proof is still in progress. This item was tabled until the next meeting. Agenda Item: Committee recommendations to bring forward to the Town Council One of the concerns that Committee Member Katie Lakeman brought up was the stockpile of dirt. Public Works Superintendent Craig Lower explained that the pile is shell rock and that this was stockpiled in order to later be used. The price of shell rock rose so this was a proactive decision. The shell rock saved the town roughly $15-16K. Committee Member Lakeman explained her concern was that riders may not see the pile, but Public Works Superintendent Lower reassured the pile will be dispersed. Committee Member Ashlev Bruce recommended providing Council with a report on what the committee has discussed and worked on. This would include the work being done on signage, current equestrian PSA, updated maps, and trail expansions. In terms of signage, members discussed clarifying compliance with ordinances and regulations in place to emphasize the importance. The committee discussed turning areas that currently are for horses into a multi—purpose area. Furthermore, there were discussions regarding grants and an update on grants that were submitted in February. Agenda Item: Committee recommendations for any grants that relate to the responsibilities of the RETGAC Committee The committee discussed the possibility of new grants as well as possible updates on past ones. Specifically, the Mural Grant was named. The committee would like to see more but is unaware if there are any available. Town 0fL0xahatchee Groves August 2], 2025 R0adway,Equestrian Trails and Greenway Advisory Committee Page N0. 3 Committee Member Bruce provided a report in the ride—along with Public Works Superintendent Lower in the day. Some of the takeaways from the ride include more pedestrian and horse friendly bridges, challenges with trail connectivity, stop/crossing signs at traffic intersections, and milling asphalt to improve horse traction. COMMITTEE MEMBERS COMMENTS Committee Member Bruce urged the Council to think about how we can have trails. As well as parking for trailers. Chairperson Schiola commented that he appreciates the work that is being done within the town. More work to be done but is satisfied with work done so far. Member Schiola also commented on legislature that was being pushed about eliminating property taxes, he mentioned the importance of these taxes on the municipality for many of the projects that are currently in the works. CONFIRMATION OF THE NEXT MEETING DATE 0 The next Roadway, Equestrian Trails and Greenway Advisory Committee meeting will be on September 25, 2025 at 5:00 PM. ADJOURNMENT There was a motion t0 adjourn made by Committee Member Ashley Bruce, seconded by Committee Member Katie Lakeman. Which passed 3-0. The meeting was adjourned at 5:30 PM. Oakes Committee Staff Liaison: Craig Lower, Public Works Superintendent Civility: Being "civil" is not a restraint on the First Amendment right to speak out, but it is more than just being polite. Civility is stating your opinions and beliefs, without degrading someone else in the process. Civility requires a person to respect other people's opinions and beliefs even if he or she strongly disagrees. It is finding a common ground for dialogue with others. It is being patient, graceful, and having a strong character. That is why we say "Character Counts" in Town of Loxahatchee. Civility is practiced at all Town meetings. Special Needs: In accordance with the provisions of the American with Disabilities Act (ADA), persons in need of a special accommodation to participate in this proceeding shall within three business days prior to any proceeding, contact the Town Clerk’s Office, 155 F Road, Loxahatchee Groves, Florida, (561) 793-2418. Quasi-Judicial Hearings: Some of the matters on the agenda may be "quasi-judicial" in nature. Town Council Members are required to disclose all ex-parte communications regarding these items and are subject to voir dire (a preliminary examination of a witness or a juror by a judge or council) by any affected party regarding those communications. All witnesses testifying will be "sworn" prior to their testimony. However, the public is permitted to comment, without being sworn. Unsworn comment will be given its appropriate weight by the Town Council. Appeal of Decision: If a person decides to appeal any decision made by the Town Council with respect to any matter considered at this meeting, he or she will need a record of the proceeding, and for that purpose, may need to ensure that a verbatim record of the proceeding is made, which record includes any testimony and evidence upon which the appeal will be based. Consent Calendar: Those matters included under the Consent Calendar are typically self-explanatory, non controversial, and are not expected to require review or discussion. All items will be enacted by a single motion. If any item is quasi-judicial, it may be removed from the Consent Calendar to be heard separately, by a Town Council Member, or by any member of the public desiring it to be heard, without a motion.
