MINUTES
I. CALLED MEETING TO ORDER:
Roll Call: Mike Broten, Sonja Jensen, Kyle Johansen, Jerry Kruse, Nick Mueller, Felicia
Pedersen, Ron Steen- all here
II. PLEDGE OF ALLEGIANCE:
III. AGENDA: Motion by Jensen/Mueller to approve the agenda, all in favor – aye, carried.
IV. APPEARANCE BY VISITORS: Two residents were present to inquire about the hit and
run accident in the Village involving a little girl that was run over.
V. CONSENT AGENDA: Motion by Steen/Jensen to approve the consent agenda as
presented, all in favor – aye, carried.

a. Park Avenue Project Update – Grant application deadline is May 18th, more updates at
the August meeting. See handout

VII. PUBLIC WORKS:

a. Motion by Johansen/Steen to approve Resolution #6-14-2023-1 annual eCMAR, all in
favor – aye, carried.
VIII. LUCK SCHOOL / BOAT LANDING: Motion by Broten/Steen to approve Carl Hetfeld to
create two new legal descriptions for the parcel of land/right of way, in order for the Luck
School to dedicate the boat landing property back to the Village, all in favor – aye, carried.
(The Village already maintains the Street, So. Shore Dr., that is outlined in red on the
attached map).
IX. GOLF AGREEMENT: Motion by Johansen/Kruse to approve the Annual Golf Agreement
with changes, see hand-out – all in favor – aye, carried.
X. GOLF SUPERINTENDENT JOB DESCRIPTION: Motion by Jensen/Mueller to approve
the golf superintendent job description with a change in: DUTIES (a) last sentence
add: Analyze financial statements. Work with the Club House Manager to ensure the
safekeeping of assets, all in favor – aye, carried.
XI. GOLF CLUBHOUSE MANAGER JOB DESCRIPTION: Motion by Johansen/Steen to
approve the golf clubhouse manager job description with a change to: ESSENTIAL
DUTIES AND RESPONSIBILITIES – remove item (J.), all in favor – aye, carried.
XII. VILLAGE CLERK JOB DESCRIPTION: Motion by Jensen/Kruse to approve the change
in the Village Clerk job description to Add: Tourism Duties, all in favor – aye, carried.
XIII. APPOINT TOURISM REPRESENTATIVE: Motion to approve Jennifer Anderson as the
new Tourism Representative effective April 12, 2023, all in favor – aye, carried.
XIV. GOLF CLUBHOUSE MANAGER JOB CLASSIFICATION: Motion by Steen/Broten to
approve a change in the clubhouse manager Job Classification: from seasonal full-time
employee to regular full-time employee, all in favor – aye, carried.
XV. GOLF NEW HIRES: Motion by Jensen/Mueller to approve the following new hires as
presented, all in favor – aye, carried.

XVI. LUCK FIRE DEPARTMENT: Motion by Mueller/Broten to approve the picnic license for
the Luck Fire Dept. Corn Feed on August 12, 2023 from 10am to 11pm, all in favor – aye,
carried.
XVII. RESCIND RAZE ORDER-THRIVENT BUILDING: M otion by Jensen/ K ruse to approve
Resolution #6-14-23-2 (whereas the parties to said court action have reached a
resolution that will result in the dismissal of the litigation and either repair of the building

or teardown of said building), to rescind the raze order perm it that w as issued on
12/ 13/ 22 by B en Cam pbell – Building Zoning I nspector and approved by the Luck
Village B oard on 12/ 14/ 22 for the property located at 201 S. M ain St. – Chris and
M elanie M oore Thrivent Building , all in favor – aye, carried.
XVIII. VILLAGE WEBSITE HOST: Motion by Jensen/Mueller to approve Gilhoi Web Design, LLC
(Jay Gilhoi-quote attached) as the new website host for the Village of Luck for 2024, all in
favor – aye, carried.
XIX. WEBSITE ANNUAL FEE: Motion by Johansen/Mueller to approve invoice # 4325806 in
the amount of $660.00 payable to Catalis-GovOffice (current provider), for service to
continue from March 2023 to February 2024, all in favor – aye, carried.
XX. LIQUOR LICENSES: Motion by Johansen/Jensen to approve the following as presented
for the ensuing year ending June 30, 2024, all in favor – aye, carried.

• Golf Comm - Over 700 rounds, concert nights are scheduled, discussed cemetery mowing and
Frandsen dedication went well.
• Lake Management - Nothing
Nick Mueller
• Northland Ambulance – Meeting next month. Scheduling has improved, 14 new and returning
employees
Sonja Jensen
• Library – Meeting on Monday
• Police - Nothing
• Tourism – Nothing but will start having monthly meetings
Kyle Johansen
• Finance – Acted tonight
• Planning Comm - Nothing
Felicia Pedersen
• Community Club – Lucky Days on track. New Banner donated by Felicia Pedersen, she is ordering a
bigger one for next year. All shifts have been filled. Discussed Village flower baskets order going
forward, the Community Club prefers the Village to pay and do their own baskets.
• Fire Dept.- They had a special meeting. Purchased a new Fire Truck it’s a year 2000, purchase price
$1,500.00. It holds 1,000 gallons of water (500 more than the old 1997). They will sell the old truck
to the Lorain Fire Department for $5,000.00
