The Mayor Pro Tem presides in the absence of the mayor and acts as mayor when the mayor is unable to perform duties. DECLARE COUNCILOR SEAT VACANT ACTION Lyons City Charter – Section 7.8 Vacancies Lyons City Charter – Section 7.9 Filling Vacancies The person with the most write-in votes declined acceptance of the position, therefore Council must declare the seat vacant.
