TUESDAY, APRIL 8, 2014 AUDITORIUM CALL TO ORDER: The meeting was called to order at 5:32 P.M. ROLL CALL MEMBER PRESENT: Travis Palladeno, Mayor Terry Lister, Vice-Mayor Nancy Hodges, Commissioner District 2 Elaine Poe, Commissioner District 3 Pat Shontz, Commissioner District 4 STAFF PRESENT: Shane Crawford, City Manager (CM) Thomas Trask, City Attorney (CA) Vince Tenaglia, Finance Director (FD) Aimee Servedio, City Clerk (CC) STAFF ABSENT: Dave Marsicano, Central Services Director (CSD) AGENDA SETTING FOR THE APRIL 22, 2014 WORKSHOP 1. TOPICS: A. DISCUSSION ON UNDERGROUND UTILITIES-Presentation by CPWG, Steve Tarte City Manager, Shane B. Crawford, Central Services Director Dave Marsicano CM: Stated that Steve Tarte has new cost proposals and that he wants t9 walk the Commission through the relationship between burying the utilities and the Gulf Boulevard project. B. DISCUSSION ON FANTASY PLANET BUILDING EXISTING LEASE City Manager, Shane B. Crawford CM: Mentioned that the lease for the Fantasy Planet Building is going to expire soon, and that it is up for renewal. UPDATE ON SOBER HOUSES Commissioner Elaine Poe CM: Items C and D were requests by Commissioner Poe in regards to short term rentals issues and the Sober House issue. E. DISCUSSION OF VACANCY ON LIBRARY BOARD (1) OPENING City Manager, Shane B. Crawford, City Clerk Aimee Servedio CM: Mr. Brian Bornemann is no longer able to serve; we need somebody to finish his term. Unfortunately, by the luck of the draw, he had the longer term and Steve Kochick's position is up in a few months so that will also have to be filled in the fut ure. F. DISCUSSION ON RFP FOR LAND LEASE AT NORTH END OF VILLAGE BLVD FOR OUTDOOR SEATING City Manager, Shane B. Crawford CM: We were requested to take a look at it, we will have to get some pictures or do a site-visit. Right now it is just a wasted space, so the City should look at what they want to do in regards to this. G. DISCUSSION ON INCREASE IN FEES FOR BUSINESS TAX RECEIPTS City Manager, Shane B. Crawford, Finance Director Vince Tenaglia CM: That is a relatively minor thing, but we haven't adjusted it. Adjust it to five (S) percent every year; the difference will be a couple thousand dollars for the City. H. DISCUSSION ON ESTABLISHING THE BOARD OF COMMISSIONERS 2014-2015 POLICY HANDBOOK City Manager, Shane B. Crawford, City Clerk Aimee Servedio CM: The City Clerk and the City Manager have reviewed it and added some housekeeping changes to it. Between now and the Workshop, he urges the Board to read the document and voice any opinion or changes they may want to add before it is approved. I. DISCUSSION ON RV PARKING IN JOHNS PASS PARK City Manager, Shane B. Crawford CM: This is part of completing a six-month review on the topic. If the City Mayor wants to un-designate parking lots for RVs or leave the subject alone that is fine. RVs tend to park at the Marinas, not at John's Pass Park. J. DISCUSSION ON POTENTIAL DEBT ISSUE RELATED TO STORMWATER DRAINAGE AND ROADWAY IMPROVEMENT PROJECTS 2( BOC Agenda Setting Meeting 04/08/2014  Finance Director, Vincent Tenaglia CM: This discussion relates to water drainage and roadway improvement projects. This is to cover ourselves in case we want to issue debt service, for example to use for a road project. The money we spend now we can actually pay ourselves with debt services. K. DISCUSSION ON POSSIBLE PURCHASE OF DON'S DOCK City Manager, Shane B. Crawford, Central Services Director Dave Marsicano CM: He has spoken individually to the Board about this issue and everyone is aware of what it is in reference to, it just needs to be discussed. L. DISCUSSION ON DIGITAL SIGNS, ELECTRIC UPGRADE IN JOHNS PASS VILLAGE, AND PUMP-OUT BOAT City Manager, Shane B. Crawford, Central Services Director Dave Marsicano CM: There will have to be budgetary considerations before this can be decided. The CM and FD have proposals for how they can purchase the property, but it will have to be further discussed. Also, even though it is not mentioned in this agenda, staff is going to request a referral on the spec appr~val for the replacement of the dock at the City Marina, until the CSD is back from sick leave. A motion to approve the agenda for the April 22, 2014 Workshop was made by Commissioner Shontz and seconded by Commissioner Poe. Commissioner Hodges: Asked to educate the population regarding the crosswalks. CM: Explained that the Sheriff Department is going to engage in a campaign to address the crosswalk issue.
