THE CITY OF MADEIRA BEACH, FLORIDA
BOARD OF COMMISSIONERS BUDGET MEETING
THE BOARD OF COMMISSIONERS, CITY OF MADEIRA BEACH,
FLORIDA will hold a Special Meeting at City Hall, 300 Municipal
Drive, Madeira Beach, Florida to discuss the items of City
business listed here on at the time indicated below.
6:00 p.m. September 18. 2014 Auditorium
A. CALL TO ORDER-The meeting was called to order at 6:00 p.m.

1. ORDINANCE 2014-05
SECOND READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA,
ESTABLISHING THE MILLAGE RATE FOR FISCAL YEAR 2015; PROVIDING AND
ANNOUNCING THE NAME OF THE TAXING AUTHORITY; THE ROLLED-BACK RATE; THE
PERCENTAGE INCREASE OVER THE ROLLED BACK RATE; AND THE FINAL ADOPTED
MILLAGE RATE; BY PROVIDING FOR READING IN ITS ENTIRETY; AND PROVIDING FOR AN
EFFECTIVE DATE.
The CA read Ordinance 2014-05 in its entirety.
A motion to approve Ordinance 2014-05 was made by Commissioner Lister and seconded by
Commissioner Hodges.
Commissioner Lister: The monies that this is generating goes 100% back to the City of Madeira Beach to
better the city.
Mayor Palladeno: Between the registration for the vehicle and boat, he's paying more for that than his
city taxes. The City has done a very good job on this budget.

2. ORDINANCE 2014-06
SECOND READING OF AN ORDINANCE OF THE CITY OF MADEIRA BEACH, FLORIDA,
ADOPTING THE OPERATING BUDGET FOR FISCAL YEAR 2015, BEGINNING OCTOBER 1,
2014 AND ENDING SEPTEMBER 30, 2015; AND PROVIDING FOR AN EFFECTIVE DATE.
The CA read Ordinance 2014-06 in its entirety.
A motion to approve Ordinance 201~06 was made by Commissioner Lister and seconded by V-M
Hodges.
CM: He wanted to thank the Department Heads and the Chartered Members, the City Clerk, for all their
hard work. Vince is one of the premier Finance Directors in the area. You are a City Commission that
raised taxes and was applauded - that doesn't happen. This was not the easiest budget but it was a
sophisticated process. He appreciates the Board's support and approval.
Mayor Palladeno: Commended the Finance Director and the Department Heads. We are seeing more
people come here because of all the improvements.
Commissioner Shontz: In all the years she's been a part of the government in the City, the employees
are very aware of their budgets. They know what they are doing and are responsible workers. They pay

attention to how and where they are spending the money.
Commissioner Lister: For years, the City would pay for things as they came. Previous Board's would
wait to start projects because they waited until the money was in the bank. He is not criticizing that but
it also takes money to make money. He commends the staff and past commissions for the work that
created the environment to allow the City to become what it is today.
V-M Hodges: A man showed up at her house, a new neighbor, and asked what she thought of the City.
He and his wife looked at the Redingtons, St. Pete Beach, all over but there was nowhere else they
would rather be.
Mayor Palladeno: There's so much new construction and renovation to older properties. He wants to
hear from staff and the CM - it's a good group effort. They all work together to do what is best for the
City of Madeira Beach.
Elaine Poe: Wanted to keep this positive attitude flowing and commend the new Code Enforcement
Officer, Deputy Krager. She has been getting a lot of positive feedback from citizens.

• CITY MANAGER - None
CM: There are few new things going on in town. When it comes to property acquisition, properties
hear of interest and prices go up. There is another flagship hotel going up in town. A few other
businesses are considering moving to John's Pass as well as a couple of more developments along Gulf
Boulevard. The Building Department and Community Development Department are working to
facilitate this growth.
