BOARD OF COMMISSIONERS MEETING MINUTES BUDGET WORKSHOP MEETING August 7, 2018 Page 1 of3 A budget workshop meeting of the City of Madeira Beach Board of Commissioners was held at 2:30 p.m. on August 7, 2018 in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. Mayor Black called the meeting to order. MEMBERS PRESENT: Maggi Black, Mayor Deby Weinstein, Vice-Mayor/Commissioner District 1 Nancy Hodges, Commissioner District 2 Nancy Oakley, Commissioner District 3 John Douthirt, Commissioner District 4 MEMBERS ABSENT: None. CITY STAFF PRESENT: Jonathan Evans, City Manager Clara V anBlargan, City Clerk Ralf Brookes, City Attorney 1. CALL TO ORDER Mayor Black called the meeting to order at 2:30 p.m. 2. ROLLCALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT Mayor Black opened to public comment. There was no public comment. 4. TOPICS FOR DISCUSSION [There were no staff memos provided for the meeting] A. Seafood Festival - Jay Hatch, Park & Recreation Director, & Sonny Flynn Jay Hatch, Recreation Director, reviewed Agenda Item 4.A. and gave a PowerPoint Presentation. City Manager Jonathan Evans said the revenue analysis is based on the assumption that the parking will be full. There's no historical data about the regular revenue generation. If the Board wishes, the City can enter into a $12,000 agreement to waive the parking fees. Certain lots are not utilized for the parking. Since the revenue is not a part ofthe FY 2018 budget, there will be no fiscal impact in the case the Board decided to waive the parking fees. The Board requested a contract in the event of concession. BOARD OF COMMISSIONERS MEETING MINUTES BUDGET WORKSHOP ~EETING August 7, 2018 Page 2 of3 Sonny Flynn, 10399 Paradise Blvd, Treasure Island, said there has been a wonderful cooperation between John's Pass Village Association and the City. John's Pass is the number one tourist destination in Pinellas County. Last year, it generated 3.5 million visitors. Ms. Flynn answered questions from the Board and the topics included the following: • Food truck contract requires the use of food provided only by local fisheries. There's a list of five approved local fisheries. All the food will be fresh and safe. The food trucks will use their own generators for electricity. • The number of vendors decreased this year due to the food trucks. • There be 25 handicapped parking spaces. • Valet parking will be used to keep public safety since the South Beach parking is a public drop-off. • Ms. Flynn spoke to the local merchants and shop owners to address issues. There had been parking issues in the past that have been resolved. The merchants were invited to put their stands on the street. • There is a $250 fee for the charity raffle that will be used for fundraising. • Extreme Clean, a private labor contractor, was hired to deal with garbage disposal. This year aluminum bottles will be used instead of the plastic cups. The aluminum bottles will be collected and transferred to a recycling facility. • There is a total of 191 parking spots. Handicapped parking will also be included. Twenty parking spaces will go to the food trucks. The remaining parking spaces are for public parking. The valet parking is provided to prevent congestion. There is no VIP parking. • Event organizers will provide an after-event report to the Board. Following further discussion, Mayor Black opened the floor to public comment. Robert Preston, 425 S. Bayshore Drive, commented in support of the festival because it had so many positive effects on the City. John Hendricks, 569 Normandy Road, said the Miami Boat Show had a large space allocated for public transports, where drop-off worked smoothly. He asked for more support from the City regarding the seafood festival and recommended creating a 5-year contract between the festival and the City, so the event organizers would not have to come before the Board every year. This event is a part of Madeira Beach, and it should be embraced. It shouldn't be micromanaged by the Board of Commissioners. B. FY 2019 Budget Wrap-up City Manager Jonathan Evans said the FY 2019 budget is balanced and there are some modifications that needed to be made for the final document to be reviewed by the Board. The final draft will be provided by the end of August. Finance Director Walt Pierce reviewed the millage rate and the rollback rate.  BOARD OF COMMISSIONERS MEETING MINUTES BUDGET WORKSHOP MEETING August 7, 2018 Page 3 of3 The City Manager and Director Pierce answered questions from the Board regarding the FY 2019 Budget. The topics discussed included the following: • Approving a resolution honoring Pat Shontz and establishing a day of good deeds where the community can come together and actively participate in the beautification of Madeira Beach. • Beach chair rental agreement decreased from $15,000 to $12,000 for FY 2019. • Archibald Park fund • Transient docks in John's Pass Village. • Infrastructure fund. • Health care and employee paid benefits.
