MINUTES BOARD OF COMMISSIONERS BUDGET WORKSHOP MEETING SEPTEMBER 2, 2020 6:00 P.M. A budget workshop meeting of the City of Madeira Beach Board of Commissioners was held at 6:00 p.m. on September 2, 2020 in the Patricia Shontz Commission Chambers at City Hall, located at 300 M unicipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: John B. Hendricks, Mayor Doug Andrews, Vice Mayor/Commissioner District 3 Helen "Happy" Price, Commissioner District 1 Nancy Hodges, Commissioner District 2 John Douthirt, Commissioner District 4 (via zoom) MEMBERS ABSENT: CITY STAFF PRESENT: Robert Daniels, City Manager C lara VanBlargan, City Clerk Patty Kordis, Deputy Clerk Thomas Trask, City Attorney 1. CALL TO ORDER Mayor Hendricks called the meeting to order at 6:00 p.m. 2. ROLL CALL City Clerk Clara VanBlargan called the roll. 3. PUBLIC COMMENT Mayor Hendricks opened to public comment. There were no public comments from the audience or e lectronically. ITEMS FOR DISCUSSION A. FY 2021 Budget - Andrew Laflin, Fi11a11cia/ Consultant Financial Consultant Andrew Laflin explained the timeline for adopting the tentative budget and proposed millage rate and the required advertising. He reviewed the proposed changes from the previous budget meeting and answered comments and questions by the Board. Discussion highlights of the budget included: • Military Court of Honor funds carried over from FY 2020 • Funds allocated for a high and dry faci lity at the Marina September 2, 2020, 2020, BOC Budget Workshop Meeting Page 1 of 2 • Completion of the Crystal Island roadway project • Consolidation of funds for Gulf Beaches Publi c Library, Christmas decorations, and fireworks • City Manager negotiating lower fees with the Network People • Removal of the IT Technician and the Technical Coordinator position • Removal of the Public Information Officer position in City Manager' s Office • Review of Marina' s projected gross profit • Part-time contracted IT personnel position at $40,000 a year • Information technology computer support increases • Human Resources Director contracted professional services • Change in payroll companies from Paychecks to Paycom • Timekeeper biometric scanning device system • Additional money for the beautification of parks and medians Mr. Laflin said he would make the changes for the final tentative budget before the first public hearing for adoption. B. Reorganization of City Departments - Robert Dflniels, City Manager The City Manager said Article IV, Section 2- 15 I (a), the City Charter requires the City to pass an ordinance when there is a revision to the list of administrative departments. Modifications were planned as part of the FY 202 I budget that would require some department names and division functions to change. Those departments are under the direction of the City Manager. Commissioner Price said the Human Resource Department was missing and needed to be added to the list. Mayor Hendricks informed the Board that Penny for Pinellas was approved. It will be brought forward to the September meeting for approval. The City Manager said the City of Madeira Beach was the lowest tabulation in Pinellas County for the Census. Everyone is encouraged to complete their Census to help the City in the future. He reminded the Board next Friday is the 9/ 11 Memorial Service at the 9/ 11 Memorial Park, coordinated by the Fire Depai1ment. City of Madeira Beach Agenda BOC Budget Workshop Meeting Wednesday, September 2, 2020 @ 6:00 PM Commission Chambers The Board of Commissioners of the City of Madeira Beach, Florida will meet in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida to discuss the agenda items of City Business listed at the time indicated below. Meetings will be televised on Spectrum Channel 640 and streamed on the City’s website. 1. CALL TO ORDER 2. ROLL CALL 3. PUBLIC COMMENT Public participation is encouraged. If you are addressing the Commission, step to the podium and state your name and address for the record. Please limit your comments to three (3) minutes and do not include any topic that is on the agenda. Public comment on agenda items will be allowed when they come up. Physical access to the meeting in the Commission Chambers is limited to 30 members of the public, on a first come - first serve basis, while maintaining CDC recommended social distancing practices. The other members of the public who arrive to attend the meeting will view the meeting by TV in the City Centre Room, adjacent to the Commission Chambers. The meeting will also be aired on Public Access TV Spectrum Channel 640 and through the city’s website at https://madeirabeachfl.gov/. Public comments can also be submitted by email through the Public Comment form located on the front page of the City of Madeira Beach website at https://madeirabeachfl.gov/. Comments are accepted up to three hours prior to start of the meeting, and will be read aloud during the meeting. Please limit your comments to 400 words as the comments are limited to three minutes. This meeting is being held in accordance with Executive Order 20-69 which authorizes the use of communication media technology such as telephonic or video conferencing and provided in section 120.54(5)(8)2, Florida Statutes. 4. Any person who decides to appeal any decision of the Board of Commissioners with respect to any matter considered at this meeting will need a record of the proceedings and for such purposes may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The law does not require the City Clerk to transcribe verbatim minutes; therefore, the applicant must make the necessary arrangements with a private reporter or private reporting firm and bear the resulting expense.
