PUBLIC COMMENT (limited to 3 minutes) BOC Regular Meeting 02/11/2014  Victor Cucaro: The Mayor explained to Mr. Cucaro that if he had a question or concern to address the Commission as a whole and not an individual person. Mr. Cucaro did so and explained that his political signs have been removed twice. The City's sign ordinance allows permission from either the owner or the tenant to keep a sign on a certain property. He says a deputy was told that the owner's permission supersedes the tenant's rights but the ordinance does not specifically state that. He has filed a complaint with the Sheriff's Office at this time and it is being processed. He says he had permission from the manager of the property to place his signs there. When Mr. Cucaro went to Code Enforcement, the signs were not there because the City did not take them, the owner did but in his research, he found three owners. He wants answers from the Board. Commissioner Poe: Suggested that he take the issue up with the owner of the property. CM: Explained that if Mr. Cucaro has further concerns to come to Code Enforcement and they can discuss the issue. The CM said the owner removed the signs, not the City; they have not thrown any of his signs away. Housh Ghovaee: He wanted to express how proud he is to live in Madeira Beach. He complimented the City on all of the great improvements and the strong leadership here. USCG Auxiliary: Agreed with Mr. Ghovaee that many improvements are great for the City. They would like to have a Beach Clean-Up on May 10th of this year if possible. The clean-up will consist of people in the community walking and in boats to clean the beach as well as the mangroves. They are hoping this will become an annual event. CM: The City is not in a position where they would need to give them permission. The City supports them and additional permission would not need to be made at this time. If in the future, it becomes a much larger event with more members, it can be readdressed to determine if permission would need to be given. Mayor Palladeno: Commended the Coast Guard Auxiliary for all the good work they've done in the City and that he will be there for the Beach-Mangrove Clean-Up. G. CONSENT AGENDA 1. SPECIAL EVENT SPECIAL EVENT FOR THE 29TH ANNUAL MADEIRA BEACH TRIATHLON ON MAY 31, 2014 THROUGH JUNE 1, 2014, HOSTED BY THE FLORIDA RACE PLACE. CM: This has been an annual event for quite some time with no major changes and staff recommends its approval. V-M Lister: Noted that this will be the first event at the new Archibald Park. RESOLUTION 201 ~07 A RESOLUTION OF THE CITY OF MADEIRA BEACH, AUTHORIZING AND IMPLEMENTING POLICIES AND PROCEDURES FOR MEMBERSHIPS TO CIVIC ORGANIZATIONS FOR OFFICIALS AND EMPLOYEES OF THE CITY OF MADEIRA BEACH; AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. 31 BOC Regular Meeting 02/11/2014 A motion to approve Ordinance 2014-07 was made by Commissioner Hodges and was seconded by V•M Lister. Dick Lewis: He does not believe this resolution represents good government policy. He does not see the benefit of the use of tax money to fund official and employee membership of organizations including dues and meals. There is no official approval process for membership. The resolution should be more defined and restrictive and urges that this should not be adopted. Steve Kochick: Agrees with Mr. Lewis. He is concerned that when you allow employees to join, there is a threat that whatever organization they join could be used against them. Also if the City's money pays dues for membership, it looks as though the City approves of whatever organization they join. He does not think it is the City's place to decide which organization is good or not. He suggests to at least don't include employees - the Board can do what they want. Commissioner Poe: Disagrees with both gentiemen. She is very active in many organizations and encourages active participation in as many as possible. CM: Sought to clarify some of the concerns. The employees are included because they wanted to be included. When you belong to certain organizations, you can represent the City and help them to understand your City's specific situation. These organizations are out there in the community and they can be a valuable resource. The budget allows for two memberships per year. It also has to pertain to their job and job performance - there has to be rational behind why they joined. Employee involvement out in the community can be very beneficial. This has been discussed at length previously. Commissioner Shontz: Agrees with Commissioner Poe employee involvement with the community is very beneficial. It brings a closer relationship of everyone working together. Mayor Palladeno: Agrees with Commissioner Shontz, who works with and belongs to many organizations that are good for the City. Commissioner Poe: Because of all the involvement she has had in the community, she was asked to go to Tallahassee last week to fight a very important bill, and it was passed. She also got the inside scoop on Biggert Waters. This is a City that is getting involved. V-M Lister: Did have issues when this was first prepared, but is now comfortable with the money that will be spent because there will be a valuable return in the long-run. CM: This can be a one year trial and can be readdressed if it is found to not be worth it. He believes this will be good representation for Madeira Beach. Mr. Lewis: Appreciates his recognition again and everything the CM has said about the potential benefits. However, he is still concerned about organizations that are not directly governmental being funded by taxpayer money. He still does not support this resolution. Commissioner Shontz: Said she would pay for her own meals, and several on the Board and employees agreed. REPORTS/CORRESPONDENCE • CITY COMMISSION V-M Lister: He received an email from the Florida League of Cities. Florida is one of the largest donors for the national flood insurance program. When people talk to their representative, they can have more information on what Florida, as a state, already pays. • CITY ATTORNEY- None BOC Regular Meeting 02/11/2014  • CITY MANAGER CM: Archibald Park is opening on Friday and has lot of positive feedback from citizens. The Snack Shack is approximately 45-60 days from being completed. The CA and CM have been working with FD and CSD to make sure all of the contracts are finalized and good to go. Tonight, Event Approval by Staff was approved and events will no longer come to BOC for approval. He explained that free parking for events will not occur. The City has a lot of projects and the revenue lost from these free parking events is not affordable. • CITY CLERK - None K.
